ISSUE: Southwest Florida Water Management District funding of the pump station
needed for completion of the Tampa/Hillsborough Interconnect Project.

DISCUSSION: At the direction of Commissioner Collins (see attachment), this item
has been placed on the agenda for discussion of the availability of SWFWMD dollars
for funding the Tampa/Hillsborough Interconnect Project.

Dear Mr. Maxwell:

It has come to my attention that the proposed pump station needed to complete the referenced project is
not proceeding due to a noncommitment of funding by the Authority or any individual member
government.

I now understand that the Southwest Florida Water Management District (SWFWMD) has agreed to
advance to the Authority the entire construction cost amount of 2.0 million dollars to facilitate an
immediate implementation of this needed pump station. I request that you schedule this issue for
discussion at our next scheduled monthly meeting of the Authority on March 16, 19098 to update the
Board of Directors on this apparent proposal by SWFWMD.

Update and Water Use Permit Application Technical Memorandum


RECOMMENDATION: For information only. The Authority's project manager will present
an update on the status of the Tampa Bypass Canal and Hillsborough River High Water Source
Projects including a preliminary review of information for the Water Use Permit application for
these sources.

DISCUSSION: The Tampa Bypass Canal and Hillsborough River High Water Source Projects
focus on harvest of excess surface water as a drinking water source for the region. Also
included in this project effort is siting and preliminary design of a regional water treatment
facility (or facilities) for all contemplated Master Water Plan sources, with the exception of
desalination.

The January 1998 update (Agenda Item 11) for the Tampa Bypass Canal and Hillsborough
River High Water projects identified that the Tampa Bypass Canal source project is now
focusing on withdrawal of surface water from the Canal in lieu of wellfield development along
the Canal. The January update also identified preliminary yield estimates for the Hillsborough
River High Water Source (20 to 30 MGD), and indicated that the field of water treatment plant
sites was being refined. Since early January the project team has:

Conducted our fourth public meeting (February 12, 1998)
Refined source yield estimates and developed proposed withdrawal schedules
Narrowed the field of water treatment facilities locations) to two preferred sites
Identified a preferred site for withdrawal facilities on the Tampa Bypass Canal
Evaluated source water quality and developed conceptual designs for surface water
treatment at a regional facility (or facilities)
Prepared the major elements for a Water Use Permit application.

A technical memorandum from Parsons Engineering Science summarizes the primary
components of the Water Use Permit application, including discussion of many of the items
identified above will be sent under separate cover. At the Authority's April 20, 1998 Board
meeting, staff will present the full Water Use Permit application with final action requested for
authorization to submit the application to the Southwest Florida Water Management District
occurring at the May meeting.
