AGENDA ITEM 28

DATE: March 3, 1998
TO: Jerry L. Maxwell, General Manager
THRU: Russel A. Bowman II, Director of Planning and DevelopmentjW
FROM: Paula Dye, Project Manager9
SUBJECT: Brandon Urban Dispersed Wells Project Status Update and Water Use
Permit Application Technical Memorandum

RECOMMENDATION: For information only. This will be an update on the status of the
Brandon Urban Dispersed Wells Project (BUDW) including a preliminary review of the
information for the BUDW Water Use Permit application.

DISCUSSION: Since the last status update on the Brandon Urban Dispersed Wells project,
technical work on the project has centered on hydrological and ecological evaluations in support
of the BUDW Water Use Permit application. A technical memorandum from Terra
Environmental Services, Inc. outlining the major components of the Water Use Permit
application will be sent under separate cover. The full Water Use Permit application will be
provided to the Board at their April meeting and final consideration and action will be taken in
May before it is submitted to the Southwest Florida Water Management District.

In addition to the technical work and public involvement, outreach activities have been ongoing
since the last status update. The Northeast Brandon Water Use Permit Settlement Agreement
Modification, releasing three wells for use in the BUDW project, has been approved by all
parties including the Florida Strawberry Growers Association, the Hillsborough County Board
of County Commissioners, and the Southwest Florida Water Management District. Civic and
homeowner association leaders were invited to a meeting on January 20, 1998, and the third
public meeting for the project was held February 17, 1998.

Mr. Daniel W. Rothenberger, P.G. (Terra Environmental Services, Inc.) will provide a verbal
status report on the project and the main components of the technical memorandum.
