SUBJECT: Seawater Desalination Proposal Evaluation and Ranking


RECOMMENDATION: Accept the review and ranking of seawater desalination proposals as
recommended by the consultant PB Water, after a short presentation.

DISCUSSION: On December 3, 1997, the Authority received proposals from five pre-
qualified developers for a 20 to 50 million gallon per day seawater desalination water supply.
The Authority's consultant PB Water has been reviewing the proposals based on the
information outlined in the Request for Proposals.

Mr. David MacIntyre of PB Water will make a presentation on the proposal evaluation and
ranking at the Board meeting. The presentation will summarize the rating of each proposal for
engineering, financial, environmental, contracting and other evaluation criteria. A summary of
public input received to date is included with the evaluation. PB Water's proposal evaluation is
attached.

In addition, a modified schedule of activities, as approved by the Board in January, is attached
for informational purposes.

HISTORY: The following is a brief chronology of events related to the development of the
Seawater Desalination Request for Proposals (RFP).

May 1, 1997 The SWFWMD Governing Board voted unanimously to support, financially and
otherwise, the RFP process.

May 5. 1997 The draft RFP was provided to all the developers by the consultant for their
comments.

May 19. 1997 The Board approved the RFP for a Seawater Desalination water supply
following presentation by PB Water that included an incentive award. The award is the
payment for 50% of Developer costs up to $150,000 for the top-ranked Developer team if the
project does not proceed. The next day, the SWFWMD Governing Board voted unanimously to
fund 50% of the incentive award.

May 27. 1997 The final RFP was issued by the consultant which included Board and
developer comments.

July 19. 1997 Addendum Number 1 to the RFP was issued in response to the developers'
written and verbal questions and comments.

July 24. 1997 The Authority Board voted to extend the due date of the RFP from September
26, 1997, until December.

July 28. September 10. and October 21, 1997 A series of developer questions and answer
meetings were held at the offices of PB Water. Following each meeting, a new addendum to
the RFP was issued in response to the questions received at the meetings.

December 3, 1997 The Authority received proposals from the five pre-qualified developers for
a 20-50 mgd seawater desalination water supply.

December 15. 1997 The Authority Board received an initial overview of the proposals and
associated costs.

January 26. 1998 The Authority board received a presentation from the consultant on the
clarification issues and approved with modification the proposed schedule.

March 16. 1998 The Authority Board receives recommended ranking of Seawater
Desalination proposals from PB Water.
