Bear Myron:

Recently I wrote you on whetheryou felt the above referenced coverage
could be legally provided to the Board members while on District or "'
Basin business.

It was my opinion that there was a statutory prohibition against using
the District funds for it. However, there was a desire to see whether
legally the prohibition could be overcome. It was my understanding that
you and Buddy had reviewed the matter and reached the same conclusion
that the coverage was prohibited. However, I have not received a written
reply confirming our thinking.

Accordingly, I would appreciate your giving me an opinion on the matter
for my file and to present to the Board members for an official reply
to their inquiry.
