I have not been able to locate any law which requires a record
of the vote on all issues before the Water Management District
but will continue to research this.
Each Basin Board must choose a vice chairman and a secretary to
serve for a period of one year. This term of service would
probably terminate July of each year. See Section 5(5) of
Chapter 61.691, Laws of Florida.
Florida law is silent on terms of office for governing board
chairman, secretary and treasurer. This changes July 1, 1973
waen Section 15(2) of Part 1 of Chapter 72-299, Laws of
Florida, becomes effective. This provision provides for selection
oE a governing board chairman and a secretary every two years.

Section 378.33 remains unchanged and requires the Governing Board
a to designate a Treasurer. It also makes reference to an Assistant
Treasurer and to a Vice chairman of the Board but no term of
office is prescribed.
Section 12 of Part 1 of Chapter 72-299 is amended by Section 6
of a Committee Substitute for Senate Bill 1164 (passed by the
House and the Senate today) and contains Subsection (7) which
prescribes one year terms for Basin Vice Chairman and Secretary.
From all of this I think your opinion should be that in July the
Governing Board should select a Chairman, a Vice Chairman, a
Secretary, a Treasurer and an Assistant Treasurer to serve for
a period of two years. I believe you should further suggest
that at the July meeting of the respective Basin Boards that
they select Basin Vice Chairmen and Basin Secretaries for a
period of one year.
(You will note that Governing Board terms will now be running
for 4 years while Basin Board terms will be running for 3 years.)
I will continue to see if I can find anything requiring a record
f the vote on all issues but will do nothing further on this
fther matter unless I hear from you.
