Re: SWFWMD Peace River Basin


ISSUE: When a public body desires the services of an
engineer, must they comply with the requirements of competitive
bidding.
ANSWER: No.


In Parker v. Panama City (1963) 151 So.2d 469, the
rule was stated that contracts for services requiring sp
skills or training, such as the professions and vocation
accountants, actors, architects, artists, attorneys, aud
abstractors, engineers, court stenographers, clerk, inte
decorators, musicians, and surveyors are not required to
on bids under a statutory or constitutional provision th
with the state or municipality must not be entered into
advertising for bids.
Numerous cases in other jurisdictions have held tha
