Dear Mr. Dail:

You have asked my opinion on
question:


the following


"Are expenditures by Central and
Southern Florida Flood Control
District for entertainment and
hospitality authorized by Section
:378.451, Florida Statutes?"

Reviewing Chapter 378, Florida Statutes,
I find that in 1961 the Legislature amended this
Chapter by the addition of Section 378.451. This'
section provides for the expenditure by any
Flood Control District of sums not to exceed
of one percent of money collected by taxation
within the district for the purposes of promotion,
advertising and improvement of the program and
the objectives of the district.

You have informed me that certain of these
funds are spent to provide expenses to include
hotel rooms and meals of the officials of the
Federal Government who visit, inspect, and report
on projects either currently underway or proposed
by the district where Federal funds are being used
or where they are sought. Additionally, state
officials are likewise on occasion furnished these
items in your effort to promote the district and to
inform these officials of the work and the program
of the district.
