Dear John /

Receipt is acknowledged of your letter of September 2, with copy
of insurance certificate concerning the Tampa Bypass Canal enclosed.

This certificate seem to be in order as to the fact that Trans-
State Dredging Company has liability and workmen's comap.sation
insurance coverage. As to whether this is satisfactory to protect
our interests in this project, I am unable to state for tihe reason
that 2 do not have a copy of the contractual agreemet between
the U.. Corps of Engineers and this contractor.

It is my understanding that the Corps of Engin ers is the principal
in this project, and the District simply contributes a percentage
of the construction coats. It is my opinion that the responsibil-
ity is with the V. S. Corps of engineers and the contractor, and
that the District is not involved other than that it either owns,
or holds an easement on, the lands on whidh the work is being done.
