TO: All Attorneys

RE: STANDARD FORMAT FOR RESEARCH MEMORANDA


All of you will be relieved to know that we have finally
adopted a standard format for research memoranda. A copy is
enclosed for your review. Use of the standard format will allow
us to systematically store, index, and retrieve our research
efforts.

Please keep the following guidelines in mind when preparing
your memoranda:

1. "Key Words" list three key words or phrases which best
identify the subject of the memorandum. These will be used to
index the memoranda in a notebook to be kept in our library. Do
S not use the client name as a key word.

2. "Subject" state in one sentence the general subject
matter of the memorandum.

3. "Client File" insert the name of the client file. If
the memorandum relates to a matter for SWFWMD for which we have
not yet opened a file, then refer to the appropriate subject file.

4. "Summary" keep this as brief and concise as possible.

As each memorandum is filed and indexed it will be given an
opinion number and stored in the three ring binder in the
library. The last two digits of the calendar year in which the
memorandum was prepared will be used as a prefix for the opinion
number. The support staff will also compile and maintain a
Citator cross-referencing the opinion number with each section of
the Florida Statutes mentioned therein.

As each memorandum is completed, please send a copy to me for
storing and indexing. Let me know if you have any questions or
suggestions.
