The field of water management in Florida has for years. Also,
a number of articles and technical papers on the this broad field
may be found in the literature. Experience has shown,' present a true
picture of any single facet of water management w I" y interrelations
which exist within the field. For this reason the 8th .th Engineering
Conference was designed to include, for the first time, a this important
subject.
It is to be noted that the Conference centered attentiioil aspects of water
management. Engineers, working with water supply, .. age treatment,
hydrology, and hydraulics of every conceivable capacity,-i -P i i gt the sum total
of knowledge in these fields to useful and economical app l" eare of the impor-
tance of the subject. Further, the application of economniW WsiNI irrigation, drain-
age, water supply and the like is an engineering problem l projects. Money
is made available by financial interest and bonds are sold foi involving water,
based on engineering reports which utilize economics to pi~itd. l worthy of backing.
Such engineering reports must also consider the legal as isposal, etc. The re-
ports must withstand legal attack to have the bonds validated,. '~.--iis aspect, among
many others, the economics of water use and its legal implicfli'i* -f Iitimary engineering
interest.
A list of those on the Conference Planning Committee follows:
A. P. Black, Head, Department of Chemisti, Univeisity of Florida
Ralph G. Cooksey, Florida Wildlile Federation, St. Pelersburg, Fla.
Joseph W. Davin, Stockton. Whade). Da in & Co., Jacksonville, Fla.
W. T. Edwards, St. Joe Paper Co., Jackmoniille, Fla,
W. W. Giddings, Snively Citrus Concentrates, Winter Haven, Fla.
W. W. Gillespie, Smith & Gillespie Engineers, Jacksonville, Fb.
J. R. Hoy, Wallace & Tiernan, Inc., Jacksonville, Fla.
John E. Kiker, Jr., Professor of Civil Engineering
David B. Lee, Florida State Board of Health, Jacksonville, Fla.
W. T. Mcllwain, City Manager, Coral Gables, Fla.
James F. Massey, Jacksonville Journal, Jacksonville, Fla.
Frazier Rogers, Head, Department of Agricultural Engineering
David B. Smith, Professor of Civil Engineering, Chairman

Several interested groups were invited to participate, and the following are listed as cooperating
agencies: the Department of Civil Engineering, the Department of Agricultural Engineering, the
Bureau of Water Research, and the Florida State Board of Health. Other groups represented on
the program include the Agricultural Experiment Station and the Industrial Engineering Depart-
ment of the University of Florida, the Meteorology Department of Florida State University, the
U. S. Geological Survey, the Florida Geological Survey, the Division of Water Survey. and Re-
search of the Florida Board of Conservation, the Soil Conservation Service, the Central and South-
ern Florida Flood Control District, the U. S. Public Health Service, and the Attorney General's
office of the state of Florida.
The Conference Chairman gratefully acknowledges the contributions of each participant.
The success of the meeting was largely due to the efforts of Dr. E. R. Hendrickson and Professors
T. deS. Furman, T. Jaffe, and W. T. Callaway of the Civil Engineering Department. Professors
J. M. Myers and R. E. Choate of the Agricultural Engineering Department and Dr. A. P. Black of
the Bureau of Water Research were instrumental in formulating the program and in securing
the individual speakers. Professor John E. Kiker gave much assistance in planning the Conference.
