SUBJECT: Recommendations to the Environmental Efficiency
.Study Commission (EESC)


Attached is a series of tables describing our recommendations to
the EESC as they relate to DER/WMD responsibilities. These are
similar recommendations to those discussed at a recent meeting in
Miami.

We have been in touch with Jay Landers and other EESC members and
they would like for us to be prepared to discuss these with them
at their meeting this Thursday and Friday in Tampa. We would like
to hear from you before that meeting. Please review this and give
me or Randy Armstrong a call as soon as possible.
