Funding


Problem: Some WMDs may be unable to fund new programs,
since not all WMDs are at the same millage.









Proposed Solution:


Propose amendment to constitution "to equalize the

constitutional limitation on ad valorem taxes by authorizing and

^ limiting the same amount for northwest Florida for water

management purposes as exists for the remainder of the state."

Condition new statewide program assignments on adequate funding

(which could include general revenue). The mi+tage eaps for a++

WMBa sheuid be equai+sed. Allow the Governing Board to determine

Basin Board existence, boundaries, and money split.

Funding


Problem: Some WMDs may be unable to fund new
programs, since not all WMDs are at the same millage.

Explanation:

For WMDs to undertake a broader mission in environmental
management, two companion issues arise: (1) funding
inequities among the Districts, particularly that of the
Northwest Florida Water Management District whose mill levy
is constitutionally limited to 0.05 and (2) the constraint
imposed by the percentage allocation of tax generated
revenues to Basin Boards.
