District Quarterly Meeting

SUBJECT: Summary of Action Items Resulting from Quarterly
Meeting


I. Auditor General's Report.

1. The Department of Environmental Regulation agreed
to send their comments on the report to each of
the Water Management Districts as soon as possible.

2. The Water Management Districts agreed to contact
key legislators in their districts explaining the
district position relative to the Auditor General's
Report.

S3. General Lane volunteered the Northwest Florida
Water Management District for a trial performance
audit utilizing the previously agreed to guidelines
of the Auditor General's Office.

A. The Northwest Florida Water Management District
agreed to develop a draft proposal for this
audit and to circulate it with the other
Water Management Districts and DER for comment.

B. It was suggested that the same firm that
developed the guidelines perform the audit.

II. Development of State Water Policy

1. A consensus was reached whereby State Water Policy
would be jointly developed by DER and the Water
Management Districts as a rule of the DER.

2. The Water Management Districts agreed to contribute
staff assistance to DER for the development of
water policy.

3. DER committed to drafting a tentative schedule and
agenda regarding water policy development and to
transmit such a proposal to the Water Management
Districts as soon as possible.

4. It was agreed to aim for a draft policy rule to be
developed prior to the September Quarterly Meeting.

III. Proposed and Amended Rules of the DER

1. Chapter 17-3, F.A.C.,-Water Quality Standards

A. Dissolved Oxygen Standards

Issues to be discussed by interagency technical
staff.

B. Groundwater Task Force

DER agreed to furnish names and background of
the groundwater experts that are assisting
DER in preparation and review of Chapters 17-
3, 17-4 and 17-21.


2. Proposed Rule 17-X, F.A.C., Water Resource Develop-
ment and Management Portion of State Public Works
Program Basis of State Review

A. Following a lengthy discussion, a consensus
was reached as to the need for the increased
participation of the Governor and Cabinet.

B. DER agreed to seek the active participation
of the Governor and Cabinet in the general
lobby effort in Washington, including the
scheduling of a joint meeting with the
Florida congressional delegation and state
officials.

C. DER agreed not to adopt this rule prior to
the next Quarterly Meeting in September.

D. DER agreed to send the Water Management
Districts the current draft of the rule for
review and comment purposes prior to the next
Quarterly Meeting.

IV. Proposed Curriculum Task Force

1. Following a general discussion of this issue,
Bill McCartney agreed to work on a specific curriculum
proposal, and to submit it for discussion at the
next Quarterly meeting.

V. It was agreed that a meeting should be held to ensure
that all Water Management District rule numbering
systems were consistent. The .Southwest Florida Water
Management District will take the lead on this item.


VI. Announcements


1. The Suwannee River Water Management District
volunteered to host the September Quarterly Meeting.
