373.109 Permit application fees.-
When a water management district governing beerd itplents
a permit system under peat-fl,-iit~-4i-Ve this chapter,
it Ishkr may establish a schedule of fees for filing applica-
tions for eM required permits. Such fees *ha4 reflect
part or all of the cost of the district for processing the
application. However, permit fees shall not be required from
any governmental entity.

373.495 Water resources development account.-

There is hereby created in the General Revenue Fund an-aeew*nt a
fixed capital outlay account to be known as the "Water Resources
Development Account." Subject to such appropriation as the Legis-
lature may make from time to time, the purpose of said account
shall be to provide assistance to the water management districts
created under this act for the protection, conservation, or develop-
ment of the water resources of the state.

Subject to the provisions of this chapter, there shell be

constructing the works of said district, for the acquisition of
lands for water storage areas, for highway bridge construction,

small watershed projects (Pub. L, No. 83-566). Said sum or sum
shall be available as money is required for said purposes and
may be a grant to said districts. Also, subject to the provisions
of this chapter, there shall be available to ay mevigation dis-
trict or agency created under Chapter 374 or y special act of the
Legislature, out of said Water Resources Develo-at Account upon
approval of the department, a sum or sums of money not exceeding
in the*aggregate the total estimated amount required to cover the
costs allocated to the district for constructing the works, for
highway bridge construction, for the acquisition of land for right-
of-way, for water storage areas, and for administration and proo-
tion. Said sum or sums shall be available as money is required for
said purposes and may be a grant to said districts or agencies.








373.501 Appropriation of funds to water management districts.-

(1) The department may, upon request of a water management district,
allocate to the water-managemeNt-distr et said district, from funds
appropriated to the department for such purposes, sueh sums as-may-be
deemedl-eeessary to defray all or portions of the costs of the
administrative, regulatory, and other activities of the d4st4rets
district.

(2) The governing boards shall submit aRnwaI-bmwget requests for such
purposes to the department and the department shall consider such
Budgets requests in preparing its budget request for the Legislature.

.-(3) In addition to any such grants, the department may contract with
the water management districts to perform services for the department
and may compensate the districts for such services in amounts to be
mutually agreed upon.

403.504 Departant of Environmental Regulation; poMers and duties

The Department of Environmental Regulation shell have the folloWin
pemo s and duties in relation to this act:
(7) To require an application fee not to exceed $50,000. The
application fee shall be paid to the department upon the filing of
each application for site certification. The fee shall be fixed
by iule on a sliding scale related to the size, type, ultimate
site capacity, or increase in generating capacity proposed by the
application. All reasonable expenses and costs of the proceeding
incurred by the department, the Division of Administrative Hearings,
the Public Service Commission, Division of State Planning and
the water aan~~-ant district or districts it tch the sii-is

Tlictli of public notices, the preparation and enuect of the
hearings, the recording and transcription of the proceedings, and
the studies required by this act, shall be paid from the application
fee. *Ay sums remaining after the payment of authorized costs shall
be refunded to the applicant within 90 days of the issuance or denial
or withdrawal of the application. The applicant shall be provided
with an itemized accounting of the expenditures.

Each district and basin referred to in chapter 76-243, Laws of Florida,
shall furnish a detailed copy of its budget and past year's expenditures
to the Governor, the Legislature, and the governing body of each county
in which the district or basin has jurisdiction or derives any'funds for
the operations of the district or basin. Each district, basin, and
taxing authority shall make provision for ea-imali-pot-- it-ef-ts

in which these perfmanee-aid4ts are conducted shall be determined by
the Department of Environmental Regulation. These postaudits and per-
formance audits shall be made in accordance with the rules of the Auditor
General promulgated pursuant to ss. 166.241 and 11.47. The Auditor
General may make such postaudits and performance audits of water manag_-


ment districts as he shall deem desirable.
