My records indicate that the "Department of Natural Resources
Quarterly Meetings" were held on September 4, 1974; December 3,
1974; and, February 4, 1975 and scheduled for May 6, 1975. There
may have been others. You will recall that these were chaired by
Harmon Shields while he was Executive Director of the Department
of Natural Resources. There was a gap in the quarterly meetings
when the Department of Environmental Regulations was created in
1975 and water management matters were transferred.
> The next meeting I have records on is for a "DER Quarterly
Meeting" on December 2, 1975 in Tallahassee; then on March 22,
1976; and on August 17, 1976.
There were numerous meetings with DER but the so-called
"quarterly meetings" were not always held on a regular basis
during DER's formative years.
You and I attended the First Annual Meeting of NWFWMD held at
Wakulla Springs Hotel on October 25-26, 1976. You were on a
panel. See attached.
The Second Annual Meeting of NWFWMD was held at Killearn Country
Club on October 23-25, 1977. You, Don Feaster and I attended.
The Governing Board of NWFWMD hosted a reception for all water
management district board members and special guests at Violetta
Farms on October 22, 1978 as the initial activity of its Third
Annual Meeting. Over 200 participants attended the following day
as the meeting began to emerge into a statewide conference.
The Fourth Annual meeting of NWFWMD was held on October 25-26,
1979. The write-up states: "Originally intended to address
water management issues only in northwest Florida, the annual
meeting has evolved into a popular conference for all water
# management interests in the state."

Northwest Florida Water Management again was host for the event
in 1980 as its Fifth Annual Meeting. It was not until 1981 that
all of the water management districts served together as co-
