Minutes of the Quarterly Meeting

Water Management District Budget

Mr. Landers explained the philosophy adopted in DER review of the WMD's budget and
the 2% adjustment required by the Lt. Governor. Mr. Landers indicated he would re-
quire a very strong justification for the release of the transfer funds ($117,500).
Mr. Blain suggested that if the referendum passed, the transfer of areas would occur
January 1, 1977 but the taxes covering those areas would not be received until No-
vember 1977. Therefore, there must be funds allocated to cover Water Management Dis-
trict operating costs during this period.

Mr. Winter indicated that budget appropriation would be required for the three new
WMD's'to adjust to an October 1----September 30 Fiscal Year. Mr. Landers indicated
that he would demand a more thorough budget review in the future and would provide
to the Water Management Districts a uniform method for accomplishing budget prepara-
tion including appropriate forms.


Water Plans

Mr. Morgan requested that the WMD's be involved in the early development of Phase III
planning since they may become the implementing agency- DER will make a special ef-.

fort to get the WMD's involved in 208 planning and will provide a letter to the WMD's
explaining their role in 201/208 planning.


Referendum

Senator Phil Lewis and James Apthorp presented their views of the tasks necessary
to pass the referendum March 9, 1976. It was agreed to establish a nonprofit corpor-
ation with the three incorporating parties being Senator Lewis, Mr. Apthrop, and Billy
Ketchum. Mr. Gluckman is to perform the work necessary for incorporation under the naim
F.L.O.W., Incorporated.

Senator Lewis will hold a meeting at the Flood Control District's office on Decem-
ber 12, 1975, at which time the tasks force will be kicked off. Senator Lewis asked
DER to provide information sheets covering the issues and emphasized accuracy.
He also indicated that the WMD's should begin to raise money to fund the nonprofit
corporation.

Public Works Program

Mr. Blain suggested that the release of the Public Works Document to the WMD's in
October 1976 was too late and should be released in July 1976. It was agreed that
the initial draft of the Public Works Document would be released early and correc-
tions provided after WMD review.

Mr. Feaster indicated the WMD's preferred not to introduce budgets of other enti-
ties such as port authorities in response to Mr. Landers' query. It was agreed that
DER would review major projects and solicit comments from the appropriate WMD.s.

Bill 952 Proposed by Representative Nelson.

Mr. Ezell described the intent of the bill and it was suggested that it be clari-
fied by changing the title to Drainage District rather than Water Management Dis-
trict.


Next Scheduled Meeting

The next quarterly meeting of the Water Management Districts was scheduled to be
about the first week in February to coincide with the Water Resources Meeting.
The WMD's have requested that the meeting start at 8:00 a.m. and there be an in-
formal dinner meeting with the Board Chairman on the proceeding day.
