This is to follow-up on several items that were discussed
during the last quarterly meeting here in Tallahassee. As you
will recall, each of you agreed to: 1) analyze the impact and
cost assessment of the implementation of the Auditor General
Rules on Annual Postaudit and Performance Audit Requirements of
Water Management Districts and, 2) Review and comment on the
Department's program audit summary for accuracy. As you also
must recall, you agreed to do this within two weeks, or by
February 4th. In order for us to remain on schedule (i.e. com-
pletion by March 1) your input is needed by Friday, February 11
at the latest. The information you provide on the Auditor General
Rules will be summarized into a brief report describing the im- .
pact of rule implementation and suggesting possible alternatives.
District input on the program audit along with the Department's
input will be used in preparing and publishing a Program Audit
Report.

This summary report on the impact of the Auditor General Rules
will be used along with the Program Audit Report by Secretary
Landers when he discusses with the Auditor General and the Joint
Legislative Audit Committee the concerns you expressed during
the quarterly meeting. These discussions should take place
prior to March 1.

Another item which was briefly discussed at the quarterly meeting
but to which we did not receive a response was your participa-
tion in the FY 76-77 Report on Water. This Bureau plans to
publish a report which will summarize the Department's activities
on water management. I feel that a section on the accomplish-
ments of each of the water management districts along with the
plans and objectives for the coming year would be a logical part
of this report. I am attaching a tentative outline of the Water
Report for your information. If you would like to participate
