SUBJECT:. WMD Funding

Arguments in favor of continuing the WRDA Account are summarized
in the attached letter to. Jim Tait. These arguments -include
input from both SFWMD (Maloy, Grafton) and SWFWMD (Feaster).

Arguments against WRDA funding are contained in the Task Force
Analysis (also attached)

As we discussed, I believe our position should be developed as
follows:

1) Support our original budget submission with minor
adjustments to satisy the Governor's. concern over
NWfWmD and Camp "s concern over SRIMD Ad Valorem
taxation.

2) If the Governor insists on discontinuing the WRDA
account, argue for a gradual rather than abrupt phase-
outs, support the same. TRDA funding levels as. last year,
and require that S.FWM D and SFiSD submit 'detailed plans
for a 3-5 year phase-out prior to the 19718. legislative
session.' .

3) If the Governor insists on deleting the WRDA account
this year, argue for the water management funding
scheme outlined in the BWRM attachment to the Task
Force Report.
