28-2.01 Notice of Meeting or Workshop.
(1) Except in the case of emergency meetings,
school districts, community college districts, or units of
government with jurisdiction in only one county, the
Agency shall give at least seven (7) days public notice of
any meeting or workshop by publication in the Florida'
Administrative Weekly.
(2) Such notice of meeting or workshop shall state:
(a) The date, time and place of the event.
(b) A brief description of the purpose of the event.
(c) The address where interested persons can write
to obtain a copy of the agenda.
(3) The Agency shall utilize the following form in
providing notice of the meeting or workshop.
NOTICE OF PUBLIC MEETING OR WORKSHOP

The (name of the Agency) announces a public
meeting or workshop to which al persons are invited.
DATE AND TIME:_
PLACE:_
PURPOSE:
A copy of the agenda may be obtained by writing to
(name of the Agency) at (headquarters address).
(4) A meeting, for the purpose of notice herein, is
limited to a gathering for the purpose of conducting public
business by members of a collegial body constituting the
Agency head.
(5) A workshop is a gathering where members of a
coBegial agency head may be present, or a persons)
designated by the agency head are meeting, for the
specific purpose of rle drafting at which time no official
votes are to be taken or policy adopted.

28-2.02 Reserved.

28-2.03 Agenda of Meetings and Workshops.
(1) The agenda shall be prepared by the Agency in
time to insure that a copy may be received at least seven
(7) days before the event by any person in the state who
has requested a copy and pays the reasonable cost per
copy.
(2) The agenda shall list the items in the order they
are to be considered. For good cause stated in the record,
items on the agenda may be considered out of their stated
order with the approval of the person designated to
preside.


(3(a) The agenda shall be specific as to items to be
considered. All matters involving the excercise of agency
discretion and policy-making shall be listed and
summarized on the agenda. Additions to agenda items
such as "old business," "new business," "other business"
or "other matters which may come before the Agency" or
similar terms shall be for consideration of solely
ministerial, or internal-administrative matters which do
not affect the interests of the public generally.
(b) The Agency may utilse the following, or a
different form substantially the same in detail, in
preparing its agenda:

(4) The person designated to preside may make
specific changes in the agenda after it has been made
available for distribution, only for "good cause" shown.
(5) The agency shall provide that the meeting or
workshop shall be open to the public unless specifically
provided otherwise by law.

28-2.07 Emergency Meetings.
(1) The Agency may hold an.emergency meeting
notwithstanding the provisions of Section 28-2.01 and
28-2.03 of the Model Rules for the purpose of acting upon
emergency matters affecting the pubic health, safety or
welfare. Procedures for adopting an emergency rule are
contained in rule 28-337.
(2) Whenever an emergency meeting is scheduled to
be held, the Agency shall notify, at least one major
newspaper of general circulation in the area where the
meeting will take place, and may also notify all major wire
services of the time. date. place and purpose of the
meeting.
(3) Following an emergency meeting, the Agency
shall publish in the appropriate publication prescribed by
subsection 120.54(1), F.S., notice of the time. date and
place of the meeting, a statement setting forth the reasons
why an emergency meeting was necessary and a ". .-
statement setting forth the action taken at the meeting.
