This will confirm our brief conversation yesterday in which we
agreed how to proceed with meeting Mr. Samson's request that
you and I prepare a three to four page paper on each of the
above subjects. As I understand it this is desired before I
leave on vacation October 3.
I agree with you that the staff has most of the background
information necessary on this and the first step is for
the staff to pull together this information as quickly as
We agreed this can be done by early next week so that we can
both begin reviewing it. I suggest we set Thursday morning,
September 25, as a target date to have the material in brief,
outline form, with whatever supporting information seems
appropriate, in both our hands.
We also agreed to meet in Brooksville to discuss final drafts
on Tuesday, September 30. I would suggest we meet early on
Tuesday morning for that purpose and then meet again toward
the end of the day to review any revisions.

In the interim, you and I are both going to be brainstorming
this individually on how to obtain interties, how to encourage
interagency agreements, and how to implement flood plain and.
I'm going to pull together some information on implementation
through greater utilization of Part IV of the Water Resources
Act and through selective delegation of authority pursuant to
Chapters 253 and 403, Florida Statutes.
As you know, I will be out of the office on Friday afternoon
in connection with the American Water Resources Association
meeting in Tampa; I will be going to Gainesville on Saturday
to make a presentation at the Florida Defenders of the
Environment Conference on Water Quantity; and, I then go to
West Palm Beach on Saturday evening where I will attend the
annual meeting of the Florida Insurance Council representing
Metropolitan Life Insurance Company. I will.be returning to
Tampa sometime Wednesday afternoon, September 24. I will be
in a series.of meetings in West Palm but can be reached by
phone, if needed.
