Thank you for the background information provided in your letter of
November 18, 1977.

I would like to mention one concern that I have expressed in earlier
correspondence to you and which your letter has emphasized. In my

Only the Governing Board can do this.
We participated in the PAC meetings because we were asked and because we
have a great deal of interest in the outcome. You imply in your letter
that because we were represented, the District agrees with the result.
This was exactly point in the last paragraph of my November 1 letter.
The District has n stigal at this point because the GoverninB
not approved or disapproved the El nt and Tur er, not a11 of the
suggestion and recommendatons made by those attending the PAC meetings
were accepted by the PAC. In light of this, there is no reason for you
to conclude that because we've participated, the District endorses the
plan. I regret that the many verbal recommendations made at the PAC
meetings were not communicated to you. After all the discussion at the
PAC meetings, which was sometimes heated, I am surprised that the first
you heard of any objections was on October 24.

Once again, the staff has reviewed the latest document and with the
exception of the topics listed, it generally concurs with the plan.

I'm not suggesting the Governing Board wtll or will not endorse the
Element,. but if you don't "understand the problem", you need to under-
stand that: we have given the DSP a considerable amount of assistance
through attendance at the numerous PAC meetings and reviewing and re-
reviewing the many drafts that resulted, and although it significantly
detracted from our effort on our own plan, we provided our assistance
willingly; and, official endorsement by the Southwest Florida Water
Management District is a function of the Governing Board.
We recognize that putting togetherthe Water Element has not been an
easy task and I'm sure it is by no means over.
At any rate, you can count upon our continuing effort to work with you
and assist you whenever we can.
