Re: Chapter 17-3, 4 & 6, F.A.C.
Groundwater Task Force

Dear Riley:

I think you are well aware of the serious concerns many of us
at Southwest Florida Water Management District have about the
groundwater 'quality standards adopted by ERC last year. To
date, the Groundwater Task Force has not appeared to have made
;, much progress. At a meeting on August 1, 1979, representatives
from the staff of SWFWMD proposed that an alternative be con-
.... sidered to these rules rather than making minor modifications
or re-enacting them prior to their-expiring next January.

The staff effort is a rough'- cut, first draft effort. It has
i, : not been refined but it should give you an idea of the direction., -
in which the staff members feel DER should go. It is patterned
after the format currently being followed by SWFWMD for con-
.i., usumptive use permits..

., This proposal has not met with much enthusiasm on the part of
-i", the Task Force members. Many appear to be satisfied with the .
groundwater quality standards currently adopted but I do not
believe they have"fully considered the consequences of the
S 'existing rule. I am not advocating the exact wording set forth
in the attached proposal but merely am auggesting that consideration '-
Sbe given to trying a different method than hhat currently on thef.- .
S.books.

I would like to have your reaction as soon as you have an ...
,.opportunity to look at this.. -
Sincerely -. .
