SWUCA RULES
Well over a hundred growers were in Brqqksville on October
31 to complain about the proposed SWUCA Rule. There was
v confusion Qn the part of the Board as to ow, they were going
\I \ to proceed. The October 15 continued hearing remains in
l place. This will be held in Tampa However, because there
have, been a number of changes.made in tihe rule and some
j additional changes have been proposed, it is now considered
) probable that the Board will withdraw the pre sent Rule and
will publish a hew and revised rule.
It would be my hope that they would delay publication of a
new rule until they have their house in better order than it
is today. When we have counties which are operating within
the safe yield suggested by the District, there seems little
reason to penalize counties such as Polk and Highlands any
more than the counties of Citrus and Hernando would be
penalized. Therefore, the most logical step would be to
revise the rule on the basis of taking a better look at
exactly where the District is and what it needs to do.
In my own opinion, the rule, even as it may be amended,'
will simply not accomplish the 'necessary reallocation of
resources to stop the damage to the resource lrom permitted
uses. Until they get the permit levels down to match safee"
yield" on a county-by-county and use-by-use basis, we aren't'
going to be making very much progress. It's to be hoped
that the Board will recognize this. That remains to be seen
however..... .............."............
