The March 9 Florida Pr- idential Prcference Primary is
just 29 days before the opening of the 1976 Session
of the Florida Legislature. Whether the Constitutional
Amendment passes or fails, time is critically short.
By March 30 at the very latest, I must have your legis-
lative recommendations in hand in order to assure proper
legislative consideration of the alternatives which are
open to us relating to the future of the water management
program in Florida.
I will appreciate your assistance in meeting this dead-
