AMENDMENT, FROM THE OUTSET AS YOU KNOW WE HAVE VIGOROUSLY SUPPORTED THE
CONCEPT OF PROVIDING AD VALOREM TAXATION FOR FLORIDA'S FIVE WATER
MANAGEMENT DISTRICTS,
OUR OPPOSITION TO-THE WORDING OF THE AMENDMENT AROSE OUT OF A FEAR THAT
IT WAS SIMPLY NOT STRONG AND SPECIFIC ENOUGH TO ASSURE THE FUNDING OF
WATER MANAGEMENT PROGRAMS WHICH FLORIDA NEEDS SO DESPERATELY,
WITH THE PASSAGE OF THE AMENDMENT WE BELIEVE THAT THE PEOPLE OF FLORIDA
HAVE DEMONSTRATED OVERWHELMING SUPPORT FOR WATER MANAGEMENT,
IT IS NOW INCUMBENT UPON ALL OF US TO WORK TOGETHER TOWARD THE PASSAGE
OF LEGISLATION WHICH HOPEFULLY WILL PROVIDE PROMPT AD VALOREM FUNDING
FOR THE WATER MANAGEMENT DISTRICTS CREATED BY FS373 AND PREVENT THE USE
OF SUCH FUNDING FOR INCONSISTENT PURPOSES.
