of Operations Research Techniques as an aid in Water Management were
discussed with the Water Use Planning Department of the Flood Control
District.

An afternoon seminar on Computer Data Base Management Systems was held
in Tampa and attended by twostaff members. Topics discussed were:

(1) How to reduce systems maintenance time.
(2) How to enhance the performance and flexibility of data file usage
by eliminating duplication of data files.
(3) Methods of recovering data files when lost because of power and/or
hardware failures.

A preliminary study is under way to determine if the State of Florida,
Department of Commerce, or the Department of Health and Rehabilitative
Services have computer programs which either are applicable to our needs,
or could be modified with minimal effort so as to meet some of our State
reporting requirements.

(B) Finance & Accounting Prior to the Governing Board meeting, a considerable
amount of time was spent finalizing budgets. Just prior to the Board Meeting,
taxable valuations were received from the Department of Revenue. On Sept-
ember 10, the Board adopted the final 1975-1976 fiscal year Budget for the
District and the Basins, as well as a resolution certifying the tax levies
to each property appraiser in the District. Millage rates were reduced in
all Basins except Pinellas-Anclote, which remained the same as the previous
year. Presented below for information purposes is a table comparing the
village levied in fiscal year 1974-75 and 1975-76.
