MEMORANDUM

To:

All Agency Heads

From: Representative Hector, Chairman
Joint Administrative Prioceures Committee

Subject: ange of Chairmanship and Administrative Procedures
Act.

Date: October 24, 1975

As you know, Chapter 120, provides for the annual
rotation of the chairmanship of this committee between
the Senate and the House members, with the even year appointments
made by the President of the Senate and the odd year appointments
by the Speaker of the House.

Accordingly, Speaker Donald L. Tucker has appointed me
to chair this committee for the coming year. --

The members of the Committee at our October meeting
ask that I reiterate the need for each aaenc ta-ifl
a persontoact as liaison between the agency andthe Committee.
staff. Those agencies which have not already done so are urged
tF o comply with this request without further delay.

You are also reminded that the Committee has indicated
that it will consider a Statement of Economic Impact which does
not at least meet the criteria established by the guidelines of
the Department of Administration to be grounds for an objection
to the affected rule under the inadequate notice provisions
of S120.54(10)(a). Each agency should have received a copy of
these guidelines from the Department of Administration and should
find them useful in preparing these required statements.
