Referendum Plan

1.0 Preparation

1.1 Organization

1.1.1 Identify Members of Steering Committee

Tasks: Contact Districts for possible nominees
Suggest Chairman and one non-board member
Present nominees to Governor

Due Date: A.S.A.P.

1.1.2 Establish relationship between D.E.R.
Districts and Steering Committee

Functions-D.E.R.
Provide backup educational material coordinate efforts-of Districts if
preparing additional educational material.
Provide direction and advise to Steering Committee and Districts.

Functions-Districts
Provide educational materials
Advise on local attitudes problems, approaches, sources of
funding, Public Relations assistance--speakers, transportation, etc.

Functions-Steering Committee
Make up the educational organization issue releases of
educational information.
Fund Raising
Develop local support by enlisting individuals to participate
in programs.
Staff speakers bureau
Act as clearinghouse to provide speakers upon request and to
generate interest in program.

Tasks: Develop organizational structure and Lines of authority
and communication.

Respond to requests for speakers.
Solicit speaking engagements

2.1.3 Handouts
Distribute, sample reaction, revise as necessary.

2.1.4 Tie-Lus
Identify possibilities and followup

2.2 Primary (Intensive pre-election campaign)
2.2.1 Committee should organize
for state and local public official endorsements.

Release prepared media material (radio and TV) to the
extent possible just prior to referendum.
