RESOLUTION NO. 7 0

ENDORSING A CONSTITUTIONAL REVISION TO AUTHORIZE AN
AD VALOREM TAX FORWATER MANAGEMENT PURPOSES
S THROUr1OUT THEfSTATE ANp-,APlHORIZING,
STAFF PARTICIPATING IN AN EDUCATIONAL
PROGRAM TO EXPLAIN THE PROPOSAL


WHEREAS, the Suwannee River Water Management District
was created by Chapter 373, Florida Statutes for the purpose
of managing the water resources of that area of Florida; and

WHEREAS, Chapter 373 sets forth the policy that the,
Suwannee River Water Management District should be financed
from three sources, to wit: general revenue for substantially
defraying the cost of administration and regulatory functions and
permit fees and ad.valorem taxation for funding programs of
particular benefit to limited segments of the population and ,
works of the District; and '

WHEREAS, Senate Joint Resolution 1061 proposes to
amend Section 9, Article VII of the Florida Constitution in
such a manner that the Suwannee River Water Management District
could levy up to 1.0 mil ad valorem tax for water management; *."
purposes; and

WHEREAS, this proposed amendment is to be presented
to the electors of Florida in a special election to be held
concurrent witththe Presidential Preference Primary Election.
on the second Tuesday in March, 197-6; and

WHEREAS, this method of taxation is equitable for
water management purposes.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING
BOARD OF THE SUWANNEE RIVER WATER MANAGEMENT DISTRICT that
said Board does endorse the concept of this proposed constitutional
amendment, and;

BE IT FURTHER RESOLVED that the staff of the District
is instructed to conduct a reasonable ahd objective educatiQral
program to present said proposed amendment to the electors.

PASSED and ADOPTED this 17th day of Julv_ 1975.
