Finandal Structure & Budgeting: Costs asodated with operating the dis-
tricts; funding mechanisms available to the water management districts to
carry out their responsibilities; ways to irpo the financial accountability
of districts; the need to revise the budget development and adoption
procedures of the districts; and the levy of ad valorem taxes and the public
notice procedures of Chapters 200 and 373, Flidda Statutes.

Land Acquisition. Planning & Managemert Wys to improve planning and
management activities for lands owned bythewater management districts,
induding the potential for reorganizing and ntgrating the responsibilities of
the districts, regional planning councils, Department of Environmental
Protection and the Department of Conmmrrty Affairs; alternatives to district
management of acquired lands, indudng thfeasibility of land management
by the Department of Environmental PrMction, other state or federal
agencies, local governments, or no~novenrnental entities, singly or in
combination.

As a whole, the Conrrission will review district governance issues, such as
whether to appoint or elect governing board meers, or perhaps select candidates in
a manner similar to that of the judicial norrnig commission or the Public Service
Commission Nominating Council. In addition, Conmission meters will study the
feasibility of creating new condmttees, subcomrrmites, or a joint conrittee of the Senate
and House of Representatives with the eupraed purpose of continuing legislative
oversight of water resources management In Flarda.

Chapter 94-270 directed the Conrission to report its recommendations to the
Governor, the President of the Senate and Speaker of the House of Representatives by
September 1, 1995. Based on the depth of the mandated study and quantity of
documentation under consideration, however, Seraaor John McKay and Representative
Vemon Peeples sponsored a bill during the 196 legislative session that extended the
reporting deadline to January 1,1998. The Conmrisaon will remain in existence until July
1, 1996, so that its members and staff can provide technical or other assistance to the
Goveror, President and Speaker during their consideration of legislative proposals that
may result from the issuance of the Comrissiors recommendations.

The Commission actively solicits conrrmntsand recommendations relating to water
resource issues from citizens, businesses, eniromrrental, agricultural, and governmental
