Attached are (1) a speadsheet showing actual WMD ad valorem tax revenues and percent
change compared to the percent change of State revenues; and (2) a bar chart of the same
information. The bottom line of the information is the WMDs as a whole averaged 7.56%
annual revenue growth for the 5 year period while the State averaged 8.26% annual revenue
growth for a comparable period. Please note the WMD fiscal years run from October 1 -
September 30 while the State fiscal years run from July 1 June 30. Also, please note the WMD
data spans FY 1992-1996 but the State data spans FY 1991-1995 because the State data is not
available for the current year. Our source of information was the WMDs budget reports, and a
State budget report we obtained through the Governor's office. Please let me know if you want
us to do any additional work along these lines.
