\ '-HISTORICAL SUMMARY -

WATER RESOURCES DEVELOPMENT ACCOUNT



The Water Resources Development Account was initially established as a flood
control account, referring back to 1949 under Chapter 25209. It was renamed
the Water Resource Development Account by Chapter 65-287, Laws' of Florida.
The purpose being to provide general revenue funding for flood control pur-
poses. It was carried forward in Chapter 378, Florida Statutes, providing
for creation of flood control districts.

This funding provision was carried forward by Chapters 72-299 and 73-190,
Laws of Florida, creating water management districts, under the heading Water
Resources Development Account (WRDA). The WRDA provision is continued under
Chapter 373 as follows:

Section 373.495, F.S. Water resources development account.-There
is hereby created in the General Revenue Fund an account to be known
as the "Water Resources Development Account." Subject to such appro-
priation as the Legislature may make from time to time, the purpose
of said account shall be to provide assistance to the water manage-
ment districts created under this act for the protection, conservation,
or development of the water resources of the state.

Section 373.L98, F.S. Disburse:;ents fror water resources develop-
ent account. -Subject to the provisions of tnis chapter, there shall
be available to any flood control or water management district created
under this chapter or by special acts of Legislature, out of "aid Water
Resources Development Account upon the approval of the (Department of
Environmental Regulation), a sum or sums of rloney not exceeding in the
aggregate the total estimated amount required to cover the costs allo-
cated to the district for constructing the works of said district, for
the acquisition of lands for water storage areas, for highway bridge
construction, and for administration and promotion. These works may
include small watershed projects (Public Law 83-566). Said sum or sums
shall be available as money is required for said purposes and may be
a grant to said districts....

For each fiscal year, the District forwards a Legislative Budget submission
through the Department of Environmental Regulation (DER) requesting WRDA fund-
ing for construction and flood detention land acquisition associated with the
Four River Basins, Florida project (FRB). In addition, WRDA funding was uti-
lized for acquisition of the Starkey water storage lands.

Historically, tne construction funds have been requested and used for natchina
of federal funding (83: federal 17". state) for railroad bridge and canal con-
struction; highway bridge construction (100r" WRDA) with Florida Department of
Transportation (DOT) contracting the work; and recently, for recreation develop-
ment of the Lower Hillsborough Flood Detention Area (LHFDA) on a 50% federal
and 50% state split.

Land acquisition WRDA funding applies to flood detention land costs only. The
District (Basin) pays for right-of-way and all accessory costs such as appraisal,
attorney and court costs|









Currently, and for the past two fiscal year, the Legislative Budget submission
has covered two fiscal years. Once funds are appropriated by the Legislature,
District utilization is initiated by a Governing Board resolution to DER re-
questing funds in a certain amount,.based on a current known expenditure, and
for a specific purpose. Funds appropriated for all prior and the current state
fiscal year have.been received. The funding requested for FY 82 and FY 83 is
summarized by attachment 1. For WRDA appropriations for FY 65-66 to date, see
attachment 2.

Currently, the District has on hand, in District accounts, $901,819.50 in the
WRDA Reserve Account plus .$347,500 due to the Corps of Engineers for FRB con-
struction (matching funds) and to be paid based on the actual construction
schedule. The WJRDA Reserve Account is derived primarily from refunds from the
Corps for canal excavation work done by DOT contractors during bridge construc-
tion and is to be utilized for FRB construction as required.
