qp my involvement in writing the attached letter.

On February 12, Carl Linn officially requested that both he and
the City Manager receive notification of any applications or
CUPs which might affect St. Pete's wellfields. I saw a copy of
the letter and flagged it for follow up but did nothing further
until March 2, 1979, when Ed Curren, while in my office on other
matters, showed me his proposed draft in response to Carl's request,
copy attached. After a brief discussion and a telephone call to
Hildred Haight, who handles publication of notices, Ed and I agreed
to modify his letter. It was further agreed that I should go ahead
and write the letter since we were in my office at th time and LL
could complete the dictation iAht then and there, fe ~-eL4 ("-m

4 th6-ikt was 4p j for John Englert to discuss the matter
with Ed Curren, since this is not a routine matter and is a very
sensitive area. Likewise, Ii it was appropriate for Ed to
discuss the matter with me,r e disposed oft in a timely manner
and have set it up so okre the Regulatory Divi ion can meet the
requirements of the law and of Carl's request without undue effort.

This is the kind of cooperation I believe we s uld have on such
matters and appreciate the cooperation recei d by all parties
involved.
