Purpose of Investigation: To verify compliance with flow meter stipulation on consumptive
use permit.

Details of Investigation: Upon trying to confirm an appointment to peRform a site inspection,
the Dept. of Public Utilities referred me to the water plant mgr. Mr. Leon Jackson
ph 813-822-3798; I called Mr. Jackson and was told he would return my call. Instead
I received a call from Mr. Frank Crum of Leggette, Brashears & Graham Inc, Consulting
Hydrologist, ph 813-879-8177. Mr. Crum informed me that a meter has not been placed
on well 3A as stipulated but that they are employing a totalizing meter for the well
field. This situation apparently is not new as Mr. Crum stated the City of St. Pete
has been and is currently involved in litigation with the District concerning.the
consumptive use permit for this well field.
As a result of this investigation, have you determined that a violation has occurred? ya-
If so state the violation: Failure to comply with stipulations required by Consumptive
use permit. 16J-2.11(6)(b)
