Dear Mr. Kuhl:

I represent John and Tommy Zambito ("the Zambitos") who own
ninety acres ("the Zambito property") abutting North Dale Mabry
Highway. The Zambito property is less than one mile south of
St. Petersburg's Section 21 wellfield and has been owned by their
family for forty-five years.

My clients were surprised and dismayed upon learning of West
Coast Regional Water Supply's ("West Coast") plans to construct a
regional wellfield paralleling North Dale Mabry Highway and to
increase the pumping at the St. Petersburg wellfield at Lake Park
("Section 21"). They understand that West Coast made a hy-
drological analysis of the northwest Hillsborough water supply
which indicated that the future water needs for this area should
be satisfied by well sites on the area north of Van Dyke Road and
east of Gunn Highway. Unfortunately, it appears that West Coast
succumbed to pressure generated by the residents of the Keystone
Lake area and now seems to be pursuing what they perceive to be
"the course of least resistance."

As you doubtless know, the Zambitos and other residents of
the area near Section 21 experienced a tremendous problem ap-
proximately ten years ago when pumping in Lake Park was at its
peak. Those wells caused a drastic reduction in the area's water
table, totally depleted at least one nearby lake, caused residen-
tial wells to dry up, and generated a number of sinkholes on the
Zambito property and in the surrounding area. Of course, as the
years have passed (and as the pumping from that site has been
reduced) the problems caused by the Section 21 wellfield have

subsided to a degree. It appears that St. Petersburg's pumping
is now at a tolerable level (although at least one nearby lake
remains noticeably depleted).

In light of our previous problems, it is difficult to believe
that SWFMD would seriously consider approving West Coast's
request for the right to further deplete the water table for the
area surrounding Section 21. Common sense suggests that the an-
swer to northwest Hillsborough's water supply problem is to dis-
tribute the burden across a broader area, not to further con-
solidate the demand on the Zambitos and other property owners in
the area near Section 21. For these reasons, we request that
SWFMD deny the above-referenced permit applications.
Alternatively, we request that no additional withdrawal of water
be permitted from Section 21 or from the area within two miles of
that wellfield. We believe this alternative serves to protect to
some degree the interests of the nearby residents and enables
West Coast to safely implement some of its plans.
