ment to adopt rules and regulations; providing an effective
date.

administrative procedure; extending the directive contained in

acts passed during the 1974 legislative session; amending sec-
tions and subunits of sections contained in the 1974 Supple-
ment to the Florida Statutes for the purpose of deleting all
provisions "relating to rulemaking, agency orders, administra-
tive adjudication or judicial review, except marketing orders
adopted pursuant to Chapters 573 and 601, Florida Statutes,"
as having been replaced by Chapter 74-310, the Administrative
Procedure Act; repealing Section 21, Chapter 74-234, Laws of
Florida, as being inconsistent with the exemption provisions of
Chapter 74-310.

ida Statutes, and adding a new subsection to said section; trans-
ferring the functions of the office of the auditor general re-
lating to ratio studies and associated performance audits to the
Division of Property Appraiser Assistance; providing for the
preparation of a reviser's bill; providing an effective date.

services, licenses or inspections provided by the department with
certain restrictions; requiring the department to annually de-
termine cost of services and ability to pay criteria; establish-
ing client or parent liability for cost of services; requiring the
department to assist clients in receiving benefits from third
party payors; providing that payment of charges shall not be
a prerequisite to services; providing an effective date.

nate the electric service of any residential consumer or user for
nonpayment of charges without first serving notice of intent to
do so at least 10 days in advance of such.action; providing
that consumer injured as a result of a violation of this act shall
be awarded twice the amount of damages sustained plus reason-
able attorney's fees; providing an effective date.

ords; creating section 119.071, Florida Statutes; creating a
Florida Freedom of Information Act; requiring agencies of
government to maintain, publish and mak available for public
inspection indexes of public records and documents; provid-
ing for agencies to promulgate rules to accomplish the pur-
pose of this act; requiring agencies to respond to requests
made for such indexes and records; in accordance with this
act and with prescribed rules stating the time, place, fees and
charges (if any) and procedures to be followed, and to make
