The 1993 Legislature, through its adoption of Chapter 93-206, Laws of Florida,
amended many of Florida's growth management laws and programs. The Legislature
emphasized the importance of water resources for the future development of the state, and
identified an important policy question regarding the legal relationship that should exist
between water and land planning.

The Legislature directed the Executive Office of the Governor to establish a Task
Force with public and private sector membership, including local government, to recommend
the appropriate relationship between water management district plans, the growth
management portion of the State Comprehensive Plan, the strategic regional policy plans,
and local government comprehensive plans. Governor Chiles added to this charge the status
and future roles of the State Water Use Plan, the State Transportation Plan, and the State
Land Development Plan. In 1994, the Legislature asked the Task Force to consider how
S state water policy should be developed and adopted.

The Task Force has been meeting since the fall of 1993 throughout the state.
Enclosed is a Public Workshop Draft of our discussions and recommendations to date.
Before the Task Force proceeds with our work, it is important to hear from the public
regarding the proposed recommendations.

During the week of October 17, 1994, the Task Force will be in your area of the
state. We encourage you to attend the hearing and share with us your concerns and
expectations.

If you will be unable to attend the public hearing, the Task Force welcomes your
written comments. Written comments may be submitted to the Governor's Growth
Management Policy Unit, The Capitol, Room 2105, Tallahassee, Florida 32399-0001. Please
submit your comments no later than October 31, 1994.
