According to Willian Safire (New York Times
NMgazine, October 10, 1982), the term "infrastructure"
surfaced in England soon after hbrld War II. British
Labor Minister of Defense Emanuel Shinwill used it to
describe the airfields and signal communications of his
military establishment. Nw the term is generally taken
to be synonymous with public works.
