1 17-3.021 Definitions.

2 (1) through (6) No change

3 (7) "Confined Aquifer" shall mean an aquifer bounded above

f 4 and below by impermeable beds or by beds of distinctly lower

5 permeability than that of the aquifer itself. For the purpose of

6 G-I, it shall mean an aquifer confined from above by a

7 formation(s) which restricts the movement of ground water

8 vertically from the water table to the top of the confined aquifer

9 for a period of more than five years.

10 (8) through (9) No change

11 (10) "Discharge to Ground Water" shall mean treated or

12 untreated wastewater, stormwater leachate, leachate from a solid

13 waste facility, or leaked product generated by the construction or

14 operation of an installation and discharging directly or

15 indirectly to ground water.

16 (10) through (14) renumbered as (11) through (15).

f' 7 (16) "Leaky Confined Aquifer" shall mean, for the purpose of

18 G-I, an aquifer confined from above by a formation(s) which allows

19 ground water to move vertically from the water table to the top of

20 the leaky confined aquifer in five years or less.

21 (17) "Major Public Community Drinking Water Supply"

22 shall mean those community water systems as defined in Section

23 17-22.103(5), F.A.C., that are permitted by consumptive use

24 permit to withdraw an average daily amount of 100,000 gallons or

25 greater of ground water.

26 (15) through (16) renumbered as (18) through (19).

27 (20) "New Discharge" shall mean, for the purpose of G-I, a

28 discharge from a new installation; or, a discharge from an

?9 existing permitted installation that has been altered, after the

30 effective date of G-I reclassification, either chemically,

31 biologically or physically or that has a different point of

1 discharge, and which causes a significantly different impact on

2 ground water.

3 (21) "New Installation" shall mean, for the purpose of G-I,

rN 4 a facility for which a permit is required located in areas

5 receiving protection through reclassification by the Commission as

6 G-I that has neither filed a complete Department permit

7 application nor received an appropriate Department permit prior to

8 the effective date of reclassification.

15 (34)-29+ "Unconfined Aquifer" shall mean an aquifer other

16 than a confined aquifer. For the purpose of G-I it shall mean an

' 7 aquifer other than a confined or leaky confined aquifer.

18 (35) "Underground storage facility" or "underground
19 transportation facility" shall mean that 10% or more of the

20 facility is buried below the ground surface.

21 (30) through (32) renumbered as (37) through (38).

22 (39) "Zones of Protection" shall mean two concentric

23 areas around a major public community drinking water supply

24 well(s) or wellfield(s) drawing from a G-I aquifer whose

25 boundaries are determined based on radii from the well or

26 wellfields of 200 feet and five years ground water travel time

27 respectively.
