Manion bcmanion@lakerlutznews.com The second annual Festival of Flight will offer event-goers the chance to see more than two dozen hot air balloons, to explore all types of aircraft, to grab a bite to eat, and to enjoy live music. Admission is free, and parking is $2. This year, there will even be a flying pig and a giant clown bobbing among the hot air balloons, said festival director Jessica Warren of American Balloons. Ham-Let, the flying pig, will be operated by Doug Gantt, who is making a return trip from Taiwan to take part in the festival. "Those are quite a treat to have," said Warren, who began planning for the festival more than a year ago. The idea is to celebrate all things flight, she said, including everything from bubbles and kites, to T-6 warbirds and helicopters. Last year, more than 3,500 people attended the festival. This year, Warren expects somewhere between 7,000 and 10,000 to turn out. If you've ever wanted to see a flying pig, the second annual Festival of Flight will give you a chance to do so. Doug Gantt will operate Ham-Let during the event, which brings together aviation enthusiasts of all types. Gov. paying visit to Zephyrhills By Michael Hinman mhinman@lakerlutznews.com The Conservative Club of East Pasco is welcoming a very high-profile guest to its Sept. 22 meeting in Zephyrhills. Lt. Gov. Carlos Lopez-Cantera is the scheduled speaker for the group when it meets at the Zephyrhills Woman's Club next week, 38549 Fifth Ave. Lopez-Cantera is running on the Republican gubernatorial ticket with Gov. Rick Scott in November against Democrat and former governor Charlie Crist. The 40year-old assumed the duties of lieutenant governor last February following the resignation of Jennifer Carroll. Before that, Lopez-Cantera spent eight years in the Florida House, and later was the property appraiser for Miami-Dade County. He was born in Madrid, Spain, but moved to Miami soon after he was born. The meeting next Monday is set to start at 6:30 p.m. For more information on the meeting, or the Conservative Club itself, call Nils Lenz at (813) 782-9491, or email nilslenz@gmail.com. Lt. Gov. Carlos Lopez-Cantera Twins set to become second-generation Eagle Scouts By Michael Hinman mhinman@lakerlutznews.com Last year, only 7 percent of all Boy Scouts achieved the organization's highest honor the Eagle Scout rank. Yet, fraternal twin brothers Joseph Nystrom II and Jonathan Nystrom will officially earn that final badge even though they'll only be able to wear it for six days. "The ceremony is on Sept. 20, but our birthday is on Sept. 26," said Joseph, who is two minutes older than his brother. "Once we turn 18, we won't be able to wear it." The Nystrom brothers will actually become second-generation Eagle Scouts, following in the footsteps of their father, Dr. Joseph Nystrom, a family practice doctor in Zephyrhills. They each earned at least 21 merit badges, served six months in a troop leadership position, and planned a project that will leave a lasting legacy in the community. Joseph wrapped up his project a few weeks ago, constructing a landscaping project, volleyball court and a bench at his family's church, St. Rita Catholic Church in Dade City. Jonathan got his project going much earlier, building a portable fishing storage unit for the Teneroc Youth Conservation Center in Lakeland late last year. "This summer camp program had 260 fishing rods in a shed that just wasn't organized at all," Jonathan said. "They wanted me to build some way to hold all of them, and store them, and be transportable. It took me three months, but it's made out of steel, and that thing is going to last 20 years." Joseph's project kept him a little closer to home, paying close attention to a neighboring religious school building that needed some attention. "Surrounding the CCD building is a whole bunch of shrubbery, and it didn't look very good," Joseph said. "I decided I wanted to redo it. But then the church's Life Teen group wanted something for kids to do while they waited for their families at church, and asked for volleyball posts and stuff, so I built that, too." Both decided to wait for the official Eagle ceremony so that they could do it together. The brothers are part of Boy Scout Troop 311, which meets in San Antonio. They both started as Cub Scouts, working MICHAEL HINMAN/STAFF PHOTO Twin brothers Jonathan Nystrom, left, and Joseph Nystrom II, will be awarded Boy Scout of America's highest honor Sept. 20, when each receives the Eagle Scout rank. Jonathan created a portable storage container for a fishing camp in Lakeland, while Joseph did landscaping work, including shrubbery like they're posing with at St. Rita Catholic Church. By Michael Hinman mhinman@lakerlutznews.com If Congress is any indication, it's rare to see Democrats and Republicans agreeing on very much, if anything, these days. But when it comes to increasing the Pasco County tax on gas sales, local leaders from both parties agreed: They didn't want it. Yet, it would be an agreement of a different sort that won the day last week, when Pasco County commissioners finally found that fourth vote to approve a 5-cent increase in gas taxes, which is expected to raise an additional $8 million annually to help fund road construction. And it came in the form of outgoing commissioner Henry Wilson Jr. "We're all in a lose-lose situation, primarily me," Wilson shared with fellow commissioners during a meeting Sept. 9. "If I say yes to the gas tax after I said no every single time before, I will be labeled as a flipflopper. If I say no to it today, I'm ostracized by the people who are trying to build here." Wilson had joined with Commissioner Jack Mariano last year to block an increase in the gas tax, which requires four of five commissioners to approve. Both Democrats and Republicans lauded the two at least week's meeting for holding their ground Last-minute pact saves gas tax See SCOUTS, page5 Festival of Flight features a flying pig and a soaring clown See GAS TAX, page5 See FLIGHT, page5

Cadets achieve success in law enforcement program Cadets in the three most recent graduating classes of the Pasco-Hernando State College law enforcement and correctional officer programs achieved an overall 97 percent passing rate on state certification examinations administered by the Florida Department of Law Enforcement. PHSC Cadet and class captain Randy Groves accepts congratulations from Charlie May, executive director of Public Service Programs, at the graduation ceremony in July. Groves passed the state exam and achieved the highest academic average after taking final exams. COURTESY OF PASCO-HERNANDO STATE COLLEGE The Laker/Lutz News Staff Report The Historic Pasco County Courthouse will be the backdrop for a book-signing event featuring local writer Madonna Jervis Wise on Oct. 4. Wise has released her latest book, "Images of America: Dade City," which will be released by Arcadia Publishing in September. The book features more than 200 photos and images throughout the 150-year history of Dade City. Several people and historians who helped Wise on the book will speak at the event, which starts at 1 p.m. at the courthouse, 37918 Meridian Ave., in Dade City. They include Pasco County commissioner Pat Mulieri, Dade City councilman Scott Black, Trilby historian Angelo Liranzo, and Tampa Bay History Center founding board chairman J. Thomas Touchton. Those attending will then be invited inside the courthouse for the book signing in the commission chambers on the second floor, which will last until 4 p.m. "Dade City is the historical hub of Pasco County history," Wise said, in a release. "Oh, the stories. The book provides glimpses of institutions that have shaped history. This project gave me an opportunity to connect and learn from some of my favorite people." Wise has authored several books, including a comprehensive historical book on Zephyrhills. She also wrote "Sam & Company" and co-authored "Kachina and the Bully." Her Dade City book has been endorsed by the Historic Preservation Advisory Board of Dade City. "I think the historic Dade City courthouse is the perfect backdrop to hold this event," Mulieri said, in a release. "Many of the people and history described in this book have walked through the halls of the historic Dade City courthouse, and to have a book-signing event there is a fitting way to remember Dade City and its great history." Arcadia Publishing specializes in publishing books dealing with local and regional history in the United States. Its mission is to make history accessible and meaningful through the publication of books on the heritage of America's people and places, and have published more than 8,500 small towns and downtowns. There's money, opportunity and plenty of options for a student to continue their education. But in others, college seems like a farfetched dream. Even before they graduate high school, those students know that the opportunity isn't there, and that makes it hard to focus on good grades and pursuing whatever options might exist. "Their parents are like, Well, we don't have money for this,' so they're like OK, there's no point," said Lauren Rowold, who graduated from Sunlake High School earlier this year. Rowold wasn't one of the students who had given up hope. Unlike some of her peers, she made sure her senior year was spent getting her grades up and preparing for a college career. She also took part in Concept College, a program implemented by Pasco-Hernando State College, designed to help at-risk youth and disadvantaged high school students explore and obtain college opportunities. Rowold was one of about 600 students per year who participate in the program, which takes them on campus, gives them a firsthand look at college life, answers questions, helps with applications, and explores scholarship opportunities. Concept College provides some optimism for young people who think college is beyond their grasp, said Maria Hixon, PHSC's director of development. "This is really targeting students who need assistance to help make them believe that college is possible for them," Hixon said. "Sometimes without that direct outreach and personal attention, they kind of fall through the cracks." Guidance counselors at the high school level identify juniors and seniors who might be in danger of falling through those cracks and could benefit from the program. Students who are disabled, pregnant, or have discipline problems or economic disadvantages, are among those who might qualify. An advisor from the college then visits the high school to provide confidencebuilding exercises, and those who join the program schedule a visit to either the Dade City or New Port Richey campus that normally lasts more than two hours. On campus, students tour the school, ask questions and take assessment tests. They also learn about the admissions process, degree paths and financial aid. Concept College also helps students take their first steps toward attending college, HIxon said. The program helps them with the application process, including paying their $25 application fee. It's a small amount, but it can make a difference, she said. That's not the only financial assistance, however. Participants can apply for scholarships, which vary each year based on how many students enroll and apply, and how much financial support the program gets. The dollar amount usually ranges between $500 and $1,000 per year, Hixon said. At a school where a 12-credit, full-time schedule costs around $1,100, it can make a transition into college smoother for those who see the cost as a significant obstacle. Over the years, the program has reached every high school in Pasco County and a couple in Hernando County as well. And it's all done on a budget of around $10,000 per year. The program relies on private donations to keep going, Hixon said, with Wells Fargo and the Tampa Bay Rays standing out as major contributors this year. The baseball team presented the school with a $5,000 donation this summer as part of their Rays Baseball Foundation Community Grant Program. "For what it costs, we do a lot with very little, and it yields a lot of impact for the students," Hixon said. "It's a wonderful program." And Rowold agrees. After participating in Concept College, she enrolled at PHSC, and will begin pursuit of her associate's degree in just a couple of weeks. After graduation she plans to enter the medical field. The program was helpful, Rowold said, and could impact even more students by reaching them earlier so they can be motivated to improve their grades and prepare for a chance they didn't know they had. And while she's excited about starting college, she's not really nervous. Rowold said she was prepared well by Concept College, and everything was explained to her before she enrolled. "It answered all my questions," Rowold said. "I always had questions about it, but I didn't know who to ask. I felt like I learned a lot." MICHAEL MURILLO/STAFF PHOTO Lauren Rowold, a Sunlake High School graduate who is registered for classes at Pasco-Hernando State College later this month, credits the school's Concept College program for answering questions and making the transition to college easier. And for the first few days while traveling through several states, we experienced a change of scenery and weather. It wasn't until the end of the second day that we saw and experienced a big change. Yes, it was that obvious. At this time we saw many cornfields, wheat fields, flatlands, fog, windmills, drones to check out corn production, a utility worker repairing a high voltage transmission line about 100 feet off the ground while suspended by a helicopter, and more. On Aug. 11, we left Austin, Minnesota, for a leisurely three-hour drive to Sioux Falls, South Dakota, where we visited a five-story observation tower. We took an elevator to the top and saw the most fantastic scenery. It was so relaxing just looking. Upon entering Sioux Falls Park, there were falls on your right and several buildings on your left. From here we went to view the Corn Palace that is located in Mitchell, South Dakota. Here we saw a short film on the history of the Corn Palace and then had a short guided tour before we went on our own. There has been a Corn Palace since 1892. The building is decorated with corn showing life in the American West. As the Corn Palace grew, new ones were built while the others were demolished. Each year a new decorating theme is chosen, and the outside of the Corn Palace is stripped and redecorated with new corn and grains. Another stop on this day was at the Ingalls Homestead. Do you remember "Little House on the Prairie"? We started off with a short film about the Ingalls family and homestead. We then took a walking tour through "Laura's Living Prairie." We saw the house where she grew up, in addition to a visit to the schoolhouse, the livestock barn, the church and so much more. It definitely brought back memories. On Aug. 12, we went to the Minuteman Missile National Park Service, where we saw a short historic video about the possible launching of a nuclear missile during the Cold War era. This site was started in 1999 to illustrate the history and significance of the Cold War, the arms race, and the dedication of U.S. Air Force personnel. Upon leaving this site, we saw a Delta Flight Peacekeeper vehicle that was used by the security personnel to patrol surface facilities. Next, we went to Badlands National Park. This drive was just fabulous. We saw the most spectacular and breathtaking scenery ever. We experienced the quiet and serene surroundings while viewing some of the outlooks. The Badlands was established as a national monument in 1939. There are 244,000 acres in this park, and there are visitors from all over the world. There are peaks, gullies and wide prairies in the Badlands, and words cannot describe it. We then went to Ben Reifel Visitor Center and saw a video plus many exhibits. One more stop for the day and that is to Wall Drug store that has been in operation since 1931. It is known for its free ice water. Believe it or not, this is what made it so famous today. Wall Drug survived the depression by offering free ice water to thirsty travelers and by building its reputation on friendly service. There are many gift shops, attractions, paintings and more, but no drugstore. On Aug. 13, after a leisurely breakfast, we saw the South Dakota Air and Space Museum. There were so many exhibits we got to see, including the B-15 bomber, 28 vintage aircraft missiles, and helicopters. Now on to Rapid City to view the Call of the Wild Museum. This was a wildlife exhibit complete with deer, zebra, goats, giraffes, lions and more. It was a remarkable visit. Did you ever want to see how pottery was made? This next visit gave us the opportunity as we went to a factory store where you took a self-guided tour. Each piece of Sioux pottery is handcrafted by a Lakota artist, decorated with designs and symbols important to their culture, and signed by the artist who created it. Our next stop was Bear Country U.S.A., which is a unique three-mile drive through the wildlife park. The park is nestled on 250 acres of Black Hills beauty. We saw black and grizzly bears in addition to mountain lions, wolves, elk, bobcats, buffalo and more, where they roam free and we are in a cage our car. We then took a walk through a small animal zoo. This is where the younger animals frolic and play. It was lots of fun. Then we went to Dinosaur Park, which offered a great opportunity to experience the size and appearance of dinosaurs that roamed Western South Dakota during the time that they existed. It seemed like a whole new world, Part 1 COURTESY OF MARTY RU B ENSTEIN Marty and Helene Ruben s te i n take i n the s cenery before enter i ng Badland s Nat i onal Park, a nat i onal m onu m ent.
