Manion bcmanion@cnewspubs.com While Pastor Tim Mitchell of Chancey Road Christian Church may feel compelled by his faith to take in the homeless, the Pasco County Commission has rejected the church’s bid for a permanent 50-bed homeless shelter. Commissioners opted instead to go along with county staff’s recommendation to allow the shelter to continue operating for a year, with a maximum of 35 overnight guests, contingent on the church abiding to a long list of conditions. The vote to grant the one-year shelter came on a motion on May 8 by Commissioner Pat Mulieri. Mulieri initially had sought approval for the church’s request, but that bid failed on a 2-3 vote, with Mulieri and Commission Chairwoman Ann Hildebrand voting yes, and commissioners Jack Mariano, Henry Wilson and Ted Schrader voting no. When Mulieri changed her motion to allow the temporary shelter, Schrader switched his vote to a yes. She and her husband, Joe, would attend Derby Day in their community of Southport Springs in Zephyrhills, and the 71-year-old would compete in the derby hat contest. That plan changed however on April 26, when the derby hat that Edwards’ daughter-in-law made for her to wear at her community’s contest won the top prize in Kathie Lee and Hoda’s Homemade Derby Hat Contest, sponsored by The Today Show. The hat features pink feathers, ribbons and miniature plastic horses that actually rotate around its brim, as if competing for the first jewel in horse racing’s triple crown. The event also will allow gallery guests to mingle with Win from 10 a.m. to 4 p.m. and celebrate her upcoming birthday on May 21. Cake will be served and there will be special prices on Win’s work. Win is a mentally challenged adult, whose work in recent years has received acclaim. Several renowned Highwaymen artists, including R.L. Lewis Jr., James Gibson, and Robert Butler, own her work. Peter Loose, the respected folk artist, also collects Win’s work and President Jimmy Carter owns two of her original paintings.Win is the youngest daughter of Bill and Carolyn Hammer, and was born in St. Petersburg in 1960. She is extremely proud of her southern heritage and of being a Floridian. Creativity runs in the family. Her great uncle, Walter Hammer, was a luthier (violin and bow maker), and her paternal grandmother, Mary Frances Robinson Hammer, was a shoe designer.Win’s affection for wrestling as a child led her to choose her nickname. With aspirations to become a wrestler, she dubbed herself Win Champion. She sometimes still applies her holds on her sister and best friend Milli.Win began painting, at the suggestion of her sister, after the death of their parents as way of dealing with her grief. Bill and Carolyn Hammer died 10 days apart in September 2005, just four months short of their 56th wedding anniversary. Win features pairs of swans in many paintings because they mate for life, like her mom and dad. Win’s paintings are colorful and touching, and reflect the joy in her life. One of her favorite sayings is, “when God closes a door, he opens a window.” The HiBrow Gallery is at 14125 Seventh St., across from Dade City’s Historic Courthouse Square. Melanie Crowson, of Ashton Oaks, will set up her personal telescopes and order solar viewing glasses for $1 for anyone who RSVPs by May 27. She is setting up the event at Chancey Road and Grecko Drive on June 5 from 5:30 to 8 p.m. Crowson had studied astronomy for 14 years and once built a telescope with her father. The Senate originally created lines for its 40 districts in February using U.S. Census data released in 2011, but the lines were challenged by several groups, including the Florida Democratic Party, on the grounds they violated The Fair Districts Amendment. The Court agreed and rejected the plan, forcing the Legislature back to the drawing board. The Senate’s tweaked districts were unanimously approved by the Court despite many of the same groups challenging the lines. “In reaching its decision, the Court has carefully considered the submissions of both those supporting and those opposing the plan,” the Court’s opinion reads. “The Court has also considered the alternative plans that both the Florida Democratic Party and the Coalition have submitted in support of their arguments. … We declare the redrawn plan apportioning the districts for the Florida Senate to be constitutionally valid. Chairman of the Reapportionment Committee Don Gaetz (R-Destin) said he is happy the process is over as it allows elections offices across the state to prepare for when voters cast their ballots later this year.“Contrary to the fears, or perhaps the hopes of the cynics and the critics, Florida’s citizens will now go forward to choose from among their neighbors who will represent them in the Senate and House of Representatives,” Gaetz said. “Those elections will be held on time. Absentee and overseas ballots will be sent well in advance. Early voting will occur as scheduled.”All government district lines must be redrawn ever 10 years to reflect changes in population found from the Census. The alignments for the Florida House of Representatives, Congressional seats and the county commissions in Pasco and Hillsborough counties have already been adopted. State Court approves districts

Sheada Madani will replace Sutton as vice chair. Madani is an associate at Johnson, Auvil, Brock & Pratico, P.A., where she practices real estate, construction, and contract law along with business organization and estate planning. She has been board member since 2010. Sutton is the president of Growers Fertilizer Corp. and has served on the board for more than 12 years. His family has a history of serving on the board at the medical center. “I remember seeing my father-in-law’s picture in the hospital, as chairman of the board, when our youngest daughter Katie was born, thinking that I would be honored to be there one day,” said Sutton. “Ed McNally, [Sutton’s father-in-law] taught me that the more you give to your community, the more you get back in return.” Sutton replaced longstanding chair Nancy Alfonso, who served 14 years. Alfonso is a partner in the law firm of McClain & Alfonso, P.A. “Nancy has done an outstanding job guiding this board over the past 14 years,” said hospital administrator Philip Minden. “We appreciate her dedication to our community hospital and are fortunate that she will remain an active and valuable member of our board.” Pasco Regional Medical Center is a 120bed acute care hospital located in Dade City. Patients will benefit from reduced time and trauma in the journey from diagnosis to treatment and recovery. “We are very excited that the construction has begun on the new Simpson Breast Health Center,” said Doug Duffield, president and CEO of Florida Hospital Zephyrhills. “This new center will be devoted to the care and treatment of breast disease. It is something that we are very proud to be able to provide to the community.” It took years of fundraising to total the $1.5 million needed to build the center. Last September, Pasco County business owner Wilton Simpson and his wife Kathy made the $250,000 gift that resulted in its naming. The commission’s April 26 vote is supported by the Greater Dade City Chamber of Commerce and the Dade City Main Street organization. “Families and businesses already love Dade City, and even in the recession, it continues to add new people,” said chamber Executive Director John Moors. “The suspension of transportation impact fees will help Dade City grow even faster by reducing the cost of expanding a business here.” John Hagen, Pasco Economic Development Council President/CEO, held focus groups last year to understand perceptions about Pasco County communities and was surprised to learn how visible Dade City was to regional business leaders. “A lot of Tampa Bay business executives already think Dade City is a pretty cool place,” Hagen said. “They definitely like what they see in Dade City. When they hear about this, they are going to think it’s even cooler.” In addition to slashing impact fees, Dade City is implementing an overall plan to promote job creation and economic development, including: —Reducing the cost for new development and redevelopment in Dade City; —Promoting state, county and local business;—Working with local merchants and existing business owners to improve commerce; —Providing grants to local businesses for site development and improvement; —Participating in the Florida brownfields program to help defray employment costs; —The adoption of a new land development code to speed up the permitting process.Dade City moves to promote business

with friends, the Zephyrhills couple was treated to a trip to watch the 138th running of the Kentucky Derby. They jetted off to Louisville, where they stayed in the luxury class Galt House Hotel, on the banks of the Ohio River, Lee Edwards said. They went to a reception at the hotel that evening and then to Kentucky Oaks, a charity horseracing event the following day. It was a posh affair, with tickets going for $350 each. The couple watched from a sixth-floor air-conditioned suite in an exclusive area known as Millionaire’s Row at Churchill Downs, where they could step onto a balcony to watch a race when they wanted. Their tickets for the Run for the Roses the following day were valued at $750 each. The couple headed out to the track around noon, watching races all day long – again from their sixth-floor suite. Lee and Joe tasted their first mint juleps. “I liked it very much,” said Joe, who is 71. Lee was less enthused. She found another drink more to her liking. “They had a drink called Lily. It was Grey Goose Vodka with sweet and sour in it. It was pink. I loved that,” she said. The food was delicious, Joe said, noting the buffet had carving stations for turkey and roast beef and vegetables prepared in every way imaginable. The desserts were to die for, he said. “They make a cheesecake, with an inch of this Derby Pie in the middle of it. I just kept going back and forth.” Joe and Lee enjoyed the spectacle of it all. “The fashion and the shoes – you know, those Lady Gaga shoes,” Lee said. “It was just wonderful.” “I was so impressed with the fashion on display,” Joe agreed. “I’ve never seen this kind of fashion before.” Watching the race from the balcony was a thrill, Joe said. “We were just ahead of the first turn. This is where you see them stretched out. It’s like something out of the movies. They’re galloping, by then,” he said. The roar of the crowd is amazing, he said. “It was like two trains coming by.” Lee put a $2 bet down on Bodemeister to win, place or show. “My horse was leading until the very end,” she said, then I’ll Have Another closed the gap to cross the finish line first. She still won $20. Joe said it was fun to be part of Millionaire’s Row, if only for a little while. “It’s hard to believe that people live like that,” he said. “We’d go out and put a $2 bet down. The people next to me, one guy, [told the clerk taking bets] ‘Put 15 grand on No. 5 and put 14 [grand] on No. 3.’ ” After the race, the couple’s derby adventure continued. “Saturday evening after the race, we went to an after party for the derby and they brought some of the jockeys in,” Lee said. They also enjoyed celebrity sightings at the derby and its related festivities. “Miss Kentucky was there. Doris Roberts was at the Kentucky Derby, and a lot of movie stars,” Lee said. The Zephyrhills woman was a bit of a celebrity herself, being interviewed by a local news crew, while donning her prizewinning hat. Lee admitted that she didn’t wear her hat a lot. “I can’t wear it very long. It’s very heavy,” Lee said. And spring events kept us busy. On April 3, 15 women visited the Angel Tea House in Dade City for an enjoyable and delicious lunch. They were each greeted with a darling pin with an Easter hat in the center. They were hand-made and presented to us by Luella Wheeling, who was the hostess for this event. I don’t know if you were ever in the Angel Tea Room but it is so very lovely and the menu is varied. It takes some time to make up your mind on what to have. Each dish was prepared so nicely. Their napkins and silverware were wrapped up in a gorgeous napkin ring with, what else but angels. We had a lovely lunch with fabulous conversation. This get together is called the “lunch bunch” and goes on once a month. A few days later, April 5, we had a social club meeting. This is a good way to find out the different activities for future dates. For instance, they were talking of having a luau and pig roast for sometime in November. Now, while in Connecticut, we have something to look forward to when we return. A “wish list” of things to hopefully acquire sometime in the future was also discussed, like more chairs for the pool area and some fans for the center. Attending a social club meeting is just a good way to know what is going on at Grand Horizons and also to put in your two-cents. April 8 found many of us at the center celebrating Easter with a ham donated by the social club and Andy Castonguay doing the preparations for the ham. We had approximately 80 people and each couple brought a dish. There was a huge variety of food and almost every dish was different than the rest. The decorations added to the gaiety of the room on this special day. Grace was presented by Terrie McMullen and she did a splendid job. She said what was in her heart and it touched everyone. There were many volunteers during and after the dinner. The people in the kitchen were Bill and Pidge Elliott plus Jerry and Chris Buckley and Andy and Margaret Castonguay. April 11 found five of us at Nancy Martin’s home for a writing group. This small but intimate group started up a few months ago and, at this point, it is slowly building up into a nice little group of people. We have talked about the writing group before and it is loads of fun, especially if you are aching to get a story told. At this gathering, you can get feedback or helpful hints about the story that you are writing. The five of us are Judi Davis, Lynn Green, Nancy Lay, Nancy Martin and Helene Rubenstein. At each class we receive a prompt to write about. One such prompt is, “I should of kept this a secret, but didn’t.” You can just imagine the stories that this prompt brought forward. The writing group will be held in the summer months also but when it starts up in the winter, we hope to get more people. Two days later, on April 13, we had our once-a-month luncheon that includes everyone in the community. Of course not everyone in the community showed up but we had a lovely turnout of 28 people. This month’s luncheon was at a Chinese restaurant in Lakeland. There was every kind of dish imaginable including egg foo young, sweet and sour chicken, pineapple chicken, chow mein and so much more, plus it started out with soup and/or salad. Then, to top off a lovely lunch, they had desserts galore. Before leaving to go back home, we heard people saying that they plan to go back to this restaurant. “It’s a keeper,” is what several people said. With that menu, I should think so. Closer Look AN ADVERTISER PROFILE Nils Lenz took his love for math on a journey from electrical and mechanical engineering to owning an accounting business that specializes in tax returns for ordinary people. He received his MBA from Abilene Christian University and attended St. Leo University to add a bachelors degree in accounting. Ive always loved numbers and took 21 credit hours of math in college,Ž said Nils. Going from engineering to accounting was an easy transition for me.Ž Unlike many accountants who are introverted and prefer to hide behind their computers, Nils is the opposite and loves talking to people. He is active in several organizations, including the East Pasco Networking Group, Conservative Club of East Pasco, the Zephyrhills and Wesley Chapel Chambers of Commerce and is vice chairman for disaster relief for Fresh Start. Although active in the community, Nils top priority has always been his family. He and Brenda, a nurse in the pacemaker unit at Watson Clinic in Lakeland, were involved in youth sports while raising their children, in particular bowling and baseball. The family is an active member of Atonement Lutheran in Wesley Chapel. The couples oldest son, 24-year-old Nick, works with his father and is a graduate of Zephyrhills Christian Academy. Alex, 21, and Cassie, 19, both graduated from Zephyrhills High School and work part-time with their father. The church has been operating a shelter without a permit, but its pastor said he was not aware one was needed until the church drew up a long-range plan, which called for a 120-bed shelter. The church has since decreased its request to 50 beds, which exceeds the maximum number of people it has ever put up on a single night, Hobby said. The attorney said the church is addressing a community need. “My hat goes off to the church for stepping up to do the right thing. I think it’s the morally right thing to do,” Hobby said, noting there are no homeless shelters in East Pasco County. Hobby said the church addressed concerns about the homeless loitering in the neighborhood by prohibiting walk-ins to the shelter. The church now picks up the homeless at a site on US 301 and returns them there in the morning. It also requires them to stay indoors, except for one 10minute smoke break each hour at night until 10 p.m., he said. “The people are only in there to stay the night,” Hobby said. “They are not in the neighborhood to have an adverse effect.”Two women who previously stayed at the shelter spoke in favor of the request, and Hobby submitted a petition with more than 600 signatures supporting the church’s request.But the majority of speakers spoke against it. Michael Barnard, of 3619 Lanier Road, said it’s unlikely anyone signing the petition lives near the shelter. “It’s very easy, if you’re outside of the situation, to be for it. Who wouldn’t be?” Other neighbors voiced concerns. Rosemary Johnson, who lives on Chancey Road, put it like this: “I don’t feel near as safe in my home as I once did.” And she raised another objection: “I think it brings down the value of my home. It makes it harder to sell.” Mary Jo Reilly Wingo, who lives on Lanier Road, noted: “They’ve been running that shelter for about two years. They knew what they were doing was wrong.” Wingo also pointed out that the church is on a septic system that would be overloaded by a shelter housing 50 people. Some residents cited rising crime rates. Eric Johnson, of 12638 Morgan Road, was unimpressed: “If I were running the shelter, I wouldn’t call the police, either.” A tripling in the crime rate, Johnson said, “demonstrates a clear degradation to the safety of the community. Grace Barnard, who lives on Appaloosa Trail, said there have been burglaries, vandalism and stolen mail.She expressed concern about the safety of the neighborhood’s children, especially those attending nearby Chester Taylor Elementary.“There is a need for a homeless shelter,” she said. However, she added, it should not be at Chancey Road Christian Church. “The church does not have the proper facility. The county needs to find a more suitable place for the homeless,” Barnard said. Schrader asked the church what assurances it could provide the obviously skeptical neighbors. “How do we give them confidence that if we give you what you want, that you will comply?” Schrader asked. Hobby said the church must comply with the conditions for its permit, or the county could revoke it. Mariano said he didn’t see how the county could approve the church’s request. “Frankly, I don’t see how you can just let this go. We’re talking about people who don’t feel safe in their homes. I think the planning commission got it right, by not going forward,” Mariano said. “The crime rate is triple. Home values will deteriorate,” Mariano said. “What they’re doing is above their pay grade. Granted, their intentions are good,” Mariano said. “This is about zoning. Does it work there?” Mariano said, before he and two other commissioners decided it does not.
