For the 74-year-old Zephyrhills resident, getting the monthly check doesn’t let her buy something special for herself or indulge in a nice meal out. For McKnight, it is what she uses to pay her electricity and water bills, buy food and make other ends meet.“I’m a widow and my 401(k) went right down the tubes when the economy crashed,” said McKnight, who worked for about 20 years as a waitress and another 20 years in customer service. “That check is basically all I have to feed myself and stay in my house.” McKnight and the 60 million recipients of Social Security will have a little more in those checks starting in January — 3.6 percent more to be exact. The additional $24.05 a month in McKnight’s check may not seem like a lot, but she said it would make a “world of difference” in how she lives. “Well for one thing I wouldn’t have to keep my lights off for the last couple days to make sure I can pay the electric bill when I’m waiting for (the check),” McKnight said. “I would be able to go to the Village Inn in town without a friend buying my dinner too.” The average Social Security check would get a slightly larger boost of $39 each month, according to the Department of Health and Human Services. Recipients have not seen an enhancement in their payouts during the last two years to account for inflation or an increase in cost of living. McKnight said she remembers the money from the checks going a lot farther with her bills just a couple of years ago. “I only really started having to watch every penny for the last year, year and a half,” McKnight said. “Before that it was OK. I have neighbors who say the same thing.” Betty and Paul Brown, McKnight’s neighbors, have a similar story. “Oh we had to get rid of the cable a year ago and only take the car when we really need to so we save the gas,” said Betty, 69. “Anything we can do to save a little because Social Security doesn’t go as far for us anymore.” Paul, who is a registered Republican, said he believes the government should watch what it spends, but not when it comes to Social Security. “So many people rely on that money just to live,” said Paul, 71. “There is so much money wasted. They should give some back to the people who have worked for years.” Paul said he worked in steel manufacturing in Pittsburgh before he and Betty came to Zephyrhills about five years ago. Those who rely on Social Security will have to account for a new cost early next year, as Medicare premiums will be going up by 1 or 2 percent, according to projections from Department of Health and Human Services. “Well I guess as long as the Social Security is going up more than Medicare, then it will be better,” McKnight said, who spends about $50 every month on blood pressure medication. It was so nice to drive into our park and see everything looking so clean and neat. Steve, Joe and his men sure have kept our park in great shape. Thanks so much to all of you. We will miss everyone at home and all our animals on our farm, especially the little miniature horse, Rascal, that belongs to me and our daughter. I think my husband and I were one of the first snowbirds to return to the park. Alta and Marsha, two sisters that spend winter in our park were first. I don’t think there are too many activities going on in the park, but before we know it there will be cards, shuffleboard, Hobby club, golf, bingo and line dancing.Our first coffee right hour is this Tuesday, so I hope to learn more at the meeting.Thanks to our good friend Doris and her friend Bob, our trailer was in great shape when we arrived. Not a weed in sight. Thanks Doris and Bob, it is wonderful to have friends like you. I hear our vice president Gwen has moved. We will miss her, as she was so good at conducting a meeting. Well we are very happy to be back in the sun. I’ll keep you posted on when our activities start. The now-annual barbecue festival sponsored by the city’s chamber of commerce was a hit its first year, drawing 3,000 people. It was so popular then, that food demand outweighed the supply. “Last year we were conservative about our expectations for attendance. I think a lot of our barbecue teams that were vending were conservative as well,” said Zephyrhills Chamber of Commerce Director Vonnie Mikkelsen. “Having said that, I think things ran smoothly.” The event is a celebration of barbecue and blues music and directed all eyes to Zephyrhills, nationally recognized for its bottled water. “We get to kind of show off, not just the community,” said Mikkelsen, “but really the hospitality, and what kind of community we really are.” This time the event had three times the participants and vendors, so the chamber’s goal of growing the festivity seems to have worked. One reason the second time was easier was the planning window the chamber had. The inaugural Pigz in Z’Hills was planned for six months prior to its debut. But after seeing the feedback and popularity and knowing there was no option but to make it an annual affair, the chamber spent the past year thinking how to top its first attempt. A large part of the festival’s appeal comes from the barbecue atmosphere provided. Some teams are based in Florida, while others come from across the country. There were even a handful of teams participating in barbecuing competitions up north that come down solely for Pigz in Z’Hills. “It’s a synergistic dynamic at work,” Mikkelsen said. “You have a competition and really a very serious, although fun, competition — so there’s an atmosphere about that. These teams, they have a lot of fun and they love what they do, but they’re serious.” Dana Hillis, a Tennessee native who is the “Big Poppa” in Big Poppa’s Country Kitchen in Naples, said he came to the event this year after the Florida Barbecue Association (FBA) certified it. “I do a lot of FBA contests and knew this was on the schedule and didn’t want to miss it,” Hillis said. Hillis is no stranger to competitive barbecuing. His Big Poppa’s Country Kitchen team has traveled the national circuit, including six contests spanning 4,000 miles in a monthlong time frame leading up to Pigz in Z’Hills. “We’ve been doing barbecue for four or five years,” Hillis said. “We’re one of the topwinning teams in the country. We’ve had some luck and done well at some contests.” Hillis liked how the barbecue competition had FBA-sanctioned judges working the event and felt that added a degree of professionalism and fairness. Henry Hartzner, who lives in Wesley Chapel, isn’t as big on the national aspect of competitive barbecuing. “We just do it for the fun. I don’t really do the circuit too much,” Hartzner said. He noted how after just one year, the opponents on the grill got significantly tou gher. He and his wife Diane comprise the twoperson team that prides itself in its pork and ribs. The added exposure the event got this time around is something Zephyrhills could benefit from economically, both in the short and long run. In addition to coverage of the event — which increased dramatically from its inception a year ago — there is the incoming revenue stream Pigz in Z’Hills provides. The chamber has a deal with vendors to retain 20 percent of any profits, money that will be pumped back into the community. “It helps the city out a lot,” Hartzner said. By Eugenio Torrens etorrens@cnewspubs.com Within the last decade, Pasco County has noticed its Hispanic population surge. Currently, 11 percent — or one in every nine people — of the county is Hispanic. Section 203 of the federal Voting Rights Act stipulates that if 5 percent of the voting age population is of a certain ethnicity, then voting material must be published in the native language of that demographic. The U.S. Department of Justice exempted Pasco County from that requirement since the county’s Hispanic population met or exceeded the minimum literacy rate. Thus, voting materials only have to be published in English. Pasco County Supervisor of Elections Brian Corley said this shouldn’t change anything drastically, and that it will save the county money. “The only real concern that we had would be from a financial standpoint,” Corley said. “We’ve had to cut our budget 28 percent in the last four years, and it’s been quite a challenge as you might imagine. “By implementing this, this would have in essence, would have been an unfunded mandate from the federal government to the tune of $75,000 in additional outlay, plus tens of thousands of dollars each election,” Corley said. “It’s easier on the wallets of the taxpayers.” “We have an obligation, and a legal one at that, to assist all voters,” Corley added. “We have a long tradition of accommodating all voters, and that won’t change.” If Pasco County did have to publish Spanish voting materials, the only obvious change would have been in amendments, where the Spanish text would have been underneath the English text. “The concern would have been that it would have caused our ballot, at an absolute minimum, to go to two pages and that’s where really the cost comes into play,” Corley said. With two-plus page ballots, Corley said reconciling all the material that is sent out on absentee ballots could be problematic — people may send only the part of the ballot that corresponds to them, i.e. the English part of the ballot or Spanish part of the ballot. The U.S. Department of Justice ruling affects only voting materials published at the county level. “However, things that affect statewide, for example (amendments), albeit they will not be bilingual on the ballot, but the division of elections at the state level will be required to provide to the counties, i.e. my office, translated materials for things like voter application, or those proposed amendments, which we will have at a polling place,” Corley said. Hillsborough County was not ruled exempt from Section 203 of the Voting Rights Act, which means it will continue to publish voting materials bilingually. Hillsborough Supervisor of Elections Earl Lennard said there are Spanish-speaking poll workers at voting sites where there is a larger percentage of Hispanic voters. He said ballots for the 2010 primary, published in English and Spanish, cost 23 cents apiece. The county uses Spanish speakers to write the Spanish interpretation of English ballots. “Sometimes that can get pretty tricky because various dialects are different,” Lennard said. But he added, “It’s always a concern, but thankfully it has not been an issue.” One other big difference between the two counties is that Hillsborough is a preclearance county, meaning Hillsborough has to take certain steps Pasco doesn’t. Hillsborough is required to notify the Department of Justice when a polling site may no longer be available in order to switch to a new site. But before Hillsborough can switch to that new site, the county has to be cleared by the Department of Justice. For both counties, voting procedures should stay almost unnoticeably different. “It’s one word: education,” Corley said. “What you have is, you have an increase in population — those folks are educated individuals, which is obviously always a good thing.” For more information on voting in Pasco County, visit pascovotes.com. Volunteers serve all year round with the hours being 10 a.m.-noon in the summer and 10 a.m.-3 p.m. in the winter months. The library also has many video cassettes, CDs, plus talking books. Many books are donated by the residents and if there are duplicate copies, the l ibrary officers gather them up and make them available to residents at a very low donation. It takes a lot of work to arrange the books and to keep them free of dust. While we are still at home in Connecticut, information comes to me every so often about the activities that take place in Florida in our development. Now that we have our new community center, I have heard everyone is excited. The latest information that I received was that the decorating committee decorated the community center with an autumn theme. It looked (as I was told) so warm and inviting that many people in the community commented on it. I hope to see it when we get to Florida.Also from what I was told, we are to have bingo for the residents and this should prove very interesting as we had bingo in our old clubhouse and it was lots of fun. So, to be perfectly frank with you, I am definitely looking forward to it. People get there early to socialize and when bingo starts, you can hear a pin drop. Just the sounds of “B12,” “G-56” are heard with groans or squeals of delight from the peanut gallery.According to the newsletter that came out, we are also to have egg n’ bag and this is a perfect time to mingle with other people who live in the park. I recall when we first moved here and we saw egg n’ bag on the calendar of events, my husband and I scratched our heads thinking, “What the heck is this?” We found out shortly and it is loads of fun. We can’t wait for it to start. For those of you that are not familiar with this, let me try to explain. Along a long table, there are several ingredients and you put what you want in a new form of baggie, provided for you, that can be boiled in water. After you put in the ingredients that you want, you get to the end of the line and at this time the eggs (or egg whites) are added to the ingredients and then the bag is closed and shaken up. Now you proceed to the cooks (at this point I do not know who they will be) and they in turn make your omelet in a big vat of water. After it is cooked, you get a yummy omelet filled with what you desire. In the past, they also had juice and potatoes. It is a fun time and after completion of your meal, you can sit and chat with the others that are at your table. There was going to be a yard sale on Oct. 22 with all types of merchandise for sale. There was something for everyone including exercise equipment and more. I do hope you didn’t miss out on this terrific event. I know I sure wish I was there. But, next time. There will always be a next time.The following is something brand new that will be done and Nancy Martin is in charge of it along with a committee that consists of Eugene Martin, Chick and Annmarie Shackewyc, Ernie Rice, Adrianne Ayres, Chris Fulton, Norma Oi and, of course, Luella Wheeling, director of the social club. I heard that they will be working on a pictorial directory. This was mentioned in our newsletter that the first sitting will be sometime in October. As we are not in Florida yet, we are looking forward to it as Nancy mentioned that there will be another sitting during the month of January. That will be our time. Nancy was nice enough to explain the job of each member and, from what she told me, it will be a tremendous job. Everyone who is on the committee has his or her own personal job to do from reminding people by phone, checking people in, to maintaining a database and much more. The money comes from a $160.6 million lump sum allotted to Florida by the U.S. Department of Housing and Urban Development (HUD) announced on Oct. 13. The money is slated for community development and affordable housing for the remainder of the 2011 fiscal year. George Romagnoli, Pasco County community development manager, said most of the $2.3 million Pasco is receiving has already been earmarked for several needs.“A good chunk of that money is paying back a loan that we took from HUD to redevelop the Tommytown area in Dade City, so we have to pay back HUD because that was a big project, so we had to give a lot more than our annual allocation to do that,” Romagnoli said. The $2.3 million comes in the Community Development Block Grant (CDBG) program. The CDBG is a flexible program that provides communities with resources to address a wide range of unique community development needs. The CDBG has been ongoing since 1974 and provides annual grants on a formula basis to 1209 general units of local government and states. Romagnoli said the Tommytown project, which cost $13-14 million, means Pasco will be paying back HUD about $1 million per year. Tommytown is one of the largest areas of low-income population anywhere in Pasco County.“The area had no paved roads, not much public water and sewer, a very bad drainage. We went in there and paved the roads and instilled a utility line, put a new drainage system so it doesn’t flood anymore. We really tried to improve the living conditions of the people that live there; unfortunately the living conditions were pretty terrible,” Romagnoli said.“Unfortunately building roads and putting water lines and sewer lines — that’s not a cheap process,” Romagnoli added. “We basically borrowed against our future block grant dollars so we could get enough money so we could do Tommytown.”After the loan payback is cut out, $300,000 is going toward the Lacoochee community center. Romagnoli also said some money would go to the Pasco County Sheriff’s Office; to low-income people to get prescription drugs from the Good Samaritan Healthcare Clinic; and demolitions through the county.Because of the current economic climate, the total amount of money coming in to the state — and the county — has been cut. Romagnoli said the county was shorted about $500,000.“That’s pretty significant for Pasco County,” Romagnoli said. “It’s been pretty consistent for a lot of years, but with everything that’s happening with the fertile budget, a lot of stuff is changing so it’s hard to say how much money we’ll get next year.”Some of that money incoming from the HUD will go toward county public transportation. Mike Carroll, Pasco County’s public transportation manager, said $230,000 was coming in CDBG funds for public transportation. Although his department also felt the brunt of a tighter budget, he said this year’s amount was not a far departure from the norm. The total funding for paratransit services is $1.8 million, according to Carroll. The majority of funding comes from the Federal Transit Administration and the Florida Department of Transportation. “In the scheme of things, not very much because we have other funding sources that also are used to support — that funding is usually used to support paratransit services, which are the door-to-door services for those that live outside the regular transit bus service areas.” Paratransit caters to those people that live outside of the jurisdiction of fixed-route bus services. “It’s all spent throughout the year in support of these services,” Carroll said. FDOT plans to pump another $212 million in Pasco projects during the next two years. Department spokeswoman Kris Carson said there are two main objectives in managing state roadways into the near future. “The overall goal for road construction in Pasco County within the next few years is to maintain the program we have and also continue with capacity improvements to keep up with growth,” Carson said. Much of the money for next fiscal year, which runs from next July through June 2013, will improve existing roadways while laying the groundwork for future widening projects. The most expensive job east of the Suncoast Parkway detailed in the budget during the next two years is $36 million to purchase right-of-way land along SR 54 between Curley and Morris Bridge roads, a section that includes Wesley Chapel and Zephyrhills. Pasco is already widening SR 54 to six lanes between I-75 and Curley at a total cost of $105.2 million, making it the most expensive road project in county history. The job is on pace for completion this December, according to Pasco Chief Project Manager Robert Shepherd. Pasco Commissioner Pat Mulieri, whose District 2 includes the current SR 54 widening, said the combined goal of FDOT and the county is to widen the state road to six lanes east to US 301 in Zephyrhills. “It’s important to the connections of Pasco,” Mulieri said. “Making sure people and goods can get from one side of the county to the other.” Also on the horizon is $16.3 million to resurface US 301 in both Zephyrhills and Dade City. The job will be completed in 2015. FDOT also has plans to widen US 301 through Zephyrhills, where the roadway is also called Gall Boulevard. The department will spend $18.5 million to buy right-of-way land, but there are no set plans one how many additional lanes would be built. The department will also use $38 million to widen Ridge Road from Little Road to Moon Lake Road in New Port Richey, the single most expensive job in the FDOT 2012-13 budget. Pasco Program Administrator Deborah Bolduc said the county has also funded a future job to extend Ridge past the Suncoast to connect to US 41 in Land O’ Lakes. “We’ve got sidewalk projects and transit and right-of-way funding,” Bolduc said. The problem is the U.S. Army Corps of Engineers has still not approved the extension of Ridge because of environmental effects to local wetlands. The FDOT budget for the next year ratchets down spending on I-75 through Pasco. The current fiscal year includes $40.5 million for various work on the interstate, including widening, resurfacing and work on the exit ramps to SR 56 in Wesley Chapel. In total, the four-stage widening is set for completion in the spring of 2016 with an overall price tag of $181.9 million, including I-75 from Fowler Avenue in Hillsborough County to SR 56. “To be sure, these are large construction jobs that will help improve I-75 in Pasco County,” said John McShaffrey, FDOT public information officer for the interstate system in the region. “In short, these are large projects, but smaller than, say, the reconstruction of Interstate 4 in the mid-tolate 1990s or the I-4/Selmon Expressway Connector project.” FDOT is also finishing the $25.1 million project to rebuild two rest stops on the I-75 between the SR 56 and SR 54 exit ramps. “While this $25.1 million project does not add highway capacity, it benefits drivers and also should help reduce or eliminate ramp traffic backing up onto the travel lanes, which does negatively impact traffic, due to reconfigured circulation and parking lots,” McShaffrey said. While the spending on I-75 is winding down, construction crews still are working in high gear to make the interstate six lanes through Pasco from the Hillsborough county line in the south to the border with Hernando County in the north. “It’s been in the works for years and once finished, it will be a big improvement for traffic flow through Pasco County,” McShaffrey continued. Current FDOT statistics show that 75,500 vehicles travel on I-75 between SR 54 and SR 56 each day.
