WHO'S WHO IN AMERICA
WHO'S WHO IN AMERICA is thoroughly revised, brought down,
and reissued biennially. It aims to give a brief, crisp, personal
sketch of every living man and woman in the United States whose
position or achievements have made his or her personality of gen-
eral interest, and tells just the things every intelligent person wants
to know about those who are most conspicuous in every worthy walk
of life,-including their present addresses.
The GEOGRAPHICAL INDEX to the new edition (1908-1909) will
add greatly to the value and usefulness of the book. It will
group by states and cities all the names in the volume, enabling
one to find instantly the names for any particular section or lo-
cality. It is believed that this new feature will be greatly appre-
ciated by the friends and users of this publication.
About 2,500 new names will be added in the new volume. As
usual, the names of those who have died, and names no longer deemed
important, will be dropped.
Every possible effort will be made, not only to maintain the
present high reputation of the work but also greatly to enhance it.
To this end suggestions for improvement will always be received with
appreciation,
The recommendation of really important names that may have
been overlooked in previous editions will be especially welcomed.
Criticism of names already in the book is also invited, and will be
held in the strictest confidence, it being as much the desire of the
editors to eliminate and exclude undeserving as it is to include de-
serving names.
Owing to the increased cost of production, due to the exten-
sive additions and improvements. the price of the 1o08-9 edition
of WHO'S WHO IN AMERICA will be advanced on the date of publi-
cation. The price, however, will remain the same as heretofore,

Sir:
I have the honor to inform you that the Bureau is in
receipt of a communication from Mr. John Y. Detwiler, honor-
ary fish commissioner of Florida, submitting copy of an
aieniicnt to Section 3776 General Statutes relative to the
protection of shad. This amendment contains a provision
under v*hich the Bureau can conduct fish-cultural work during
the close season of the shad.
The representatives in Congress from the state of Florida
have frequently expressed a desire for the establishment of
a hatchery for the propagation of shad in that state. This
year the Bureau has been conducting investigations on the St.
Johns River with the view of deterrAining as to the practica-
bility and advisability of taking up this work. Thus far
its investigations have not been very fruitful of results,
due to the fact that most of the shad appear to spawn after
the commencement of the closed season. Therefore, in order
to continue its investigations and bring them to a conclusion
without conflicting with state laws, it is essential that the
Bureau be permitted to employ fishermen to operate seiner

during a portion of April or until such time as the habits of
the shad in that region have 'become fully kno-n.
As a i1 p,.e percentage of the shad caught will undoubtedly
be killed it is necessary to :':.e some provision for their dis-
posal. The amendment i-,;i 'tted ;:.- Mr. Detwiler meets with
the a .,oval of this office. It is therefore hoped you will
give this matter favorable consideration and that ir, ,liate
action will be taken thereon. In the meantime the agents of
the Bureau now on the St. Johns River will suspend operations
until word has been received that this a:,;e,'e'.t or something
to the same effect has become a law.

Sir:
I hi-ve the honor to inLfoZr you that the Bureaiu is in receipt of a
communications from Mr. John Y. Letwiler, honorary fish comris-;ioner of
Florida, snbbmitting copy of an amendment to Section 3876 General Statutes
relative to the protection of shad. This imnondment contains a provision
under which the Bureau can conduct fish-cultural work during the close
season of t.he shad.
The representatives in CongresH from the state of Florida have
frequently expressed a desire for the establishment of a hatcloery for
the propagation of shad in that state. This year the Bureau has been
conducting investieCtions on the 1"t, Johns River with the view of de-
termining as to the practicability and advisability of taking up this
work. Thus far its investigations have not been very fruitful of re-
sults, due to the fact thit most of the shad a ipLar to spawn after the
commenceiment of the closed season. Therefore, in order to continue its
investigations and bring them to a conclusion without conflicting with
state laws, it is essential that the Bureau be lpe ritted to em:-loy
fishermen to operate seines during a portion of Arril or until such
time as the habits of the shad in that region have become fully known.
:As a large percentage of the shad caught will undoubtedly be
killed it is necessary to make sone prorvison for their disposal. The
amendment submitted by :'rr, Detwiler meets -.ith the a:,proval of this office.
It is therefore ho:r4d you will give this matter favor. Ue conalderttion
and that immedi;-te action will be taken thereon, in the meantime the
agents of the Bureau now on the St. Johns River will susp end operations
until word has been received that this niendiment or something to the same
effect has become a law.

by the United States Circuit Courts, and their temporary and permanent
injunction system, They are machines that seem to conceive their
duty to be to protect non-residents R.ainst beinf. compelled to pay
their just proportion of the expenses of the State which has given
them so much of her bounty, I shall endepr.-or to do something to
offset this tendency, and as soon as I have matured my plans, I will
communicate then to you. I propose, if it is possible to do so, to
liberate the white people of Florida, meaning the ninety and nine
out of every hundred of our people from the control of the hundredth
