It will take place Friday, April 19, at Esplanade Park in downtown Fort Lauderdale. Funds raised will help support the work of Kids In Distress and Children's Diagnostic & Treatment Center. "It's an awesome event," Seiler said. "With great scenery and great people, it's a lot of fun and a great way to spend the afternoon for an amazing cause, helping two fantastic organizations in our community that are working hard to help children and families." Spin-A-Thon, which is coordinated by the Marine ARNOLD MARKOWITZ Waterfront Times Last month we learned that all U.S. national parks were being made to give up 5.1 percent of their current operating budgets, but the details for our South Florida parks were held temporarily secret. Now we know them, and although the news isn't horrifying, it isn't good. Biscayne National Park took the worst and most visible hit, trimming items that directly touch the public: Restrooms on Adams Key are closed, primarily to save on fuel costs. Two scheduled environmental education camps for school children are cancelled. The cut also is expected to affect reconstruction of Biscayne's Elliott Key Harbor docks, which were wiped out in October by tidal surges from distant Hurricane Sandy. Compared to smaller, busier Biscayne, Everglades and remote Dry Tortugas National Parks got lucky. They achieved most of their budget-trimming mandate by freezing a combined total of 20 staff vacancies that weren't going to be filled anyway. The openings were shut previously by a hiring freeze that's now been extended for how long no one can say. No public facilities were closed or curtailed in Everglades or Dry Tortugas. Congress passed a relief bill to pay for the Elliott Key docks and NPS facilities elsewhere that were damaged by the superstorm, but Biscayne public info officer Christiana Admiral said the Park Service will lose 5.1 percent of the relief too $17.4 million cut from all the damaged parks. Biscayne's share of that loss isn't known because its cost estimates haven't been finished, Admiral said. Five staff positions already vacant because of a hiring freeze were kept vacant and two more vacancies were added in December as victims of the March 1 "sequestration," as the government calls withholding funds from itself. A law required it if the president and Congress couldn't agree by March 1 on a plan to reduce federal spending. Their goal was $1.2 trillion in 10 years, $85 billion of it this year. They failed to agree, and at this writing (late March) they don't appear to be straining themselves with the effort. If we were outdoors-loving children, it's likely we'd be crying our eyes off about the cancellation of Biscayne's environmental education camps. We didn't know about them until rangerspokesman Gary Bremen explained: "Our Biscayne Expedition program is the two night/three day camping program we've been doing since the 70s on the park's islands. They serve up to 25 kids each, typically fifth and sixth grade." Three of this season's camps took place before the operating funds were sequestered. Other than that, Biscayne's $211,000 in budget cuts are being achieved by rescheduling maintenance schedules stuff like lawn cutting and trash removal, which also are helping the other parks to meet their unpleasant goals. In a federal budget described in trillions, Biscayne's cuts might look like small change, but the place was Industry Cares Foundation (MICF), is a six-hour spinning bike team endurance event that offers individuals and teams the opportunity to wheel in cash for the cause through sponsorship by local people and businesses. The "spin" part refers to the fact that participants will ride stationary bicycles non-stop from 1 to 7 p.m. "It's one of the most unique fundraising efforts we have, and it brings together a broad and diverse group of people marine industry professionals, local government officials, community leaders, individuals and entire families," said Gordon Connell, MICF executive director. "Since we started this in 2009, we've raised and donated more than $350,000 in the fulfillment of our mission to mobilize the generous spirit of the maritime community to benefit children and families in need." Connell called the atmosphere at the event "electric," and said he's hoping to surpass last year's total proceeds of $160,000. "What better way is there to put your money into a good cause, right in the heart of Fort Lauderdale, right in the center of the marine industry?" Connell said. John Gallo, a coordinator with Blue Interactive Agency, which is helping promote the event, said he's also formed a team, "Wheely Fun," and he'll be out there riding. "This is my first year participating in the Spin-AThon, and I think it's going to be a blast," Gallo said. "It's all kinds of goofy fun, with people wearing wild and crazy costumes, dressing up their bikes and just having a good time while doing something positive for the community." Spin-A-Thon chairman Mark Bononi said he's hoping this will be a record year for the event. "I've been involved with this for the past five years, and this is shaping up to be the biggest and best year yet," he said. "We have amazing industry and local business participation, and a great sense of community surrounding the event." Gallo said they should have more than 100 stationary bikes, which are on loan for the day from local gyms and sports equipment retailers, at the event. Mole Telfer, chairman of MICF, said Cruise Lines International Association's charitable foundation, the Cruise Industry Charitable Foundation (CICF), will be the presenting sponsor. "CICF's vision and mission are in line with ours, and we're working to encourage the marine industry as a whole, to work with their local communities," Telfer said. You are summoned to a new round of gatherings for revelation and your commentation on a general management plan for the park's next 20 to 30 years. Dj vu? Right, you went there and did that three years ago, supposing the National Park Service would tweak and approve the plan sometime between eventually and whenever. The process proceeded from 2010 into 2011, when NPS sent the plan back to Everglades Superintendent Dan Kimball for a do-over, with orders to make it cheaper, much cheaper. The planning staff at Everglades did that, and here it is. It has to be presented and explained to us, the public, with an oath that our criticisms will be paid attention to and our better ideas made part of the plan. Optimists attend such meetings (see Up close box) and contribute earnestly, believing they're helping to make something good happen at least for the enjoyment of future grandchildren, whom they mention with annoying frequency. Pessimists contribute skeptically, afraid it's a waste of time and expecting some day to say they told us so. Even if their suggestions are accepted, they doubt anything will get done before it's time to make another plan 20 or 30 years from now. Cynics say we're merely the participating audience at a scripted dog and pony show, that the National Park Service will thank us for showing up and then do whatever it wants. It says here the cynics are wrong. We link elbows with the others the optimists because without their positive dreams we are lost, and the pessimists because the larger U.S. government consistently denies the NPS the money it needs to do its most basic job, much less what's needed to carry out the ambitious long-term plans that park superintendents are made to create. Government has a way of making the pessimists look like realists. Congress just passed a thing called a "continuing resolution" to keep the government running until next fiscal year. It resolved to knock an extra $30 million off the Park Service's nationwide budget, on top of the 5.1 percent "sequester" previously imposed. That's like opening your car window to a seven-fingered beggar with a fresh amputation scar and nipping a nickel out of his cup. Now to step off the soap box and describe a couple of the more likeable features of the four alternatives: The Everglades staff's preferred alternative rebuilds the Flamingo outpost facilities that were destroyed in 2005 by hurricanes Katrina and Wilma. The 2010 plan for that project was too elaborate and expensive for NPS regional headquarters at Atlanta, or maybe it's just that the color pix were too pretty. Give the regional outfit credit for insisting that plans account for Flamingo's vulnerability to storm surges and climate change. It ordered the new facilities designed so compactly and portably that a ranger (if there's one left on staff) can break them down and load them all on a compact pickup truck the moment a hurricane watch is issued. No, I exaggerate. A mid-size pickup would be needed at least. I'm volunteering mine because the plans enlarge the gas station at Flamingo and Super Kimball thinks he could comp a fill-up for me. The preferred alternative plan imposes pole and troll fishing limits on 131,392 acres of Florida Bay, or about a third of its 392,580 acres in park jurisdiction. Hooray for that. It's absolutely essential to ending propeller scarring and boat groundings, which ruin marine habitat. You'll be able to run your big engine to the edges of flats, trim it up high and proceed with push-pole and electric trolling motor. The new owner was incorporated in Florida in 1984. Corporation records list Moore as president and Jeff Garcia as secretary. Garcia also is the new president of River Bend. According to the announcement, severely understaffed and underfunded before the new crisis. And, while the other parks have the advantage of more remote locations, Biscayne sits too cozily close to a major metropolitan area. Crowding on the water is a consistent winter weekend problem. Newly appointed superintendent Brian Carlstrom will have his hands full. Everglades and Dry Tortugas National Parks, conjoined as administrative twins, were allowed to achieve most of their mandated reductions (Everglades $841,000, Dry Tortugas $85,800) by closing 20 staff positions that already were vacant because of a NPS-wide hiring freeze. There are 17 at Everglades and three at Dry Tortugas. Superintendent Dan Kimball told Waterfront Times that he doesn't have to close campgrounds, trails or shoreline facilities. If that doesn't seem so painful, consider that one Everglades vacancy is the deputy superintendency, which spreads Superintendent Dan Kimball pretty thin. He's also unable to replace Bonnie Frost, his chief enforcement ranger, who died of cancer in February. Dry Tortugas hasn't been able to replace a staff mechanic, and that job has to stay vacant too. Bridge, pier and shoreline fishingdoers, your attention please. It has been bought by Nautical Ventures Group, a Fort Lauderdale concern that announced plans to invest $1 million in capital improvements to upgrade the facilities, to increase staff and offer onsite contractor services. The yard, with an 8-acre leasehold and a present capacity of 65 yachts with space for expansion, was posted on the Simply Marinas website as under contract with a price of $2,850,000. According to the listing, the place was held by a bank since prior owners defaulted on a $13 million note. Nautical Ventures describes itself as a consortium of South Florida investors in yachting properties: "Their goal is to purchase underperforming marine enterprises that logistically are separate in areas of expertise but collectively make up a single-source supplier for boat/motor/watersport sales, accessories, service and support to the broad South Florida marine marketplace." Roger S. Moore, the CEO, said, "This active boatyard [River Bend] has provided important maritime services to boaters in the area for many years. Its strategic location on the New River Lauderdale marina to get $1 million in improvements served by their charities all year long in a variety of w ays." Mayor Seiler will kick off the festivities, and other city commissioners will also be there to lend their support, Connell said. Throughout the day, spinning teams will be energized by music from a local DJ, and water stations will keep each spinner hydrated. "We're also going to have a few surprises," Connell said. "At least one celebrity guest will be there to help keep the momentum going." Seiler said the city was proud to see the community come together for the fifth year. "Special thanks go out to the marine industry for stepping up on this," Seiler said. "We really appreciate it." When traveling to a foreign port, confirm in advance that the weapons you intend to carry are permitted at your final destination. The country's customs agency should offer protocols for declaring, stowing and the limitations for using firearms while in that jurisdiction. In the event you end up having to be in a foreign jurisdiction where the firearms' rules are unfamiliar to you, try and make advance inquiries to the authorities by radio before you get into port. For utmost caution, weapons should be stowed as they would for transport between U.S. states. Essentially, the best way a boat owner can assure compliance when keeping a firearm on board is through careful research and continuous education. Such prudent steps should prevent unwanted dramatic legal issues while under way to your final destination. Treating the matter with the utmost care can save you a lot of grief upon your arrival. MARK ERCOLIN Waterfront Times Columnist In modern theater and fiction, there's an oft-used plotting device known as "Chekhov's gun." Russian playwright Anton Chekhov believed that in good story telling, a writer should never describe or show a loaded gun early in a play unless the intention was to use it later on. Essentially, Chekhov thought that such objects should only be brought into a story for the purpose of creating dramatic effect. Contrary to fiction, most people who carry personal firearms aboard vessels generally want as little drama as possible. They want to keep weapons on their boat unobtrusively, within the parameters set by laws, and use the weapons only as a last means of protection. National controversies aside, currently firearms kept on a vessel in U.S. waters are subject to the state laws where the vessel is docked or sailing. When transporting a firearm in Florida, the same rules generally apply to a privately owned vessel as they would to a personal automobile since both are recognized under the heading of personal conveyances. In most situations, Florida law requires a firearm particularly a handgun to be stowed where it is "not accessible for immediate use." This is usually interpreted to mean that it should be kept in a secure case or compartment. Hunting can be one permissible exception as well as certain allowances permitted to those with a staterecognized concealed weapons permit. However, such exceptions should be reviewed with caution to assure any use remains legal. The basic rules dealing with firearm use in Florida can be found in chapter 790 of the Florida Statutes, which can be reviewed online. Even though much of the statute is written in legalese, going through it can be useful. To learn more about the requirements and limitations of a Florida concealed weapons permit, go to the Florida Department of Agriculture website at: licgweb.doacs.state.fl.us/weapons/index.html. The department also has a list of states that recognize and offer reciprocity with the Florida Concealed Weapons Permit. Visit their website online at: licgweb.doacs.state.fl.us/FORMS/ReciprocityList.pdf. If you're taking a boat to another state from Florida, make sure your weapon is allowed in that jurisdiction. Store and comply with the laws of your destined state and/or municipality (certain states allow their municipalities and local governments great latitude when it comes to limiting and restricting the use and keeping of firearms). In large skillet over medium-high heat, warm remaining 1 tablespoon olive oil. Add salmon and cook until barely opaque throughout, 2 to 3 minutes per side. Arrange salmon on top of the salads. Return skillet to medium heat. Add shallots and jalapeo, and cook, stirring occasionally, until tender, 2 to 3 minutes. Add cherries and ginger, and cook, stirring occasionally, until heated through. Add cherry juice; increase heat to medium-high, and cook, scraping up any browned bits, until juice is almost entirely evaporated, 2 to 3 minutes. Add salt and pepper to taste.
