It has lots of room and comes with a tandem axle trailer. These boats sell used for as much as $25,000. Not this one. It's listed at $1,250. The catch? It's been under water. The Maxum is just one example of thousands of "fixer upper" boats damaged when Hurricane Sandy pummeled the Northeast in late October. Many of these vessels are making their way to South Florida boatyards to be refurbished. BoatUS estimates that more than 65,000 recreational boats were damaged or lost as a result of Hurricane Sandy, costing around $650 million making the storm the single-largest industry loss since the Association began keeping track in 1966. "We've never seen anything like it," said BoatUS spokesman Scott Croft. "The scope of the damage to boats is unprecedented, affecting large areas from the Atlantic seaboard as far inland as the Great Lakes, with the majority of damage in New Jersey, New York and Connecticut." What that means is that insurance companies have paid out a lot of total loss claims. And they're trying to recoup some of that money by selling off the salvaged boats through online auctions managed by companies like Cooper Capital Specialty Salvage in Old Saybrook, Conn., for a fraction of their pre-storm value. "People are getting great deals," said Ron Milardo, owner of Cooper Capital. "Say you buy a damaged boat for $5,000 that in good shape would be worth $50,000. If you put $10,000 into fixing it, you're still making a nice profit, or you end up with a nice boat that maybe you couldn't afford before." Cooper Capital currently has more than 200 Sandyravaged vessels on its website. While most of them are in the 20to 40-foot range, they go up to 73 feet and include both sail and powerboats. Cooper Capital lists the boats, ARNOLD MARKOWITZ Waterfront Times MIAMI Compared with calamities that Hurricane Sandy wrought in New York and New Jersey, torn-up docks in Florida didn't rate a ton of public attention at the time but the damage done at Elliott Key Harbor in Biscayne National Park is still a problem and will be for a while longer. Planning to dock there any time soon? Forget it. By the end of January, the park got three of the 33 boat slips in shape for quickie landings, un-loadings and re-loadings with a 10-minute docking limit so boaters could go ashore to use the campground and see the sights. After unloading at the slips, skippers were expected to anchor outside the harbor and go ashore themselves in little craft like dinghies, kayaks and canoes. Some did that. Some swam, bravely challenging choppy water and other motorboats still in motion. The park's plan lasted just one weekend. Spokeswoman Christiana Admiral explained why: "After opening the slips, park officials observed numerous boat captains using the slips to unload, then anchoring outside the harbor and attempting to swim to shore. "With cooler weather, frequently windy conditions, currents and submerged obstacles in the water, attempting to swim to shore is a tremendously risky endeavor. Providing limited access to Elliott Key Harborexacerbated potential drowning risks for island visitors." That cut off access to the campground as well. "We understand that closing the harbor and campground during the winter camping season is an unfortunate last resort," chief ranger Willie Lopez said, "but public safety is our primary concern." Boaters can still go to University Dock, north of the harbor, but it's for day use only and can't handle much traffic. Hurricane Sandy's blow to Biscayne was long-range. On the morning of Oct. 26, when it was nearest, the center of circulation and top wind speed, 80 mph, were on the far side of Great Abaco in the Bahamas, but the storm's reach was huge. Its gales and high waves stretched 330 nautical miles to the west. So did its destructive force, devastating the harbor docks and Oceanside boardwalk, even causing structural damage to the harbor's seawall. With the park's budget already stretched thin, it's hard to be optimistic about fast reconstruction. Bass fishing-doers who gripe about state regulations size and bag limits, differences from this location to that, etc. have opportunities to sound off this month to someone who not only will listen but pay attention too. The FWC is sending its freshwater fishery biologists around the state to solicit your opinions at six openprovides photos, explains the damage, and sets the starting bid. Milardo said he's selling a lot of these boats to Florida buyers. "We've sent 88 vessels just to South Florida so far," Milardo said. "And I expect that we will sell more than 350 to that area in the coming months. "There are a lot of reasons why they're coming to your area. For one thing, you've got some of the best boatyards in the country, and a lot of talent down there. Also, it's winter up here, making it a lot harder to work on boats." Milardo estimated that 13,000 boats were declared a total loss by insurers. A lot of the boats were what he called "sunk on land." "That means they had already been pulled out of the water and placed on jack stands," he said. "But the storm surge came through and either knocked them off the stands, or the boats sunk as the waters rose, because they had their drain plugs out." Problems range from scrapes and minor hull damage to total submersion, he said. They clean them up a little bit before putting them up for sale, but all the boats are sold "as is, where is." "We're a salvage management company, and it's our job to maximize returns for their losses," Milardo said. "Preservation and cleaning are some of the things that are done to enhance the asset. There aren't enough gates, chains and padlocks to shut them off from the Atlantic Ocean, Gulf of Mexico and Intracoastal. Then again, there probably are enough to blockade road access to the parks' shore and inland facilities without enough rangers and other staff on the job to look after public safety, law enforcement and other essential work. At the approach of sequestration, we're warned to expect shorter open hours, fewer rangers on duty (with unpaid furloughs as long as four weeks) and curtailment of routine services that we've always taken for granted at all national parks. The National Park Service and most federal agencies were scrambling in February to prepare for it by March 1. That's when they would be cut off from funding until next October (the beginning of the 2013 fiscal year) unless the White House and Congress agreed on how to decrease federal spending by $1.2 trillion in 10 years starting with $85 billion this year. The Coalition of National Park Service Retirees (www.nps.retirees.org), which broke this story in February, estimates that the immediate 5 percent cuts demanded from national parks come to $110 million. Sequestration means operating funds would be locked up for the rest of the fiscal year and yes, there's really a federal law that requires it. Both political parties are at fault. They painted themselves into a corner together, and we're stuck there too. If you hate politics but can't quite articulate the reasons, use this one. Wait a minute. Remember all the eye-glazing yakkety-yak about the "fiscal cliff," that turned out to be just another political bluff? The sequestration scare smells a lot like that. So should we take it seriously? The National Park Service certainly does, scheduling immediate reductions of $841,000 for Everglades, $211,000 for Biscayne, and significant five percent amounts for the rest of Florida's collection of parks, memorials and historic sights run by NPS. The impending cuts in those total $2,262,000. Don Finefrock, executive director of the South Florida National Parks Trust, a support group, says to take it seriously: "The picture isn't pretty and the politics are beyond reason. Friends groups like ours can and do help, but not to this scale and not for things that the government should be paying for, like basic infrastructure, maintenance and salaries for permanent staff." Most of what we know about this comes from leaks obtained by the NPS Retirees. They got a detailed cutand-curtail memo sent by NPS director Jonathan Jarvis to superintendents of all the parks and other places that the service takes care of. Jarvis told them to plan for a 5 percent cut in their annual budgets not next year's but this year's, the budgets they've been working with since last October. The money's already committed to routine purposes such as salaries and maintenance and to special projects, most of which may have to be shrunk, postponed indefinitely or eliminated. The director wrote: "We expect that a cut of this magnitude will result in reductions to visitor services, hours of operation, shortening of seasons and possibly the closing of areas during periods when there is insufficient staff to ensure the protection of visitors, employees, resources, and government assets." Along with that, the retirees' organization exposed a spreadsheet showing how much money each unit in the NPS has to give up, including the Florida figures cited. Joan Anzelmo, the retirees' spokeswoman, also thinks the threat is real: "Everything we are hearing from our colleagues on the inside is that they are planning in detail for how to implement the cuts. It is dominating everything that parks are working on right now." NPS has been unsuccessfully secretive about parkby-park details. Superintendents and all staff members were ordered to refer news media inquiries to headquarters in Washington, where only general statements were issued to the public. As soon as I saw the first news report mentioning the $841,000 deduction for Everglades, I sought details from Supt. Dan Kimball, who never ducks a question. He did this time, referring me to Washington. The park retirees are poking productive holes in Washington's weak leak-proofing as I write this. On Feb. 20 they got and released lowlights of the trims planned at 10 parks elsewhere. By the time you read this, they may have publicized details on Everglades, Biscayne and the other Florida parks. If you enter and leave the South Florida parks only by water, never using their shore facilities, you may not notice a difference. There's something else a prospective boat restoration project will require: a good amount of money. "Remember the old adage that a boat is a hole in the water that you throw money into," he said. So, it's important to make an informed assessment of what it will take to bring it back." Verdana said do-it-yourselfers are the ones most likely to get in over their heads. "You need good general fix-it skills, ran it and for how long. Obviously, a running unit will bring more money than one that does not." Ronald Marrone, president of Royal Palm Yacht Basin in Dania Beach, said in mid February that he hadn't seen any Northeast boats yet, but they're coming. "These boats are going on auction right now, and we'll probably start seeing them soon," Marrone said. "I wouldn't be surprised if we have thousands of them in yards down here in the coming months." Marrone said the kind of people who buy these vessels range from do-ityourself bargain hunters to opportunistic entrepreneurs. For Stefan Verdana, a mechanic and vessel rehab specialist who handles jobs from Miami to Jacksonville, the surge of boats coming out of the Northeast will represent a significant boost to his business. "I'm a small operation, so I don't do the volume that the bigger yards do," Verdana said. "But I've already seen a bit of it. Somebody buys a boat that was submerged in saltwater, but the engines can still be saved. They get a good deal, I get the work, and they end up with a nice boat for much less than it would cost to buy it retail." Verdana cautioned buyers to know what they're getting into before purchasing a hurricane-damaged boat at auction. "Buying and restoring a salvage boat is not for everyone," Verdana said. It is generally a copy of the host country's national ensign and should be smaller than the ship's own national ensign. The courtesy flag is customarily worn at the fore masthead of multi-masted vessels, the starboard yardarm or crosstree of the mast of singlemasted vessels, and from the jack staff of vessels without masts. While flying a courtesy flag as a guest in a host country is always good manners, in some ports it's actually a requirement for using their national waters. So, a traveling vessel should always be prepared. Yacht club burgees, usually flown from a short staff on the bow of a club member's boat, are also in common use. Various styles of pennants are flown at certain locations following tradition and protocol. While we're on the subject of protocol, I've heard many discussions through the years over the placement of national ensigns on vessels (or equivalent style poles at marine facilities). Here is the one of the better descriptions of ensign placement: The usual rule that no flag should be flown higher than the national flag does not apply on board a ship. A flag flown at the stern is always in a superior position to a flag flown elsewhere on the ship, even if the latter is higher up. When in port, the ensign should always be flown from the staff at the stern. It's traditionally done this way because in former times the gaff was lowered along with the mizzen sail. The only ensign (courtesy flag) ever flown from the starboard spreader or yardarm is that of a nation being visited. Hopefully, these protocols will quell a few arguments, though maybe not. MARK ERCOLIN Waterfront Times Columnist On Sept. 23, 1779, the American Revolutionary War warship Bonhomme Richard, commanded by John Paul Jones, engaged the British frigate HMS Serapis in the North Sea. In the heat of battle, a cannon shot broke off the mast flying the Bonhomme Richard's naval ensign. At the time, commanders of both ships were having trouble determining what was happening through the noise, chaos and gunpowder smoke. When the British commander finally noticed that the Bonhomme Richard's flag was missing, he called over to John Paul Jones and asked, "Sir! Do you strike?" Lowering the ensign (i.e. striking the colors) during battle was considered a sign of surrender. So the British commander's question was reasonable since the Bonhomme Richard was in rather poor shape by that point. But Cmdr. Jones, unaware that his flag mast was broken and confused by the query, allegedly (and famously) replied, "Strike? I'll be damned if I strike!" Following this exchange, the Americans won the day and took possession of the British frigate. Note: this famous quote is often confused with Cmdr. Jones' other quote from the same battle, which was, "I've not yet begun to fight!" Depending on the research source, John Paul Jones probably made some variation of both statements during the battle. As a good friend of mine used to say about such things: "Well, if it isn't true it should be!" Fully accurate or not, this story illustrates the importance of flags in a maritime setting. Through the centuries, flags have proved to be one of the better ways She's a grand old flag when flown to protocol to convey messages between vessels at sea. Often when other means of communications fail, a mariner can look at the flags a vessel is flying to get an idea of its origins, intentions and sometimes even who might be aboard. Generally, the primary flag on a vessel (particularly a sea-going vessel) is the ensign. This is the national flag of the vessel and is usually required to be flown when entering and leaving harbor, when sailing through foreign waters, and when the ship is signaled by a warship. Warships usually fly their ensigns between the morning colors ceremony and sunset when moored or at anchor, at all times when underway, and at all times when engaged in battle. Ensigns are helpful in determining whether the vessel being encountered is a friend or foe. Historically, pirate ships were notorious for flying the ensign of a neutral or friendly nation before showing their true intentions. This is why international law allows the military ships of any country to board a vessel at sea that fails to fly a proper ensign when requested. The naval jack is another flag of importance on military vessels. These are additional national flags flown by warships (and certain other vessels) at the head of the ship, usually flown while not under way and when the ship is dressed on special occasions. For many countries, the naval jack is a slight variation of the national ensign. In some countries the jack is rather unique (for example, the naval jack of Russia is a variation of the cross of St. Andrew). Many navies also have flags that are flown on the vessel when high ranking staff such as commodores and admirals, or distinguished guests including royalty or presidents, are on board. "Millions of Americans depend on national parks for their vacations and livelihoods. Those Americans are being told that national parks don't count, that people who use national parks don't count and that people who live and work near national parks don't count." Glowing with pessimism, I fear that Biscayne's fishery management and mooring field plans; Everglades' rebuilding of the hurricane-ruined Flamingo outpost and the long-stalled general management plans of both parks, will be all but written off. The office work alone is laborintensive. There's no sense finishing the proposals if there won't be enough money to put them into effect. You think losing 5 percent of already-committed funding is more than bad enough? Same here, but my sources say park staffs have been told to get ready for a fiscal 2013 budget that will be 3 percent lower than this year's with 2 percent more knocked off the year after that. Even if the White House and Congress come up with a compromise in time to avert sequestration of all agencies' operating funds for the next seven months, the longer-range outlook is pretty gloomy for the National Park Service. It might be less so, except for the larger government's long-running history of stiffing, stalling and squeezing the national parks. Where do you place the blame for that? Congress, for being stingy? The Interior Department, for being too busy with other matters to cuddle its most beautiful children? Ken Salazar, about to depart as Secretary of the Interior? Don't blame him without also blaming his predecessors for decades. Recently I slid into a group talking about this stuff, caught a lull and uttered my observation that the National Park Service is the bastard child of the Interior Department. The NPS staff people among us were startled. "We were just saying that," one of them said.
