To the east of Puerto Rico, right in front of the coast of Humacao, lies an island
where "city rush" is unknown, beaches are startling and locals are friendly. Undoubt-
edly a slice of heaven on earth, Vieques is, as one would have imagined, not too
far; a fast forty minute ferry ride from Fajardo. "La Isla Nena" is mostly known for
its bioluminescent bay and pristine beaches, but one
should know that Vieques offers much more than that.
, My best friend, Aurelie, and I went to Vieques due
to a Palmas Academy project, and ended up with
more than pictures and facts...we ended smitten with
the small island. We woke up at seven and headed to
Fajardo with just a camera, thirty bucks and my dad's
company. As soon as we got to the port we bought
three round trip tickets for just twelve bucks (indeed,
very inexpensive). Toast with cheese and butter and
freshly squeezed orange juice energized our bodies
while Aurelie sang "barriga llena, Corazon contento.
It was nine in the morning and we hopped on the ferry
ready to begin an adventure, and as soon as we stepped
land the energy and vibes were different. Vieques didn't
feel like a part of Puerto Rico, but an island alone. The
sun was warm and welcoming just like the people, the
food was great and the traffic...none! "La isla Nena" is a world of its own.
Not only did we witness sandy beaches and obvious beauty, we also learned Vieques'
history. The island was used as a prison for delinquents in the 19th century and
as a naval military base until recently. Fuerte Conde de Mirasol is one of Vieques'
most important, historic monuments, built in 1845 to serve as a defense for the
island against enemies. It was later used as a prison, and eventually it turned into a
museum were the island's history is shown, as well as artifacts and 3D pictures. On
a darker side, Vieques' was the target site for US military. Evidence of that is shown
all throughout the island's west side, with hundreds of bunkers as confirmation; it
was not until a few years ago that Vieques has been free of the US military.
Regardless of all the economic and political situations, Vieques remains a laid-back,
lost paradise. Anyb an experience bliss within reach. A

Judy & Victor Kelly have been coming to Palmas for years.
They came to Old San Juan on a business trip back in 1993.
"Then, we stayed in Luquillo and later discovered Palmas on
a lunch visit to the old Barracuda Restaurant. We came af-
ter Hurricane Georges and Palmas looked like it had just been
bombarded... but we still fell in love," Victor said and added
that it was funny because they rented a villa in Fairlakes and
when they came in they thought the lock-out room was the
villa. They were happy but soon they realized that they had
the whole apartment to themselves. Wow! Nowadays, they
come every year to spend 5 to 6 months. Finally they made
a purchase in Fairway Courts. "We enjoy being very close to
the amenities," Victor says and adds, "We are tennis players."
They have a lot of grandchildren and they all love to visit them
at Palmas. They also love to sail and used to have a sail boat
back home in Chesapeake Lake were they have the tradition
to jump into the lake in Christmas. "Often having to clear the
ice first!" she said. Now they don't have that problem because
they spend Christmas in Palmas.
"We really love Palmas. Life in Palmas is so easy, so relax-
ing... The best thing about Palmas is the people! We sit on
the porch in the afternoons and people stop and chat... it's so
nice," says Victor. Judy adds, "We have met most of our friends
here. Palmas has an ii !i...!h1.. group of people from different
backgrounds and we have developed real friendships." She ex-
plained how some time ago one of the friends they met here
underwent surgery and that every night someone would actu-
ally go and cook for that person.
I learned that they have also gotten involved with Sister
Nancy and project PECES. Ask Sister Nancy when you see her
for the purple Cadillac! (you can also ask Judy). A

A good friend of mine who had not vis-
ited Palmas for a while was here this past
weekend. We were delighted to see each
other and to get caught up on each other
ventures. In our conversations he kept
repeating, "there is something different
in the air at Palmas; there is a feeling of
happiness, wellbeing and good comrade-
l. t ship among people not seen before. What
is happening".
My friend hit the nail right on the head.
He picked up in the positive mood that permeates our com-
munity and in the strength of the bonds of friendship that has
developed among our residents. It is a "yes we can" attitude
that has sent a strong and clear message to the rest of the
world that Palmas is a thriving community that has taken the
reins of its own destiny and has become the shining example
of what a community should be. It is the place where every-
one wants to be because it is beautiful, it is fun and it is safe.

because we feel all of us have a stake in it: Palmas is ours!
Your Homeowners Association will continue to guide the
community with the steady hand we have used to overcome
the toughest challenges of old and recent past. Our sights are

You may have noticed a dramatic change in
the way certain areas in our community have
changed. Thanks to a collaborative effort be-
tween the Palmas del Mar Homeowners Asso-
ciation (PHA) and the U.S. Fish and Wildlife
Services (USF & WS), areas such as the one
between Harborview and Anchors Village, the
Duck Lake between Port Road and Harbor-
lights and the Forest
Passive Park Parcel
behind the Catholic
Chapel have been
cleaned and refor-
ested with native
Puerto Rican trees
such as Orteg6n,
Ausubo and Capa
Prieto among others.
We will continue this
effort over the sum-
mer months with an
initial clean up of the
Palmas Forest and the
planting of more than
900 trees in the Forest
Passive Park. This effort along with the Palmas Forest
restoration plan amply demonstrates our commitment
to protect and preserve the precious gifts given by na-
ture to our community.


SKATEBOARDS
Parents should pay close attention to
youngsters riding skateboards on the streets
endangering themselves and creating a safety
risk for transiting vehicles. Please help avoid
injury to your child and/or preventing a
major accident. Skateboarding can be great
fun if it is done safely and correctly and in

Just a big THANKS to the Palmas community for your sup-
port and participation in the American Cancer Society Relay
for Life event held in Humacao on March 5th and 6th. The
activity was a huge success and you had a big personal role in
it. The goal was to raise $76,000 and $94,000 were collected
and I hope you found this activity as uplifting as I did. Your
generous participation in terms of the planning, set up, your
monetary contributions and your active role in the walk-a-
thon brought a lot of personal satisfaction to the participants,
the recognition of the event organizers and the gratitude of
cancer victims and survivors.
Our information booth on oral cancer was recognized as
one of the best for the information contents, hand outs and
education efforts. Dr. Ruben Chamorro's discussion of infor-
mation and providing oral cancer check ups to display visi-
tors was publicly recognized. Thanks to Ilia and Dr. Chamorro
for all the literature and display
photos which were termed "tre-
mendously impacting and infor-
mative" by all visitors.
Although we were short on
walkers we managed to keep
S a presence in the track at all
times and for that we were pre-
sented the Consistency Award
during the closing ceremonies.
My special thanks to Iron Men Servando Diaz and Ruben
Chamorro for their multiple long walking shifts. Also, thanks
to Rafa Santos del Valle, Myrna Rios, Sue O'brian, Nancy Pa-
dro, Caryl Horowitz, Obed Borrero, Pat Lawrence, Annelisse
Figueroa, ILia Maldonado and Joe Maqueda and his Lizzards
Squad.
Additionally I want to thank Ilia for the decoration of our
tent and display area and to the PHA staff Alex, Orly and
Robert for their tremendous assistance in the logistics support,
set up and take down of our display and hauling of all the dis-
play and support equipment. Also to Daisy for her support
with the graphics.
Again, thanks for your caring involvement and support on

Retired Ol Men Eatn Out


They call themselves The
Romeos. They are retired old
men eating out; all come from
different states and most of
them are golfers. Most of them
are retired as their name con-
veys but... they also have some
"wannabes"--who are not re-
tired but would love to be.
The Romeos get together
every month to have dinner
together at the Club House
and chat about life (and golf,
I am sure!). They each pay for
their dinner but they are also
collecting some money to do-
nate to Palmas Academy for
an afterschool golf program.


This year they are even plan-
ning a golf tournament to
raise money for the school.
They occasionally invite
a guest speaker to their din-
ners to talk about different
topics. This time around they
invited a group of leaders (the
"24 group", as Servando calls
them) to explain the creation
of PAC, answer questions and
get to know them all.
They are really a very fun
group of people that really ap-
preciate Palmas del Mar. A

A hidden SECRET
"We came to Palmas thanks to the generosity of an
aunt and uncle that lent us their villa until we bought
our own in Crescent Cove. For me, a Puerto Rican, this
is a coming back to my roots. Palmas is so beautiful and
peaceful! A hidden secret. Since we are coming often
to Palmas we have met a lot of people. We feel we are
part of the community. We feel this is home in the same
way we feel New Paltz, where we have lived for so many
years, is," said Luz.
For Reno, Palmas and Puerto Rico are very close to
his culture. "I speak a little Spanish (actually more than
he admits) and I feel very comfortable with meeting new
people. The way of life in Puerto Rico is very close to
mine. People here are very open and accepting," Reno
stated. I will add we both (Puerto Ricans and Italians)
are very familiar and loves to live life at its fullest.

Jennifer Steininger went through the expe-
rience and luckily, her daughter is alive and
well. "In my home we have several security
measures; a magnet that weighs 300 lbs. at
the door, a door alarm and a fence around the
pool.
Unfortunately, that day everything failed.
Even the most cautious person can go through
something like this.
I found my little girl of 2 years i dri...
anoxic--almost lifeless in my pool. The rest I
don't need to i.l. . i i.. The important thing is
that Paula did not suffer any brain damage, did
not aspirate any water, and survived. Imme-
diately, both my children began Infant Swim-
ming Resource's Self-Rescue lessons".
Now a day, Jennifer is a certified ISR instruc-
tor and lives passionate about her mission. "I
promised then that, within what was humanly
in my power, I will prevent another parent and
another child from experiencing our night-
mare. Not a day goes by that I do not see my
daughter's face in the water. However, it is
extremely rewarding every time I see a parent
watches with happiness, as his/her child is in
complete control of his body and able to enjoy
the water, but more importantly, to survive in
the water," she stated with emphasis.

Infant Swimming Resource's Self-Rescue '.
survival swimming program is a 5 to 8 weeks
course, scheduled 5 days per week, Monday ..
through Friday, for 10 minutes each day.
Lessons for a 6-12 month old focus on teach-
ing the child to roll onto their back to float, rest and breathe,
and to be able to maintain this life-saving position until help
arrives.
Lessons for children 1-6 years old focus on teaching the
swim-float-swim survival sequence. Children learn to swim
with their head down; roll onto their back to float, rest,
and breathe; and roll back over to resume swimming un-
til they reach the side of the pool, where they can either
crawl out or until they can be rescued. If you want to see

Being a7f at sixty

This May I will turn sixty, definitely a
rite of passage. For me, milestones are im-
portant and I have always had the tradi-
tion of making some
TODA EL type of statement
l MA MIA in my life. When I
50 turned fifty, for ex-
ample I took singing
lessons (because I
love to sing but can't
keep a tune to save
my life). In spite of
that I recorded a CD
(with cover and everything). Not only
that, I invited all my friends from the
many different paths of my life and
presented the CD as any Diva would
have done. "After this I believe you
are capable of everything," were
my father worlds.
This year, I began thinking what
I was going to do and I was considering
several things. One day, at Los Lagos
Spa, it occurred to me to ask Jackie
if she thought it would be possible
for me to be a size 6 again and more
than anything, I wanted to loose my
belly...the thing that has been at-
tached to me for 21 years (the age
of my daughter)-- actually 22 when
the nine months of pregnancy are
considered. She immediately
said: "YES YOU CAN! Let's do

I was really reluctant
because I had tried one
thousand diets, done five
hundred abdominals a day
for months and I had never lost an inch.
I had given up and began believing that
my body would be forever attached to
my belly. I recall making up the excuse
that those sizes 8 and 10 were run-
ning smaller every day. "Are you sure
Jackie?" I insisted because immediately
I decided that this was going to be my
statement for turning 60. This is it! I
will become a "Barbie" and I will wear a
bikini again! I even changed my phone's
ringtone to "I am a Barbie girl". (It helps


possible. I was going to give my word to
the World. After all, it is an important
milestone. Now I will be able to have se-
nior citizen discounts and use the express
line in the bank and government offices.
If that's going to be the case I better look
good. At least the people from the regu-
lar line will think "That old lady doesn't
look that bad!".

How to make it possible?
First, determination and will power is
very important. Second, hard work and a
good tyrant (oops... I meant trainer) that
will whip you into doing whatever torture
she can come up with. (I swear Jackie
consults www. tortures.com every night
to learn new ways of making me suffer).
And, of course, I had to modify my nu-
tritional habits. You have to change your
eating habits. I eliminated carbs from my
dinner, ate more salads and smaller por-
tions. You get used to it very quickly.
What follows is my process of losing all
the weight. By the closing of this edition I
will have lost 15 pounds already.

Special detox diet -with Jackie
This happened exactly two month ago
when I was putting together the past is-
sue of the magazine. Sandra, my art di-
rector, and I spent that week at the office
working on the final details for the edi-
tion when we decided that it was a per-
fect time to begin a detox diet (a special
diet mostly made up of soups, salads and
fruits, some fish or chicken, among oth-
ers). I lost 9 pound in 7 days. This was a
real turning point. It gave me enthusiasm
and motivation to keep going! The best
thing was that we were not hungry at all.

Antonio specializes in nutrition and chronic
conditions such as diabetes, scoliosis, asthma,
high blood pressure and recreational therapy
for kids. One of his favorite workouts is out-
door training for groups. He has 11 years of
experience on the fitness industry it all start-
ed at Power House in 2000. He participated on
a Fitness capsule at El Show Del Medio Dia in Wapa TV a few years ago. He played
American Football up to semi pro league and played Basket Ball and Baseball in Sac-
ramento, CA. He is also going into his third year of Ju Jit Su and boxing training. He
offers anything from circuit training, boxing, outdoor group training or One On One
and also afterschool fitness programs for kids all ages. In a very short time his agenda
is getting full and just by word of mouth. We have to give our Palmas clientele the

Palmas Annual is back!
The tournament started the weekend of February 26th and continued the fol-
lowing weekend of March 5th. A total of 175 players participated in the matches
of singles and doubles. During the first weekend the process of elimination start-
ed, as players played their best and gave a great performance for the crowds to
watch. By the end of the first weekend, the last players standing were set for the
final match on the following weekend. When the weekend arrived, they played
their heart out and achieved a great position. Gamaliel Rosado and Ricardo Casil-
las took home the sub-championship of 3.5 doubles. As for the ladies, Karla Her-
nandez and Monique Gracia took the CHAMPIONSHIP and defeated Liz Col6n
and Adriana Curland after an intense match of 3.5 doubles. While the double of
Alina Mustelier and Michelle M6ndez took home the sub CHAMPIONSHIP of 3.0
doubles. As for mixed doubles 6.0, Ana Rivera and Jos6 (Pepito) Vkzquez DEMON-
STRATED their skills and achieved the sub-championship for this division. These
winners are our Palmas Champions! They represented us and made us proud. Con-
gratulations to all the champions and sub-champions of the tournament and thank
you for those who assisted to this great event. A

II IH1ir ..t in Germany. After the workshop, they approached me to find out
if I wanted to take the exams to be' I, ii, I and represent their products in
Puerto Rico," Jackie said. (What she doesn't say is that they approached
her because they were very impressed with her performance and level of
fitness). At that point, she told them that she wanted to try the product in
Puerto Rico first with her clients. The results were spectacular. Palmas is
the first place to try this new system out in Puerto Rico.
After III ,1111 1111 i , I with the creator of the system for several months
she was ,i ,i ii Il asked for a resume, which she sent. Two days later
she received a call from a company I , 11. 1 i i i" in Germany who told
her that she had been chosen, based on her credentials, to travel to Ger
many so that she could take the XCO Master Trainer and Flexi-Bar courses.

ME Tony Maldonado's surprise birthday party was an
S ...authentic surprise for Tony. And that's hard in Palmas
where we see each other almost every day. Ilia, his wife
did a tremendous job. Everybody kept the secret and
the photo when Tony arrived to the Yacht Club speaks
for itself. But the surprise was not only the party, his
daughters and grandchildren flew from the states for
the occasion and the encounter was beautiful. And if
you think the surprises were over....Wrong! Ilia pre-

- I --wp Our own Max Alverio has qualified
and played the Puerto Rico Open in the
PGA Tour. In doing so, he has repre-
sented Puerto Rico, Palmas del Mar and
now our own Palmas Athletic Club, its
members and himself as a professional
golfer, a sportsman and above all as a
gentleman.We, the Palmas Athletic
Club feel very proud that Max decided
to be part of our team. We have seen his
golf career since he was a very young
kid, then already "becoming a golfer"
with his participation in the juniors
program, then as a college player in the
University of Alabama, to
The Tour Las Americas, the Cana-
dian Tour as a professional, and now as
our Golf Professional and Teaching Pro.
At all levels he has demonstrated his
abilities and his dedicated desire to suc-
ceed, winning tournaments at all levels,
including the Island Junior Champion-
. , ship, three times the Island Champi-
onship and numerous other titles as
an amateur. Upon turning professional he has once again proven to be a winner,
including the Johnny Walker Championship, and wins on the Mini Tour in the
United States, and a competitor in the PGA Tour event "Puerto Rico Open" four
consecutive years.
As a Professional representing The Palmas Athletic Club, he has demonstrated
his maturity by further accepting responsibilities as an aspiring PGA Professional,
with his willingness to learn and to "getting the job done" in a timely and profes-
sional manner.
The Palmas Athletic Club members and personnel are 100% behind Max in help-
ing to continue his growth in his professional as well as personal life. A

The Architectural Review Board (ARB) reviews and ap-
proves all original construction, as well as any modifications
or alterations to any part of any structure or thing placed,
erected, installed or posted on any visible portion of the Pal-
mas properties.

What needs ARB approval:
* New constructions
* Improvements or expansions to existing constructions
* Changes in facade
* Changes in exterior colors or siding materials
of houses or fences
* Changing the grade or clearing of lots
* Any signs, posts, etc.

What does NOT need ARB approval:
* Interior changes or remodeling not visible
from outside
* Interior paint
* Repairs/replacements to existing constructions using the
same original material type and color

Requirements to submit for ARB approval:
a new construction or remodeling
1. Two copies of the construction or remodeling plan draw-
ings (and the corresponding application review checklist) pre-
pared and signed by a licensed design professional.
2. Regime or association approval letter (where required by
the regime, the association restrictive covenants or the Hori-
zontal Property Law).

the type of endorsement requested and providing the basic
information on the project, the architect or engineer and con-
tractor that will manage the project. (The Request for Archi-
tectural Review form can be found in the "forms" folder of

form). The PHA Up to Date Debt Certificate can be stamped
in the submittal form in the PHA office.

forces requirements, standards and guidelines relating to aes-
thetics and to the harmony and compatibility of the proposed
constructions or improvements with the architectural charac-

The approval process
0 Complete submittal requests
are reviewed by the ARB Board
at conceptual, schematic, and fi-
nal design phases during its regu-
larly scheduled meeting (currently
S- held once a month). The board
' ' decision regarding approval is
communicated shortly after the
monthly meeting to the submitter.
* If the final project is approved, the owner is notified
and a preconstruction meeting needs to be scheduled
between the ARB executive director, the owner and
the contractor to review the construction logistics and
the construction rules.
* An agreement is signed by the owner and the con-


tractor and a refundable deposit is secured at the pre-
construction meeting. Contractor commits to observe
the Palmas del Mar Construction rules (protecting the
neighbors, the common properties and the public fa-
cilities).
* At construction's end, the owner requests a final in-
spection. If no construction rules violations are found,
the deposit is returned and the corresponding use per-
mits are then endorsed.
