Construction of a replacement of the old courthouse between North Main Street and James Lee Boulevard began in January 2017. Substantial completion is scheduled for July 29. However there will be a 35-day period to address any final issues and establishment of security. The construction cost is anticipated to be between $23 million and $24 million, according to county Public Works Director Jason Autrey. This includes all engineering, architectural, materials, construction, and construction management costs, Autrey said. Not included in this figure are any new furnishings and equipment required by the county agencies and departments that are planning to use the building. Additional outfitting costs were budgeted at less than $500,000, Autrey said. All users (court administration, clerk of court, security, and Board of County Commissioners) are diligently working to keep this cost down, Autrey said. Most of the countys judicial business is conducted in the courthouse annex in Fort Walton Beach, but the new courthouse in the county seat will house four courtrooms. Occupying space within theBeacon Staff A renovation of the North Bay Fire District firehouse is under way. The 30-year-old building on White Point Road recently received a new metal roof. The old one leaked. The firehouse also has problems with drainage, wind resistance and stability during severe weather. Its 18 personnel must evacuate for any hurricane stronger than Category 3that is, sustained winds exceeding 130 m.p.h. The fire district hired Royster Contracting of Fort Walton Beach to plan a sturdy renovation with curb appeal. The first of three phases, which includes the roof and facade, is taking place now. It will also address poor drainage in the back parking lot which The 20th anniversary of the Niceville-Valparaiso Relay for Life was held at the Mullet Festival grounds, Niceville, last weekend. The event raised at least $44,471 for the American Cancer Society, with additional contributions still being totaled. Beacon photos by Paula MimsNorth Bay starts firehouse overhaulNew courthouse set for completion in JulyBy Mike Griffith Beacon Correspondent Niceville City Council members approved a resolution in support of Okaloosa Countys efforts to obtain oil-spill compensation money for building a north-south highway bypass around Crestview to relieve traffic congestion. The council passed the resolution May 8, after hearing a briefing from Okaloosa County Administrator John Hofstad. Hofstad told the city council that the $200 million bypass project is about more than benefiting residents of the north end of the county. Hofstad said that daily rush-hour traffic congestion in and near Crestview creates problems for residents from Niceville and other parts of southern Okaloosa County who commute to and from the northern part of the county, as well as creating difficulties for military units at Eglin Air Force Base, particularly for the Army 7th Special Forces Group (Airborne) and for Air Force personnel at Duke Field. Hofstad also said that applying for funds from the Triumph Gulf Coast program, which distributes money from a legal settlement resulting from the Deepwater Horizon oil disaster in 2010, could enable Okaloosa County, with help from the Florida Department of Transportation and federal authorities, to build the needed bypass within the next five years, rather than having to wait as much as 25 years to obtain the necessary funding through conventional sources. ArrestsOn April 27 the Okaloosa Sheriffs office arrested Seth Tyson Farrer, 19, of 2404 Parker Dr., Niceville, on a charge of retail theft shoplifting. The arrest was made on a warrant stemming from an incident in Niceville on April 2 in which Farrer had been seen taking a carton of cigarettes valued at $49.50 from a Cefco store without paying for them. Farrer later returned to the store in an attempt to make amends, and admitted to the theft after a Miranda warning from police. * On April 28 the Okaloosa Sheriffs office arrested Marie Lou Echols, 19, of 6540 Possum Ridge Rd., Crestview, on a charge of retail theft shoplifting. The arrest was made on a warrant stemming from an incident in Niceville on April 6 in which Echols had taken a swimsuit and other items, valued at a total of $52.59, from Walmart without paying for them. * On April 28 the Okaloosa Sheriffs office arrested Nicole Marie Zima, 35, of 111 Harding Rd., Niceville, on a charge of drug equipment possession and/or use. The arrest was made on a warrant stemming from an incident in Niceville on March 30 in which police stopped a Dodge truck seen leaving the scene of the disturbance. A police dog gave a positive indication of drugs in the truck, and a subsequent search found Zima, a passenger, to be in possession of a powder which field tested positive for fentanyl. * On April 28 Valparaiso police arrested Randy Burch Carr, 35, of 1676 Sycamore Ave., Niceville, on charges of DUI alcohol or drugs, failure to register a motor vehicle, and failure to have motor vehicle liability insurance. Police made a traffic stop on a vehicle at Michigan and SR 397 which had a seize order on the license tag, and a police database revealed the owners license was not valid. During the stop, Carr smelled of an alcoholic beverage and showed other signs of intoxication. * On April 28 the Okaloosa Sheriffs office arrested Damien Michael Chartrand, 43, of 934 Linden Ave., Niceville, on a charge of first-degree pettit theft. The arrest was made on a warrant stemming from an incident in Niceville between Sept. 1 and Sept. 30, 2017, in which Chartrand had used someone elses outdoor water faucet without their permission, taking $9.31 worth of water. * On April 30 the Okaloosa Sheriffs office arrested Chad Edward Early, 32, of 205 Longleaf Court, Niceville, on a charge of violating an injunction. The arrest was made on a warrant stemming from an incident in Niceville on March 29. * On April 30 Niceville police arrested Christina Leigh Adjan, 30, of 1516 Valparaiso Blvd., Niceville, on charges of marijuana possession, not more than 20 grams, and drug equipment possession and/or use. Adjans vehicle was stopped on Valparaiso Boulevard for failing to stop at a stop sign, and during the stop an officer smelled a strong odor of marijuana coming from her vehicle. Adjan provided a plastic bag containing a green leafy substance which field tested positive for THC. * On May 1 the Okaloosa Sheriffs office arrested Holladay Lee Ammons, 37, of 816 Lake Pippin Dr., Niceville, on a charge of felony probation violation. * On May 1 the Okaloosa Sheriffs office arrested Nathaniel Han East, 30, of 590 Hill Ln., Niceville, on a charge of failure to appear for a felony charge. * On May 1 the Okaloosa Sheriffs office arrested Cristina Leann Smith, 35, of 130 Dartmouth Way, Niceville, on a charge of felony probation violation. * On May 2 Niceville police arrested Carie Joy Watts, 33, at large, on charges of possessing a controlled substance without a prescription and drug equipment possession and/or use. Police responded to Bayou Plaza, in reference to a report of a suspicious person, and found Watts, who was twitching and not speaking clearly. Further investigation revealed her to be in possession of a crystal-like substance and a clear glass pipe with residue. Field tests of the substance and residue yielded positive results for methamphetamine. * On May 2 the Okaloosa Sheriffs office arrested Michael Ray Arns, 29, at large, on a charge of misdemeanor probation violation. * On May 2 the Okaloosa Sheriffs office arrested Richard Scott Chancey, 52, of 1504 Reeves St., Niceville, on charges of contempt of court and felony probation violation. * On May 3 Niceville police arrested Charles Russell Tupper, 54, of 205 Reeves St., #20, Niceville, on a charge of driving while license suspended, habitual offender. Police observed Tupper driving a motorcycle on Reeves, and a police database confirmed that he did not have a valid license. * On May 4 Valparaiso police arrested Christopher Michael Brown, 46, of 724 Government Ave., Niceville, on charges of possessing a controlled substance without a prescription and drug equipment possession and/or use. Police responded to an address on John Sims Parkway to serve a warrant. Upon arrival, police learned that Brown had gotten into a car that was leaving the parking lot. When police stopped the car, Brown was found with a mirror, with a white powder residue, and two bags containing a substance that field tested positive for methamphetamine. After a Miranda warning, Brown said he had no knowledge of any of the items that had been located in his immediate area. * On May 4 Valparaiso police arrested Bionka Cauchet McDonald, 25, of 909 Linden Ave., Valparaiso, on a charge of indecent exposure. Officers responded to the Matador Club regarding a report of a battery. Upon arrival, they found McDonald, who had struck some patrons, and issued her a trespass warning. McDonald was intoxicated, and a taxi was called to take her home. While waiting for the cab, she made sexual advances to the officers, exposed herself, and was arrested. * On May 4 Valparaiso police arrested Jack Ray Nash, 31, of 154 S. John Sims Pkwy., Valparaiso, on a charge of driving while license suspended, first offense. Nash was stopped on Old SR 10 for driving a car missing a working taillight, and a police database revealed that he had no valid license. * On May 5 Matthew Lamar Bishop, 40, of 120 Homestead St., Niceville, was booked into the Walton County jail on a charge of battery by strangulation. He was released on bond later that day. * On April 29 Niceville police arrested Stanley Ray Hutchins, 37, a cashier of 204 Redwood Ave., Niceville, on charges of battery by strangulation, kidnapping/false imprisonment of an adult, cruelty toward a child in an act that could result in physical or mental injury, possession of a controlled substance without a prescription, drug equipment possession and/or use, and probation violation.Criminal summonsesOn April 21 Niceville police served a criminal summons to Matthew Neil Gonzales Robison, 36, of 644 Crestview Ave., Niceville, on a charge of marijuana possession not more than 20 grams. * On April 22 Niceville police served a criminal summons to David James Hicks, 18, of 1909 Benton Ave., Niceville, on a charge of marijuana possession not more than 20 grams. * On April 23 Niceville police issued a criminal summons to Madison Lane Moore, 19, of 33 Bald Eagle Court, Santa Rosa Beach, on a charge of retail theft shoplifting. * On May 3 Niceville police issued a criminal summons to Kamron Pierre Walker, 20, of 154 Swaying Pine Court, Crestview, on charges of marijuana possession not more than 20 grams, and drug equipment possession and/or use. Walker was a passenger in 2013 Kia, found in a closed city park shortly after midnight. When officers investigated, they smelled the odor of marijuana coming from the vehicle, and a search revealed 1.24 grams that field tested positive for THC. The Eagles got off to a 3-0 lead in the first inning, but the Aggies came back and took the lead for good in the fifth inning. Five different pitchers took to the mound for the Eagles and gave up a total of 12 hits and 10 earned runs. Niceville batters had 12 hits, led by Connor Walsh's 3 hits. council members to support the resolution. He said that traffic congestion along Highway 85 to and from Crestview has long been a readiness issue for Eglin, and that the county currently has a lifetime opportunity to obtain Triumph Gulf Coast funding, which he said would enable Okaloosa County to leverage its own funds by as much as a 10 to 1 ratio with state and federal funds from the oil spill settlement. The bypass, he said, will be good for the whole county. Hofstad said that Okaloosa County would know by the end of June whether Triumph Gulf Coast funds would be earmarked for the project. If so, the county will be able to turn dirt this summer to begin building the bypass, which would connect State Road 85 to U.S. 90 at a point northwest of Crestview, as well as building a new interchange where the new bypass would meet Interstate 10. In other business during the May 8 meeting, the city council approved the third and final reading of a new city ordinance regulating mobile food-truck vendors. Provisions of the new ordinance include a requirement for mobile food merchants to pay about $100 a year for a city permit to operate, and that before obtaining such a permit, they must provide a site plan to the city, showing where they plan to locate their food trucks, and showing that they have permission from property owners at their proposed location. Bernice HuyserMay 21, 1927-April 13, 2018 On the evening of April 13, 2018 in the home of her daughter and son-in-law Janice and Bernie Busovne in Niceville, Florida, Bernice Huyser passed away peacefully at the age of 90. God had called her home to join Him and her beloved husband Jan who preceded her in death on September 27, 2016. Bernice was born in Perth Amboy, N.J., to Lester and Julia Torok and was proud to be a first generation American. She had two siblings: Robert Torok, who resides in Connecticut with his lovely wife Sue, and Mary Ann (Torok) Neiger, who also resides in Connecticut with her wonderful husband Ed. Bernice was a trailblazer for both her family and her generation. She attended Rutgers University and graduated with a Bachelors degree. She worked for a time in the textile industry in New York City, commuting home to Perth Amboy, NJ. Bernice was identified as a high potential candidate for management and was in charge of material procurement for several mills until she left that job when her mother took ill, and started her teaching career in Perth Amboy, N.J. In the year of 1954, Bernice cruised on the Holland American Westerdam ship to Europe and this is where she met her to-be Dutch husband, Jan. They fell in love on that cruise and when they parted ways (Jan to the Netherlands and Bernice to Perth Amboy) they corresponded by mail for a year. In 1955 Bernice traveled back to the Netherlands to marry Jan, and they later also married in Bernices family church in the U.S. Jan and Bernice enjoyed 61 adventuresome years together. They had three daughters: Margaret (Huyser) Ristola married to Patrick; Caren (Huyser) Martino, married to Jim; and Janice (Huyser) Busovne married to Bernie. They also thoroughly enjoyed their seven grandchildren: Amy Rose Martino (born 1989), Julia (Busovne) Williams (1990), Garrett Martino (1991), Nathan Busovne (1993), Jonathan Ristola (1995), Susan Ristola (1997) and Katherine Ristola (2000). Bernice led an amazing life as the wife of a U.S. Army Officer, mother to her children and Granny to her beloved grandchildren. Bernice continued to teach and was very active in the schools and the Catholic Church for the 20 years her husband was in the Army. When they retired to Niceville Fla., in 1977, she continued teaching, became very involved in The Holy Name of Jesus Catholic Church and was a founding member of Christ our Redeemer Catholic Church in Niceville Fla. Her love of God translated to how she taught and how she nurtured her family. Additionally, she was an avid artist and has left her many paintings and ceramics to her children and grandchildren. She is best known for her loving, graceful acceptance of life, and to always look for the best of a situation. Bernice was on Hospice Care the last few years of her life, and the family is expressing heartfelt thanks to her caregivers of Emerald Coast Hospice, Cheri Denney and Deena Bryant. Bernice and her family are especially grateful for Beverly Krupp, her primary caregiver and Muranda Balentine, also her caregiver. These amazing caregivers not only provided comfort and care but also friendship and affection which was extended to our mother and to our entire family. Elaine was born August 3, 1937, to the late Rufus Hall Goforth and Georgia Lee Goforth. In addition to her parents, she was preceded in death by her husband, John Clack, her brother, Robert Hall Goforth and his wife Frances, and her brother William (Bud) Goforth. Elaine is survived by her brother Raymond Earl Goforth and wife Winnie, of Myrtle Beach, S.C., and sister-in-law Ruth Goforth of Salisbury, N.C., four step children, and two nieces and six nephews. Also, special special friends Marjorie Gray, Kay Longnecker of Niceville, Fla., and her precious dog Beau. After graduation from Kings Mountain High School, Elaine worked with Exxon Oil Company living in Charlotte, Memphis, Tennessee, and Houston, Texas, wherever her job took her. Elaine and husband John, moved to Niceville, Fla., after her retirement to their forever home at Bluewater Bay. A memorial service will be held at 10 a.m. on Friday, June 1st, 2018, at St. Paul Lutheran Church in Niceville, Fla., with interment to follow at 1:30 p.m. in Barrancas National Cemetery, Pensacola, Fla. New pillars and additional steel structures will be added to reinforce the buildings frame. New impact-rated glass doors to the fire bays will be certified for winds of up to 150 m.p.h. The first phase is budgeted at about $350,000. Costs of future phases have not yet been determined. Proposed additional phases will include remodeling the administrative area and updating living quarters for firefighters. The remodel has been budgeted and planned for through the fire districts 10year plan, allowing it to save for the project over the past seven years, avoiding debt. Crestview-based Clerk of Court and Pretrial Services functions are operating in the old Crestview Hospital and will relocate to the new courthouse. Future use of the old hospital, county owned, is still to be determined. The county commission splits its meeting schedule between Shalimar and Crestview. Teams competed using LEGO Ev3 Mindstorms robots, strategically engineered and programmed autonomously to complete tasks in a total of 5 events: Stair climber, balance beam, maze, dragster, and cyber path. To wrap up the tournament, and purely for enjoyment, the teams competed in a head to head sumo-bot challenge. STEMM Academy s Stingers came away with the title of District Champions. They secured their overall tournament win by taking the 1st place trophy in the balance beam, maze, and dragster events, and placing 3rd in the cyber path.STEMM Academy shines at ORBIT Thanks to the generous donations from Synovus Bank and friends, the kids living at the Children in Crisis Neighborhood received a new Easter outfit with all the accessories.
