By Marcia Anne Sanders Beacon Staff In 1939, the year the film "Gone With the Wind" was released, Niceville's city charter passed the Florida Legislature and Niceville became a city. A year earlier, community members met in the Frywald Theaternot to watch a movie, but to vote on incorporation. On July 7, 1938, 338 voters, more than two-thirds of the electors residing in the community of about 1,000, met to petition the Legislature to grant it a municipal charter. This year marks the 75th year of the city's incorporation. To celebrate, the city plans to stage a historical slideshow at the Mullet Festival in October. Recently, the Beacon talked to possibly the last living signer of the incorporation petition, Evelyn "Mimi" Thomas, 97, who well remembers going to the theater with her husband, Richard, that July day. Mrs. Thomas was 21 at the time of the Frywald meeting and the mother of a 6-year old daughter, Mellodean. At that time, you could buy a dozen raw oysters on the half shell for 15 cents and a Ford V8 deluxe coach automobile for $835. On Friday the Air Force issued a decision governing operation of F-35 fighter planes at Eglin Air Force Base. Under the decision, the Air Force will continue to limit use of the north-south runway that is closest to the two cities. "The Air Force listened to the community's concerns and worked hard to find a solution that meets mission requirements and also reduces noise impacts," said Kathleen I. Athletes will gather at Lincoln Park, Valparaiso, at 6:45 a.m., for the first official event of the day, the 36th Annual Duathlon, sponsored by the city. Participants may register prior to the duathlon at the Valparaiso Library or City Hall. The duathlon will consist of a combination 5K run and 200meter swim. Walkers may take part in a separate 5K event. The U.S. Post Office in Niceville which shared the building with the City Cafe around the time of WWII, shortly after the city's incorporation in 1939. This building, at the center of what was then downtown Niceville, now houses the Front Porch Restaurant on Bayshore Drive. Starting at 11 a.m. at Lincoln Park, a water slide, bounce house and train rides will be offered to children. The attractions will operated until 6 p.m. Nearby, on Westview Avenue, the Heritage Museum of Northwest Florida will offer a discounted $1 admission from 10 a.m. to 4 p.m. There will be childrens activities at the museum, and all guests will receive a free American flag or poster while supplies last. From 1 p.m. to 3 p.m. at Lincoln Park, there will be oldfashioned games organized for kids ages 5-12 with cash prizes. The competitions will include sack races, watermelon seed spitting and watermelon rolling. Free watermelon will be passed out at 3 p.m. From 4 p.m. to 8 p.m., also at the park, a DJ will play familyfriendly music for dancing and relaxing. This will be a good time to claim a spot for later viewing of the fireworks. Spread a blanket and enjoy the music while dining al fresco. Vendors will sell food and beverages. The fireworks show, scheduled to last 22 minutes, will start just after dark, sometime between 8:30 to 8:45 p.m. The display, fired in the middle of Boggy Bayou from a 4,000square-foot floating platform built by the city of Niceville, can be viewed from most of the bayou shoreline, but the best vantage points include Lincoln Park and vicinity, and Lions Park in Niceville. Parking will be limited, so motorists should plan for a short walk. There will be even more fireworks than usual this year, according to Niceville City Manager Lannie Corbin. "We've added 10 percent more to it, so we can expect a bigger show," he said. Boggy Bayou Fireworks Committee member Sheila Bishop said the extra fireworks will in lieu of the floating sparklers that were used in the past. She said, "It was hard for people to see what was in the water. We asked them to make it a little showier than in years past." The $25,000 fireworks show is financed with donations from aluminum can collections, Boston butt sales, fireworks Tshirt sales, private and public donations and other fundraising events. Also, the cities of Valparaiso and Niceville give residents the option of donating each month through their water bill. Last year, the cities got about $6,500 from recycling aluminum cans, Corbin said. Fireworks Tshirt sales and advertising brought in $12,000, and $4,800 was collected in donations. Any monies not needed for this year's show are put to work in a trust fund for future displays. Corbin said, "This area has a lot of military, retired, and folks that work at the base. It's a community that's proud of our countryI think this Fourth of July celebration shows how much we are. It's supported by folks who want to give and make it happen." The fireworks display will be produced by Pyro Shows of LaFollette, Tenn., the same pyrotechnic crew that puts on the Fourth of July display in Washington, D.C., on the National Mall. James Woods, director of administrative operations for Pyro Shows, described some of the effects: "You're going to see brocade crowns which is a gold, glittering rain in a waterfall effect. There will also be gold titanium willows with a strobe like effect." Additionally, there will be the crackling crossette, individual shells that produce a crisscross pattern and pop as they cross in the sky. The popping flower with a silver palm gives a flower effect with a leaning trunk like a palm tree as the shell is falling. There will be some pattern shells in hearts, smiley faces and cubes as well. Woods said the 10 percent added to the show will increase its duration by three or four minutes. During the finale, booming eight-inch shells will be fired over a 1,600-foot radius. Woods added, "The quality of the shells has improved this year. We've seen increase in the quality of the chemicals. We're excited to be part of the Niceville show again." next year that driver licenses became mandatory. Mimi's husband drove a hand-cranked Model T truck. There weren't many cars on the road, so the Thomases were more concerned about hitting trees than other motorists. In those days between the two world wars, Niceville was still wild and young, like Mimi. She was the second-to-youngest of five children. As a youngster, she was a tree climber. "I loved to go in the woods," said Mimi. She was born in Valparaiso and moved with her family to Ellis Avenue near what is now Lions Park in Niceville when she was 3. They called her a die-dapper, a diving bird, because she also loved to swim. She even swam across the bayou. Mimi went hunting and trapping with her husband, bringing back skunk, raccoons, foxes, turkey and wild hogs. The pelts brought in needed cash in those Depression days. She boiled her daughter's diapers in water she pumped herself and heated on a wood stove. One week, she asked the grocer, Mr. Walden, to give her some grease and flour on credit to make gravy. Her husband later brought in two otters with which she paid the bill. She said she didn't cook well, though, and her husband had to teach her to make biscuits and cornbread, recipes she passed on to her children and grandchildren. Mimi wanted to keep the town name at that time, "Boggy," instead of changing to "Niceville," but she agreed that the town needed to be incorporated. Mimi describes the town. "It was run down. It was in bad shape." Fishing was one of the main industries. About 3.5 million pounds of fish were shipped from Niceville annually, but there was no cold storage for them. Mimi's father was a fisherman. She remembers her husband going out to catch mullet with him and coming back with his hands red and rough. Community leaders argued for a cold-storage plant for the fishing industry, and federal aid was available for incorporated cities. The addition of tax-funded water and sewer lines, law enforcement and paved streets was important to many. In all, 333 who came to the Frywald Theater meeting petitioned for incorporation. The first mayor, J.M. Reynolds, and the five alderman, C.G. Meigs, Wallace Spence, Herman Anderson, Thomas Powell and G.B. Anchors, had a lot to do. Other work in town included a hosiery mill and a sawmill. Work on a city jail began in 1939 and Niceville High School was being equipped with steam heat. Niceville had come a long way in just a year since that meeting at the Frywald. Mimi later returned to the movie house with a dime to see "Gone With the Wind." field and Duke Field will be used as auxiliary fields. Eglin will remain the chief operating base for its new F-35 training wing. Use of runway 01/19, the runway whose north end results in takeoffs and landings over Valparaiso and northwest Niceville, will be limited to takeoffs to the south over Choctawhatchee Bay and landings from the north over Valparaiso and Niceville, except for emergencies, "unplanned contingencies" and operations due to weather, according to the official Air Force "record of decision" guiding future aircraft operations at Eglin. Military jet takeoffs as a rule are much noisier than landings. Previously, the Air Force had stated that its "preferred alternative" for F-35 operations, known as Alternative 1A, had been unlimited use of both runways at Eglin for an estimated 6,440 takeoffs and landings a year. The other runway is oriented approximately northwest to southeast, largely avoiding populated areas. Valparaiso Planning Commission member Joe Cobb said that unlimited use of the north-south runway would not have been a good alternative for Valparaiso. Cobb said, "It would have dramatically increased the number of properties that were impacted by the noise." City Commissioner Joe Morgan hailed the Air Force decision as a "win-win solution" achieved through Eglin's "partnership with the City of Valparaiso in support of its continued mission." Speaking to reporters Friday, Ferguson said, "By choosing the no action alternative instead of the preferred alternative (Alternative 1A), the Air Force is demonstrating our commitment to being a good neighbor." David Goetsch, Niceville, vice chairman of the Florida Defense Support Task Force, which works for the governor and the Legislature, said the decision "is good news for the local community. It helps to maintain the value of the homes." According to a January 2014 Air Force study, the number of off-base inhabitants regularly exposed to jet noise greater than 65 decibels under the operations plan endorsed Friday will be 1,797. Most of these people live in Valparaiso, with a minority in northwest Niceville. By contrast, the number exposed to such noise levels under the now-rejected "preferred alternative" would have been 2,910. A 2006 study of pre-F-35 aircraft noise at Eglin estimated that some 2,407 residents were regularly affected by noise exceeding 65 decibels. Under federal guidelines, frequent noise greater than 65 decibels is deemed incompatible with residential use unless special steps are taken to deaden outside sounds in affected dwellings. Air Force Col. Christopher J. Niemi, the 33rd Fighter Wing's operations commander, said Friday, "I can tell already theres a lot of emotion attached to this decision." Niemi said, "We always want as much flexibility as possible in the way that we operate but . I dont see this as a big effect for us." He added: "We prefer to operate off 12/30 (the more isolated runway) as it is. I dont think well notice any difference." Congressman Jeff Miller (RDist. 1) called the Air Force decision a careful balance between meeting mission requirements and mitigating noise impacts on the local community." Miller added: "The Air Force has considered all of the factors, including public comment, and arrived upon a record of decision that provides a compatible solution for mission and the surrounding communities. I applaud their efforts as well as the input of local leaders and residents throughout this complex and thorough process. Cobb, who lives close to the north end of Eglin's north-south runway, was cautiously optimistic about the outcome. "We were looking at some pretty drastic potential actions taken by the Florida EPA and the folks that were in the Joint Land Use Study if we couldn't get some kind of compromise from the Air Force," Cobb said. "It appears its going to work out to the advantage of the citizens of Valparaiso." Cobb cautioned, however, that it would "probably take a year" before the full impact of the decision can be felt and evaluated. The decision "is encouraging at this point but not definitive," he said. Some of this happened before Eglin ever saw a plane. In February 2009, the Air Force released a previous Record of Decision (ROD) resulting in an implementation of an alternative that included 59 F-35 aircraft (down from an initially planned 107), associated construction and limited flight training operations from Eglin. In July 2011, the first F-35 arrived at Eglin's 33rd Fighter Wing. After an initial draft supplemental environmental impact statement (SEIS) was published in September 2010, new noise profiles for the F-35 variants were released and public comment was taken until July of 2013. Goetsch said he was disappointed that Eglin did not get the total 107 aircraft. However, he sees this as a happy ending. "That's very good news for the local community and I think for the Air Force, too. There's always been a very tight, positive relationship here and maybe that will allow that relationship to rebuild itself," said Goetsch. Rear-end crashes close Mid-Bay Bridge twice By Marcia Anne Sanders Beacon Staff Writer Two rear-end traffic crashes closed the Mid-Bay Bridge last weekend for about two hours each time. The first was Saturday at 4 p.m., the second a little over 12 hours later at 4:25 a.m., Sunday. On Saturday, a 34-year-old Niceville man driving a Chevrolet Silverado pickup truck north crashed into the rear of a Volkswagen Routan minivan that was stopped in traffic before him, according to a report by the Florida Highway Patrol. The truck driver, who was cited for careless driving, told an investigating officer that he had looked away from the road for a moment before the crash, according to the report. The impact knocked the VW into a Nissan Altima sedan in front of it. The driver of the VW and five passengers, ranging in age from 8 to 38, were taken to Twin Cities Hospital, Niceville. All of them, from Chattanooga, Tenn., were treated and released the same day. No one else required hospital treatment. Total damage to the three vehicles was approximately $20,000. The Sunday accident involved two vehicles also traveling north on the Mid-Bay Bridge. A Volkswagen traveling at a high rate of speed ran into the rear of a Chevrolet SUV that was traveling the speed limit. The driver of the Volkswagen, a 24-year-old Freeport man, was hospitalized with serious injuries. The driver of the SUV, a 44year-old Santa Rosa Beach woman, and a passenger, a 72year-old Miramar Beach woman, were taken to hospitals with minor injuries. The total estimated damage to the two vehicles was $60,000. An FHP report stated that charges were "pending" against the Volkswagen's driver in the Sunday crash.
