By Marcia Anne Sanders Beacon Staff Writer The public will get a chance to view a red, white and blue tribute to the fallen, arranged by the Exchange Club of Niceville at the Mullet Festival grounds, Niceville, June 7 to 14. The field honors the military men and women from the State of Florida who have died since Sept. 11, 2001, in Iraq and Afghanistan. Speakers at the opening ceremony will include Army 7th Special Forces Group Deputy Commander Col. Robert M. Kirlia, Air Force Maj. Gen. Scott W. Jansson and State Rep. Matt Gaetz. Three hundred forty-three flags, each on an eight-foot pole, will be erected, one for each Floridian who gave his or her life in post-9/11 conflicts. The opening ceremony will be at 10 a.m. on June 7. The field will be open to view daily from 8 a.m. to 9 p.m. through June 14. Among those represented by flags will be Joshua A. Born, formerly of Niceville, and William K. Lacey, of Laurel Hill, who graduated from Niceville High School. Each flag will display the name and hometown of the Florida service member. Paul McShane, president of the Exchange Club, gave his reasons for doing the Field of Valor. "We wanted to honor all of the fallen from Florida and help people remember we are still at war and people are still in harms way."By Marcia Anne Sanders Beacon Staff Writer Taxable property values in Niceville surged 6.5 percent last year, outpacing all other taxing jurisdictions in Okaloosa County, according to figures released last week by Okaloosa County Property Appraiser Pete Smith. All other jurisdictions in the Twin Cities area also increased in taxable value for 2014, according to the preliminary tax rolls. Okaloosa County's property values as a whole rose 4.4 percent. No jurisdictions declined in value. The preliminary tax rolls will be used by the county's 19 taxing entities to help set their budgets and millage rates for the fiscal years that will begin July 1 or Oct. 1. The Okaloosa County increase follows a 2 percent increase for 2013, and five previous years of decreases from 2008 to 2012 totaling almost 28 percent, following the nationwide housing crash. Niceville's increase follows two years of lower increases totaling 7.7 percent, after four years of decreases from 2008 to 2011 totaling 16.5 percent. Valparaiso tax rolls rose 3 percent for 2014. Taxable values are calculated as of Jan. 1. They do not necessarily reflect the true market value, due to exemptions. Nearly 60 percent of the latest increase in Niceville's values is due to new construction, according to the appraiser's figures. COMINGUP Niceville tax rolls jump 6.5% By Mike Griffith Beacon Correspondent The Niceville Tea Party, a local organization of conservative political activists, held a candidate forum May 27 for candidates running for Clerk of the Okaloosa County Circuit Court. Three candidates, all of whom are Republicans, addressed the meeting: Charles R. Baugh, J.D. Peacock and Dan Spence. Long-time incumbent Clerk of Court Don Howard is not running for reelection. Another candidate, Steven Copus (LPF), had previously filed to run, but later withdrew, according to a Supervisor of Elections listing. Peacock was the first candidate to address the meeting. He told listeners that he is a veteran of the Army, a lifelong Republican, and currently chief administrative officer for the Okaloosa County Sheriffs Office. He said he will bring his knowledge and experience to the clerk of courts office, and will ensure high performance standards, modern information systems, and diligent management of public information and finances. Peacock pledged exceptional public service, and to be a leader in technical knowledge, innovation and conservative financial management. Baugh told listeners that he is a 27-year veteran of the Air Force, and a veteran of Desert Storm, Iraq, and Afghanistan. He said that while serving for four years as a Crestview City Councilman, he helped save the city $16 million of unneeded spending, and helped to bring the FAMU pharmacy program to Crestview, along with about 150 new jobs and $125 million added to the citys economy. As clerk of court, Baugh said, he would faithfully oversee the funds of Okaloosa County, to include tax money belonging to the county commission and the countys law enforcement trust fund. He also pledged to work as a member of a team with other Three-way race for court clerkBy Marcia Anne Sanders Beacon Staff Writer The Valparaiso City Commission called a special meeting May 27 to ease the city's tree-preservation law after a car dealership reportedly sought the change so it could clear land behind the "Welcome" sign between Valparaiso Parkway and Highway 85. The commssion then gave final approval to a road-abandonment measure, clearing the way for Valparaiso Realty, which owns the wooded land, to build on it. The city landscape code required that businesses plant or keep one tree per 25 linear feet of newly developed lot frontage. It also says that each landscaped area must have one tree and each row of interior parking spaces shall have a 10-by-10-foot landscaped area with at least one tree. There should be a minimum of one indigenous tree per tenth of an acre. such trees on a preapproved offsite location or pay into a city "Tree Replacement Fund" at $125 per tree. Matt Zinke of Valparaiso Realty said that the company was in negotiation with a car dealer that did not want overhead trees in its landscape design because they might drip sap on its vehicles. Resident Terry Griffin spoke against the change in the landscape code. "I'm against taking down all the trees and not putting trees back," he said. Griffin said there are many car dealerships in south Florida which have trees on the lot. "We're selling our trees for $125," he said. Commissioner Heyward Strong replied, "Yeah, but it's not our trees. It's the property owner's trees." Zinke said there will still be a buffer zone landscape requirement between the dealership and contiguous property. "Anyone that's abutting this property, they'll still have the 25-foot buffer," he said. Commissioner Joe Morgan said he felt that Valparaiso citizens "want to have a very warm, home(y) landscape that looks really good." Morgan said he researched other landscape codes and saw that many have restrictions like Valparaiso's. Some manage situations like the one presented on a case-by-case basis, while others encode exact specifications. In a reference to the president of Valparaiso Realty, Strong said, "Pat Byrne has worked hard to get this program and he wants to do what's right. I'm for this program." Commissioner Kay Hamilton said, "From a construction perspective, you lose space" if trees are required. The measure to ease the tree ordinance passed 4-1, with Morgan dissenting. After the meeting, Hamilton told a reporter, "This is a business location. We're providing a lot of requirements for landscaping." She added, "We need some more businesses in Valparaiso. We need to be more business-friendly." county officials. Spence emphasized his experience as an accountant, and his years of experience as an executive with the Georgia-Pacific company and with the Tom Thumb chain of convenience stores. He said he would bring his private sector knowledge and experience to the financial and records keeping functions of the clerk of courts office. During a question-and-answer session, candidates were asked what they would do to prevent future financial management scandals such as those involving the sheriffs office and Tourist Development Council in recent years. Baugh said that the Tourist Development Councils finances are no longer directly supervised by the clerk of court, but have been put under the supervision of the county tax collector. Nevertheless, said Baugh, Oversight is the keyword, when it comes to managing finances. He said a prudent manager must always keep his eye on the ball, and ask questions. As clerk of court, he said, he would frequently be asking auditors questions about whats going on with tax money. Spence said that good financial management largely depends on following standard accounting principles, such as the separation of duties. For example, he said, checks should never be written and signed by the same person. He also said he would conduct frequent internal audits of county finances, and keep my finger on the pulse of the county. He also pledged to operate a fraud prevention and training program for clerk of court employees, to make them more aware of what to look for in detecting fraud or mismanagement. Peacock said that while the county tax collector collects public funds, the clerk of court actually writes the checks, and therefore still has a role in oversight of such agencies as the TDC. He said the TDC scandal was partly the result of the county commissions earlier decision to take the TDC out from under the supervision of the county administrator, and place it directly under the chairman of the county commission. He said that there was an inadequate background check done on former TDC director Mark Bellinger before he was hiredsomething the county clerk should have done, but was hamstrung by the county commission. Candidates were asked how they would implement internal controls and ensure that audits are valid. Spence replied that separation of duties are important in financial oversight. He said that department managers should not socialize with, or even personally know, the auditors who come to inspect their departments. As clerk of court, he said, he would welcome external audits of his agency. External audits, he said, help you make yourself better. He also pledged to make county financial records as open and transparent to the public as possible. Peacock said that he would change the title of the clerk of courts internal auditor to Inspector General of the clerk of courts office. Such a title change would be more than cosmetic, he said, because it would help people to know whom to call to report suspected financial irregularities. He also said that he would conduct periodic spot-checks of county finances, and would publish the results. Baugh said, You dont dismantle the whole machineyou fix the problems. He said the current auditor is doing a great job. He also said, however, that as clerk of court, he will communicate with fellow court clerks in other counties, to seek out and implement best practices within Okaloosa County. Candidates were asked what they would do to make county finances more understandable to the public, especially during public county budget workshops and hearings. Baugh said he believes there is a disconnect in the countys ability to be transparent, about its financial planning. As clerk of court, he said, he would try to find ways to make county finances more simplistic and transparent. Spence said that current county budget proposals are not easy to read, often running more than 300 pages. The county, he said, is a complex organism. Budget plans, said Spence, should show financial trends over the last several years. My role at Tom Thumb, Spence said, was to help bridge the gap between managers and accounting. He said it is important for financial information to be presented in a format that midlevel managers and members of the public can u nderstand. Peacock said that he has played an important role in creating and managing the Sheriffs Office budget, and has spent the last five years learning to understand the overall county budget. I can present it simplistically and transparently, Peacock said. For example, he said, Sheriffs Office financial data is currently posted on the Sheriffs Office website for all to see. Peacock said financial information is usually simple, if not buried in data. The sheriffs office, he said, Publishes every check it writes. He also said that top level financial management includes the setting of priorities. He said that people must understand the relationship between the numbers and the policies and politics behind them. On Friday, incumbent Clerk of Court Don Howard spoke by phone with the Beacon, saying that he first became clerk of court on June 17, 1974. After nearly 40 years of service, he said that he and his wife have decided that now is the time to retire. Howard said his future plans are indefinite, but will probably include doing some traveling and spending more time with his grandchildren. Howard said he announced his pending retirement in February, because he wanted to allow time for the voters to choose his successor. He declined to endorse any of the three current candidates, but when asked what advice he would offer to whoever becomes his successor, he said that it is important to keep a professional and well-trained staff. He said the clerk of courts office employs about 115 people, and performs a wide variety of often unrelated duties, such as supporting the functions of the circuit court, serving as auditor and treasurer of Okaloosa County, and as the county's primary record keeper. He also said that with the many technological and legal changes that have affected the functions of the office, it is essential to maintain a professional staff that can carry the institutional knowledge of the clerk of courts office into the future. Nearly 27 percent of Valparaiso's almost 3 percent increase is due to new construction. County Commissioner Kelly Windes for District 5 said, "I think that the general economy is in a slight, very slight, uptick and that confidence is up and it's kind of just trickling down, I guess. I think people are just getting a wee bit optimistic." Windes added. "They wouldn't be building if they didn't have optimism." Niceville City Councilman Sal Nodjomian pointed to new businesses like Publix and smaller ones as a means to increase the tax base. Publix was not included in this year's assessment since it was not complete by Jan. 1. Niceville City Council member Daniel Henkel mentioned "new subdivisions" and gave other reasons for the increase as well. "Niceville is a great city and folks moving into Okaloosa County are attracted to Niceville because it is centrally located to everything this county has to offer. Not only is it centrally located, the city has done a great job of providing services and amenities such as single stream recycling, storm water drainage, and water and sewer upgrades just to name a few. Additionally, we have some of the best schools with great teachers which has helped to attract more and more families to Niceville." Councilman Sal Nodjomian agrees for the most part. "I think probably they're going up because people are realizing that Niceville is a great place to live. We try to keep our taxes low and our services high. You can't discount the fact that we have the best schools around." Nodjomian also credits the economy in part. "You wrap all that up with the fact that we've got a generally improving economy," he said. Henkel does not feel that the economy is doing as well as it seems. "Overall, I'm still not certain that our economy is recovering as much as we had hoped. Unemployment is still too high and, even though the government reports that rate going down, the factors used to calculate that figure aren't providing a true picture." McShane, who served 20 years in the Air Force, thinks that the field will bring the community closer to those they mourn. "Theres a connectivity that you wouldnt get otherwise," he said. "We hear about the deaths, we hear about the sacrifice, but you get a sense of being with them when you walk among them." Goff said, "I think it's an opportunity for all of us to come together and recognize those that have provided the ultimate sacrifice and just honor them for what they've done and that we miss not being with them any longer." The Exchange Club has had a variety of sponsors donate to the project, and is continuing to accept flag sponsorships. ArrestsValparaiso police arrested Tia Nichole Smith, 28, of 4930 La Ceiba Dr., Pensacola, for one count of grand theft and one count of issuing worthless checks on a closed account. The arrest stemmed from an incident on August 22, 2013, in which Smith entered a coin shop in Valparaiso and inquired about buying gold. She purchased threefourths of an ounce of gold for $1,125, paying with a worthless check on an account that was closed. The victim tried to contact Smith many times, but the phone numbers that she provided on the check were of no use. During the subsequent investigation, Smith was identified by comparing the signature on the check with the signature on her driver's license. On Sept. 10, police obtained video surveillance showing Smith in a jewelry store in Pensacola. The coin store owner then positively identified Smith from the video. * On May 19, Johnny Howard Lee, 48, of Boundary Line Road, Choctaw Beach, was booked into the Walton County Jail for driving while license suspended, first offense. landscaper, 1015 48th St., Niceville, for one count of driving while license suspended or revoked (habitual offender). Noland was clocked traveling 64 m.p.h. in a 35 m.p.h. zone on College Boulevard near Garden Lane. An officer stopped Noland, requesting his drivers license. Noland said he did not have his ID on him. The officer asked Noland why he was driving with a suspended license and Noland said he just went to the store to get some chips and beer. Dispatch confirmed that Noland had a suspended driver's license and is a habitual traffic offender. * On May 20 Niceville police arrested Andrew Charles Scoles, 26, of 4601 Cole Lane, Holt, for one count of possession of a controlled substance without a prescription, one count of possession of drug paraphernalia, and one count of driving while license suspended or revoked. An officer made a traffic stop on Scoles after observing him driving at a high rate of speed, and with an extinguished headlight. During the traffic stop, the officer observed that Scoles was behaving strangely, talking very fast, and constantly moving around in his vehicle. When asked for his driver's license, registration and insurance, Scoles said it was in the trunk of the vehicle. Subsequent investigation revealed that Scoles license was suspended in early 2013. A search of Scoles and his vehicle revealed a plastic bag containing a green leafy substance, another bag of green leafy substance in the drivers door pocket, a large wooden pipe in the front passenger seat along with yet another bag of green leafy substance, and a Xanax located in the center console. * On May 20 Niceville police arrested Stephan Jacob Mesiner, 25, of 403 Evans Rd., Niceville, for one count of knowingly operating a motor vehicle with license suspended (habitual offender).
