Prime Minister Spencer Supports the Launch of Regional
Marketing Campaign for Tourism
ROSEAU, Dominica March 12, 2010........Antigua and Barbuda's Pnme Minister Dr. the Hon. Baldwin Spencer
urged CARICOM Heads to stop the talk and make a move towards the direction of the launch of a Regional Marketing
Campaign for Tourism.
It was in July of 2008 that the Caribbean Community (CARICOM) Heads of Government agreed to set up a US$60
million fund which would be used for marketing the region's tourism as a diverse, single product,
The funding source for this programme was subsequently determined to be a mechanism involving either direct
contributions from member countries or a ticket tax It was further determined that this fund would be managed by the
Caribbean Tourism Development Company (CTDC), which is a joint venture company by the Caribbean Tourism
Organization (CTO) and the Caribbean Hotel and Tourism Association (CHTA).
After meetings with member counties and discussions with the cruise lines' representatives. CTO deduced that the
amounts likely to be realized -based on 2007 tourist amvals -would be approximately $54 million if all CARICOM and
non-CARICOM counties participated
Prime Minister Spencer says that he supports the thrust and is urging member states to be clear on the directions of
the marketing programme

During discussions on the matter at Thursday's session of the two day 21" CARICOM Intercessional Heads of
Government meeting currently being held in Roseau, Dominica, PM Spencer called on his colleagues to support the
initiative and to be serious as heads of government who have the responsibility for clear determination on moving
forward with the campaign.
"The intention is to establish a Caribbean Tounsm Development Corporation and counties would be represented,"
Prime Minister Spencer reminded his fellow heads. He said that the campaign would guarantee a pool of resources to
boost the funding of tourism marketing

AppeaC to purchase the fudway of Wells
Antiguan Estate Papers from 1689-1907for the
Museum of
Antigua andBarbuda

The Tudway of Wells collection comprises 30 reels at 67.00 (approximately
EC$270) plus posting and packaging (or 2,010 for the set) which have
recently been archived by Kenneth Morgan, Brunel University, 1999.

The records cover the period 1689-1907 and provide a complete record of
plantations owned by the Tudway family, Parham Hill, Parham Lodge and
Parham New Works and could well rival the Codrington Papers. The papers
are on micro-film and are stored in the Somerset Record Office, UK. These
records would be invaluable to researchers in Antigua and a full copy of all
30 reels would be housed in the Archives for this purpose. Reels 1 15 cover
the accounts from year 1689 1920. Reels 16 26, documents
correspondence between Antigua and London, London and Antigua. List of
Stores, etc. Reels 27 30 contain Pay Lists and monthly Journals of Works
Returns and Transactions of the Old Works, New Works and Parham Lodge

Miscellaneous lists of Negroes 1748-1767, register of slaves belonging to
Parham Plantation on the 1s October 1817 and accounts of Deaths/Births of
Negroes, 1820-1826. Also Sugar Cane Experiments in the Leeward Islands,
experiments with varieties of Sugar Cane and manurial experiments.

We think this is a worthwhile cause and offer our services in order to make
this a reality. If 100 Antiguans and Barbudans living in this country donate
just 20 each to this cause, it would allow us to purchase these important
documents for the Museum in Antigua and Barbuda. This is our history! Let
us do it together.

Environment Day Speech
Dr. the Honourable Prime Minister W Baldwin Spencer
Sandals Grande Antigua Resort

4th June 2010

Minister of Tourism, Civil Aviation and Culture, the Hon. John Maginley,
Minister of Agriculture, Fisheries and the Environment;
Mr. Clarence Pilgrim,
Sandals General Manager Gerald Christ,
Chief Environmental Officer,
Ambassador Dr. Dianne Black-Layne,
Specially Invited Guests,
Ladies and Gentlemen:

It is indeed a delight for me to be here this morning at the Sandals Grande Resort to participate in this simple but
very significant event as we celebrate World Environment Day

It is of major significance that the drive to plant some two thousand and ten trees is being spearheaded by the
Sandals Foundation It is a demonstration by the Sandals Group that they have recognized the importance of
combating Climate Change as the environment is not only important to the survival of the tourism industry but
more importantly the survival of humanity itself

On the eve of World Environment Day today, the United Nations Environment Programme UNEP released a
report that revealed that restoring lost and damaged ecosystems from forests and freshwaters to mangroves
and wetlands can trigger multi-million dollar returns, generate jobs and combat poverty

It is also reported that reforestation, or the planting of trees can cut global greenhouse gas emissions by 2 7 billion
tons annually at a cost of just over $33 billion US dollars per year, but with a long-term benefit estimated at $3 7
tnllion dollars in present value terms

In a similar project in Mexico, of course on a larger scale, to the one being launched by the Sandals Foundation
today, some 700 farmers in forty communities have planted over 700 hectares of trees on degraded land to
sequester carbon, have received tens of thousands of dollars from the carbon offset markets and at the same time
contributing to clean air. Closer home, Guyana has recently signed an MOU with Norway for a similar project

The effects of climate change in the region have forcibly brought home the necessity for better disaster
preparedness management and risk reduction The Sandals Climate Change project is a true demonstration of
what can be done to reduce the risk of environmental degradation

I highly commend the management and staff of the Sandals Group, particularly the Sandals Foundation for
spearheading this effort in conjunction with the Ministry of Agriculture It can only redound to a more aesthetically
beautiful country with cleaner air while at the same time creating an environment for an increase in the bird and
environmentally friendly insect populations

It is my hope that other members of the business community in Antigua and Barbuda will join the Sandals
Foundation in devising projects that can be of significant benefit to the sustainability of our environment My
government is prepared to do its part and also partner with any organization in this regard

Once again congratulations to the Sandals Foundation on devising this vitally important initiative Let us also
pledge today to continue working to protect our environment.

Thank you very much and may God bless each and every one of us
